SAN DIEGO (AP) — A federal judge has blocked U.S. Customs and Border Protection employees from conducting the initial screening for people seeking asylum. The ruling Monday has dealt a setback to one of the Trump administration’s efforts to rein in asylum. The government argued that designated CBP employees are trained comparably to asylum officers at U.S. Citizenship and Immigration Services, another agency within the Homeland Security Department. SAN DIEGO (CNS and KGTV) - A San Diego County Superior Court judge ruled Monday in favor of conditional release for a sexually violent predator known as the "Bolder than Most'' rapist.Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Some of those who were in the courtroom when the decision was announced were visibly upset, 10News reporter Jon Horn said. One person yelled, others were in tears.Last fall, Gill ordered that Quarles be released, a decision that prosecutors, along with county Supervisor Dianne Jacob, requested Gill reconsider. Since that time, the agreement to rent the residence in Jacumba Hot Springs has fallen through, and Gill allowed for further argument toward a possible reconsideration of his decision to release Quarles. Gill heard testimony during a closed-door evidentiary hearing last week, which was kept under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports. Quarles' victims and their supporters have argued against the order to keep the hearings private, including by staging a protest on the steps of the downtown San Diego courthouse where the hearings were held. Quarles was dubbed the "Bolder than Most'' rapist because of the way he attacked his victims, at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. He pleaded guilty in 1989 to committing more than a dozen sexual assaults in the mid-to-late 1980s and was sentenced to 50 years in prison.Prior to Quarles' release from prison, the District Attorney's Office filed a petition to have him civilly committed as a sexually violent predator. In 2014, Quarles was committed to the Department of State Hospitals to undergo sex offender treatment. In September 2016, Quarles petitioned the court to be granted release through the Conditional Release Program for sex offenders.Quarles will return to the hospital where he has been held until it's determined where he will be placed. SALT LAKE CITY, Utah — A Utah family that ordered free coronavirus masks through a state program say they were sent politically-charged face coverings featuring a handgun and a controversial slogan.Christine Passey-Spencer of Rose Park says she ordered the masks through a sate program, "A Mask for Every Utahn." Since April, the campaign has used federal COVID-19 money to purchase more than 2 million masks from local and international manufacturers to limit the spread of the virus."I was just shocked," Passey-Spencer said.The two masks feature an American flag with a handgun printed across the front. The face coverings also feature the slogan "Don't Tread on Me," written below a coiled rattlesnake."I think the thing that bothered me most is that I knew my tax dollars paid for this, and this is very politically-charged speech," Passey-Spencer said.The Gadsden Flag — the inspiration for the snake and "Don't Tread on Me" slogan — was first used in the Revolutionary War. But in recent years, the image has been co-opted by the Tea Party, anti-gun control activists and white supremacists. In 2016, it was deemed to have "racially-tinged" messaging in some contexts by the federal government. More recently, the image has been used by people believing COVID-19 health restrictions take away their constitutional rights."We hope this is an isolated incident; that we just missed these couple of masks," said Ben Hart, who oversees Utah's mask program for the Governor's Office of Economic Development.Hart admits about 100 of the "Don't Tread on Me" masks were included in a shipment last month. Hart says the staff deemed them "inappropriate" and attempted to set all of them aside."We will not be using taxpayer dollars to pay for these masks. SAN DIEGO (CNS) - A coalition of regional partners joined together Thursday to announce the San Diego County Childcare Provider Grant Program, an initiative that will distribute million in coronavirus relief funding to childcare providers impacted by COVID-19.The coalition, which includes the County of San Diego, The San Diego Foundation, Child Development Associates and YMCA of San Diego County, will open the application period Monday. The San Diego County Board of Supervisors unanimously voted to distribute million of Coronavirus Aid, Relief, and Economic Security Act funding to eligible childcare providers in San Diego County."The childcare sector is very important, as our economy cannot be sustainable if parents do not have safe places for their children to be cared for and educated while they are working," said Supervisor Nathan Fletcher, co- chair of the county's COVID-19 subcommittee. "This new million grant program will help childcare providers make their centers safe during the coronavirus pandemic and allow them to remain open so parents can return to work."Funding will be allocated based on predetermined categories outlined in the CARES Act agreement. Large family childcare providers -- licensed to care for a maximum of 14 children -- will be eligible to receive up to ,500 and small family childcare providers -- licensed to care for a maximum of eight children -- will be eligible for up to ,750. Non-government-contracted licensed providers will be eligible to receive up to 5 per child capacity, based on childcare license.Partially-funded government-contracted licensed childcare centers such as HeadStart will be eligible to receive up to 5 per non-subsidized child, not to exceed license capacity. Non-government-contracted, license- exempt group care providers -- including summer day camps and community youth clubs such as Boys & Girls Clubs -- that serve school-age children up to 12 years old will be eligible to receive up to 0 per child capacity."This funding helps prioritize access to high-quality childcare for all families, helps provide a professional wage for hardworking providers, and helps strengthen the childcare system," said Baron Herdelin-Doherty, president & CEO of the YMCA of San Diego County.Eligible childcare providers will be able to apply for funding online or in print in eight different languages -- English, Spanish, Vietnamese, Tagalog, Russian, Somali, Haitian Creole and Arabic -- and the coalition will distribute the funds.Providers can visit SDFoundation.org/ChildcareGrants to learn more. SAN DIEGO - San Diego Democrats are now celebrating their party officially taking back the House of Representatives.Now, they want action on a bill they say will take corruption out of U.S. politics."Having the Democrats take back the house is the best birthday present anybody could have," said Ruth Kirk, who lives in Hillcrest. On Thursday, Kirk celebrated with about three dozen of her like minded friends - in front of Democratic Congresswoman Susan Davis's office in North Park. The demonstrators, part of a group called Indivisible, worked to flip house seats from red to blue in the 2018 election. With that goal accomplished, Indivisible is turning its attention to reforming how politics operate in this country. Indivisible held rallies outside Davis's office as well as Republican Congressman Duncan Hunter's Temecula headquarters. They are pushing for H.R. 1 - a bill that would reform campaign finance laws, ethics, and voting rights."We want to get the money and the gerrymandering out of politics and the ethics back into government," Kirk said. Davis says the bill is still being drafted and hopes to have it passed by Jan. 21. That's the eighth anniversary of the Supreme Court's Citizens United decision, which freed corporations and unions to spend all they want on political ads. It appears, however, to have a minuscule chance in the Republican-controlled senate. Majority leader Mitch McConnell last month called it a blatantly unconstitutional effort to micromanage our elections. Political analyst Ruben Barrales, who worked in the George W. Bush administration, says there are some aspects of the bill that could pass - such as more daylight for campaign contributions. He says Republicans may find some of the bill's provisions too restrictive or granting too much power to one agency.Kirk says she's already thinking about 2020 - and campaigning to put more Democrats in the Senate - and one in the White House. 1947
