SAN DIEGO (CNS) - The Poway man accused of running a million dollar Ponzi scheme has pleaded guilty to grand theft and securities fraud. He is slated to be sentenced to a dozen years in state prison next month for orchestrating the scheme that scammed nearly 50 victims, the California Department of Insurance announced Wednesday.Team 10 first spoke to several alleged victims of Dougherty last year. They said he stole the money he was supposed to invest for them. Sheriff's investigators said he targeted the elderly planning for retirement. He offered victims investment opportunities in companies he owned, then used some of their funds for his personal expenses like home remodeling, travel and college tuition, according to officials.A spokesperson for the District Attorney's Office said 47-year-old Christopher Dougherty pleaded guilty to three counts of securities fraud, three counts of grand theft, and admitted to a white collar crime enhancement.Dougherty also used some of the victims' money to pay back other investors "in classic Ponzi fashion," according to the Department of Insurance. SAN DIEGO (CNS) - The California State University Board of Trustees announced the appointment Wednesday of Ellen Neufeldt as president of the San Marcos campus.Neufeldt will become the university's fourth president when she takes over in July. SAN DIEGO (CNS) - The driver of a minivan was sought this morning for leaving the scene of a Middletown hit-and-run that left a 66-year-old bicyclist hospitalized with a life-threatening head injury, police said.The victim was riding near the intersection of India and West Washington streets at 1:30 p.m. Friday when he was struck by a blue or gray 2005 Dodge Caravan, Georgia license number RRJ7004. The vehicle may have a shattered windshield or front-end damage, according to San Diego police.Following the collision, the driver of the minivan fled, possibly back toward Interstate 5, police said. SAN DIEGO (CNS) - The California Highway Patrol is reporting no fatalities and 26 drunk driving arrests in San Diego County for the Labor Day weekend period of 6 p.m. Friday to 6 a.m. Sunday.Last year for the same period, there were 40 DUI arrests and no fatalities in the county, according to the CHP.Across California, the CHP reported 551 DUI arrests and 18 fatalities for the same period. Last year, they reported 717 DUI arrests and 11 fatalities.The DUI arrests are only those made by CHP officers, while fatality statistics are for all law enforcement agencies.Statewide, 13 vehicle occupants were killed in CHP jurisdiction, six without safety belts.
