SAN DIEGO (KGTV) -- People throughout San Diego County are searching for answers after hearing a mysterious boom Wednesday afternoon. Dozens of San Diego Residents in La Jolla and Del Mar took to Twitter after hearing the noise before 12:45 p.m. "Felt it in La Jolla / Windansea - even my dogs started barking," one Twitter user said, referring to the noise. Several people wondered whether or not an earthquake could be to blame, but according to the United States Geological Survey, the nearest earthquake was a 2.9 magnitude near Corona reported at 4:16 a.m. Wednesday. USGS' website states that, "reports of a bang are a clue that it's a sonic boom, but not an ironclad indicator since shallow earthquakes often sound like booms or bangs."10News has reached out to military officials to see whether or not military exercises may have caused the boom.The Marine Corps, however, did send a statement that reads, in part: "While we are aware of media reports of a possible sonic boom, no 3rd MAW units have reported one in San Diego air space. SAN DIEGO (KGTV) -- Police officers chased down two drivers in stolen cars, but only one man was arrested early Wednesday morning.According to San Diego Police, officers spotted a BMW that had just been stolen driving down Hotel Circle South in Mission Valley around 2 a.m. They followed the car, which appeared to be following another car, a black Dodge Charger.When officers tried to pull them over, both drivers sped off in different directions.Just when officers thought they lost the BMW, they found it in a Serra Mesa neighborhood. They moved in with their guns drawn and surrounded the car, but no one was inside.Officers eventually found the suspect hiding in a nearby shed and took him into custody.The driver of the Dodge Charger led officers towards Mission Valley, but that car was later found abandoned behind a Verizon store. 847

SAN DIEGO (KGTV) — Police are alerting San Diego State students and neighbors after a man reportedly tried to steal a someone's phone before fleeing in a waiting vehicle.SDSU Police say the man approached the victim at about 9 p.m. in the 5500 block of Hardy Avenue on Wednesday. The man wrapped his arms around the victim and tried to take a cell phone from their hands, police say.The victim crouched down, grabbed their cell phone, and began screaming. A passerby saw what was happening and intervened, pulling the man off the victim.The man then jumped in to rear of a white sedan with tinted windows being driven by a second suspect.Police described the first suspect as a black male who appeared about 30 years old, 6-feet tall, with average build, short curly black hair and short facial hair. He was last seen shirtless, wearing dark-colored pants and basketball-style sneakers.The suspect in the waiting vehicle was described as a 20- to 30-year-old black female, wearing a gray or white shirt and her hair styled in a bun.Anyone with information is asked to call SDSU Police at 619-594-1991. 1109

SAN DIEGO (KGTV) — One of the first questions San Diegans had after a 6.4-magnitude earthquake hit Southern California: Where was the alert?Exactly one week ago, San Diego phones buzzed in unison for a test of California’s Earthquake Early Warning System, ShakeAlert. The system aims to help alert locals seconds before an earthquake hits to find shelter.Thursday, no alert went out when San Diego felt shaking.RELATED: 6.4-magnitude earthquake rattles July 4th for Southern CaliforniaThe San Diego County Office of Emergency Services says the alert system is still in the testing phase. Currently, the Governor's Office of Emergency Services is evaluating the data collected from the June 27 test.The state hopes to set up the system in the future in the same way Amber Alerts are sent out regionally. Before that can happen, the county says they need to make sure the system works fast enough to alert residents, the county says.Many San Diegans, however, say they didn't even receive the test message last week. For them, the county asks for feedback to work out the bugs in the system. Those individuals can fill out an online survey here .Los Angeles County residents already receive a similar alert, but many complained they weren't alerted Thursday either. Los Angeles city officials say their alert didn't go off because the earthquake wasn't recorded above a 5.0-magnitude shake within Los Angeles County. Officials said they now plan to lower that threshold.USGS seismologist Robert Graves told the Associated Press that the state's new system detected Thursday's earthquake, providing 48 seconds of warning to Caltech's seismology lab in Pasadena, and adding "there were no glitches" in the system. 1717

SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021.
