A suspect who had barricaded himself on Tuesday in his Panama City, Florida, home after an earlier shooting was later found dead in the residence, authorities said.The Bay County Sheriff's Office identified the dead suspect as 49-year-old Kevin Robert Holroyd.One person had a minor injury and was transported to a hospital, city spokeswoman Caitlin Lawrence said earlier Tuesday.The hunt for Holroyd, who was wanted in connection with a homicide in Santa Rosa Beach in Walton County, ended with his death about 57 miles southeast in Bay County, after he opened fire on police, the Bay County Sheriff's Office said.Authorities did not say how Holroyd died.The Bay County Sheriff's Office and Panama City police began searching for Holroyd in case he returned to Bay County. Investigators started watching Holroyd's townhome apartment after his vehicle was seen there. During that time, a complex resident called the fire department to report a gas smell, the sheriff's office said.The investigators got out of their cars to find out why firefighters had arrived in the complex parking lot, authorities said.From an upstairs window of the apartment, Holroyd opened fire on the firefighters and investigators, and other responding officers, including Panama City police, the sheriff's office said.About 100 rounds were fired during the gunbattle, the sheriff's office said.At one point, two Panama City officers and a sheriff's deputy were pinned down behind their vehicles by the gunfire, the sheriff's office said.Photos from Eryn Dion of the Panama City News Herald showed a heavy police presence in the area during the standoff.Stacie Houchins said she did not see the incident start, but she decided to go to the scene to see what was going on. She shared photos with CNN of police with weapons drawn.When she arrived on the scene, she said she heard multiple loud gunshots. She said the gunshots seemed like rapid fire.SWAT officers eventually entered the townhome through an upstairs window, and officers found Holroyd's body clad in body armor. The inside of the home had been saturated with gasoline, authorities said.Authorities found several hundred rounds of ammunition, several high-powered rifles and flares, the sheriff's office said. A mother in Mesa, Arizona is voicing concern after her child's 4th-grade teacher changed words in the Declaration of Independence, and made the students recite the altered version in class.The teacher at Salk Elementary school crossed out the words "man" and substituted it with "human".The mother, Elizabeth Vaillencourt said the teacher's goal may have been to include women as well, but she went too far in altering a historical document.When Vaillencourt took this concern to school officials, she was initially told she had "hurt the teacher's feelings" by posting about it on social media.The school reacted by removing Vaillencourt's child from that teacher's classroom, and placing them under a different teacher.On Wednesday, Vaillencourt said the superintendent's office contacted her to tell her what the teacher did was against school policy.A Mesa Public Schools spokeswoman says they have policies in place when it comes to school ceremonies which includes reciting the Declaration of Independence. 1030
A Maryland police officer has been arrested and charged with rape after allegedly assaulting a woman during a traffic stop.Ryan Macklin, a six-year veteran of the Prince George's County Police Department, was taken into custody Monday evening, according to a news release from the department.He has been suspended without pay, the department said, and has been charged with first-degree rape, second-degree rape, perverted practice, second-degree assault and fourth-degree sex offense.Police said Macklin pulled the woman over at about 1 a.m. on Thursday. During the stop, police said, Macklin forced the woman "to perform a sexual act" while they were both in the woman's car in a parking lot. Police said Macklin was on duty, in uniform and driving a marked police cruiser at the time.Prince George's County Police Chief Hank Stawinski said at a news conference that the woman came forward "several hours" after the incident with the encouragement of friends. Police said they do not know why Macklin allegedly targeted the driver."The charges against this officer are highly troubling," Stawinski said. "Officers take an oath to protect others, not to abuse their authority in order to victimize someone. Those who live and work in Prince George's County deserve the very best from the men and women of this department."Stawinski said police have information that suggests "there may be additional people impacted by this officer's conduct." A new political ad could be masquerading as an official correction to the sample ballots that hit mailboxes across San Diego.It's the latest swing in the fight over the state's recent 12-cent per gallon gas tax hike.The mailer, sent to two million Californians mail-in voters, is titled "Election Ballot **Correction**" and says the correct title for Proposition 6 should be "Gas Tax Repeal Initiative.”Proposition 6 is on the November ballot to repeal the state's gas tax increase and new vehicle registration fees. The state raised the levies last year to generate billions of dollars in infrastructure projects. Dave McCulloch, communications director for Reform California, which sent out the mailer, says the Attorney General's ballot language does not make that clear. It instead reads that Prop 6 "eliminates certain road repair and transportation funding...repeals a 2017 transportation law's taxes and fees designated for road repairs and public transportation."We sent out this mailer to make sure that everyone in California knows Prop 6 is the gas tax repeal," McCulloch said. "We know that when people discover that Yes on 6 means to repeal the gas tax, they're much more in favor of it because they realize what it is.”The Attorney General's office did not immediately respond to a request for comment. The mailer instructs voters to keep it with their sample ballot mailed to them. Thad Kousser, a political scientist at UC San Diego, said ballot language is often contentions. But he noted the gas tax increase has been so heavily covered that most people will associate with Prop 6. He says this mailer reinforces that. "When they get to their ballot on election day, they're not going to see repeal the gas tax," Kousser said. "They're going to see a proposal written legal language that says exactly what this bill does, which is it changes transportation fees and cuts funding for things." That mailer does include disclosures that it's not official and that Reform California paid for it. Still, Catherine hill, a local spokeswoman for the No on 6 campaign, called it deceptive."It's made to look like a registrar of voters piece, so it's made to look official, so it's misleading," she said.
