If you've ever had a surgical procedure, you know it can often mean a high hospital bill. Now, more people are turning to surgery centers for a lower cost.Sandi Bowen is one of those people.Something as simple as picking out a shirt is more challenging for Bowen than she ever thought it'd be. On Easter, she found a lump in her breast. Doctors told her it was cancer."It was very very very confusing," Bowen says. "It still is. It brings tears to my eyes, because I don't understand how I got it."Instead of a lumpectomy, she decided to remove her entire breast. And instead of going to a hospital for breast reconstruction, Bowen opted for the Kaiser Permanente Ambulatory Surgery Center, where she got the surgery. In less than 24 hours, she was back home recovering. "I felt very special," Bowen says. "They were there every time I moved. They came in and talked to me, even goofed around with me."Dr. Mike Sawyer, the director at the center, says they've worked hard to address concerns regarding patient care."If it's a patient that just needs physicians to kind of come to the bedside, and maybe we have to have some kind of intervention, we're able to do that because are here and we are present," Dr. Sawyer says. "On site, as they say. If it's really something that requires a higher level of care, that again allows us to do a pretty quick transfer process over to one of our partner hospitals."Compared with hospitals, Kaiser Permanente says its patients are seeing an average cost savings of 30 percent on their procedures. It can be anything from simple orthopedic procedure to joint procedures.However, Dr. Sawyer says there are important questions you need to ask before determining if a surgery center is the best option for you."Does your physician feel comfortable with this operation there?" Dr. Sawyer says. "Have you and your physician discussed all the ramifications of that procedure? In advance of hurricane season, Florida Power and Light is reviewing plans to make sure power is restored quickly after a storm. This week the company is holding its annual storm drill, simulating a Category 3 hurricane. During the drill, the company says it is incorporating lessons learned from Hurricane Irma, which knocked out power to 6.7 million electrical customers, according to the U.S. Energy Information Administration (EIA).EIA reports the rate of electric service restoration following Hurricane Irma was faster than Hurricane Wilma in 2005. Five days after Irma’s landfall, the share of customers without power had fallen from a peak of 64 percent down to 18 percent -- a recovery rate of about 9 percent of customers per day.Power outages during Wilma declined from 36 percent of customers to 16 percent by the fifth day after landfall. This is an average recovery rate of about 4 percent of customers per day. FPL credits the improvement to money spent on infrastructure improvements. House Speaker Nancy Pelosi and Rep. Jamie Raskin, D-Maryland, introduced legislation Friday that establishes a Congressional commission that would be able to investigate a President's health under the 25th Amendment.While President Donald Trump's health has come into question following his COVID-19 diagnosis, Pelosi and Raskin insisted that while Trump's health prompted their bill, it would not be used to remove him from office.Instead, Raskin said the commission would be a bipartisan effort that would be set up in case the health of other presidents came into question.Passed in 1967, the 25th amendment to the U.S. Constitution spells out the presidential line of succession.The amendment has four sections:1- When a president dies or resigns, the vice president finishes the term.2- When there is a vice presidential vacancy, the House and Senate votes to confirm a replacement nominated by the president.3 - When a president needs to temporarily cede power, he or she can hand the duties to the vice president who then becomes the acting president.4 - The vice president and a majority of secretaries can vote to remove the president if the president is "unable to discharge the powers and duties of his office. The section also grants power to a body "established by Congress" to invoke the amendment and transfer power to the Vice President.Raskin said his bill would establish that "body" that could investigate the health of the president. For Congress to invoke the 25th Amendment, the Speaker of the House and the President pro tempore of the Senate must provide "written declaration" that the President is "unable to discharge powers and duties of his office." Sen. Chuck Grassley, R-Iowa, is the current President pro tempore and will unlikely make such a declaration. In addition, the President could object to the Congressional body's findings.
