U.S. citizens are allowed to have more than one valid U.S. passport at the same time, according to the National Passport Information Center, which is a division of the U.S. State Department.But in most cases, you are only allowed to have two valid passports at a time, according to the NPIC.As NPIC notes on its website, holding a second passport "is the exception to the rule."It remains unclear why Manafort has three."Having three valid U.S. passports is incredibly unusual and normally would raise a red flag," said Valentina Meehan, owner of New York-based passport and visa expediting service Passport Plus.The State Department declined to comment on Manafort's passports.An official from State said in a statement that its general policy is that "no person shall bear or be in possession of more than one valid or potentially valid passport of the same type (regular, official, diplomatic, no-fee regular, or passport card) at any time, unless authorized by the Department of State."The spokesperson noted that requests for more than one passport are reviewed on a "case-by-case basis."How do you qualify for a second passport?Typically second passports are given to frequent travelers, especially those who travel overseas for business a lot, said Meehan.One reason you might hold a second passport: if your primary passport contains stamps or visas to other countries that may cause the country you plan to visit to deny you entry, according to the State Department. For instance, if your passport shows that you have traveled to Israel, countries like Lebanon and Libya may not allow you in, Meehan said.Another scenario in which you might be granted a second passport is if you have submitted your primary passport for a travel visa or some other administrative reason but have an immediate need to travel to another country."Sometimes your passport can be stuck with a consulate or embassy for weeks for a visa," said Meehan. "Suppose you suddenly have to travel to Canada or Europe while you are waiting to get your passport back. Facebook said Wednesday that Cambridge Analytica, a data firm with ties to President Donald Trump's campaign, may have had information on about 87 million Facebook users without the users' knowledge.Facebook had previously said the number of people whose information may have been shared with Cambridge Analytica was only around 50 million. FALLBROOK, Calif. (KGTV) -- A tortoise is recovering after falling 10 feet from a wall Sunday, cracking its shell.The tortoise was found by a good Samaritan after falling from a 10-foot wall while being chased by a dog, according to the County News Center.The 70-pound tortoise was taken to a veterinary hospital where animal services were called.Officials say that’s when they learned it would cost several thousand dollars to fix the 35 to 40-year-old tortoise.“We have a donor-driven Spirit fund that we can use for severe medical cases such as this one,” said County Animal Services Director Dan DeSousa. “This tortoise will get the extensive, aggressive care and long-term observation that he needs to regain his health and hopefully live to a great, old age.”The tortoise underwent surgery Tuesday, where veterinarians put screws into the shell then used ties on the screws to hold the broken pieces together.Veterinarians then used the same paste material that dentures are made from to seal the cracks.For more information or to donate to the Spirit fund, click here. 1098

ELIZABETH, N.J. -- Following the announcement of a New York state park in her name, iconic transgender civil rights activist Marsha P. Johnson will be honored in her hometown of Elizabeth, New Jersey.Johnson's family was joined by Union County Freeholders Sergio Granados, Rebecca Williams and LGBTQ+ advocates to announce the future site of a public monument on Freedom Trail in Johnson’s honor.The city said the monument is "anticipated to be the first public monument in the State of New Jersey to honor a LGBTQ+ person and transgender woman of color."Elizabeth also announced that they will be holding a series of events during LGBTQ History Month in October to "engage with the community and the public to participate in the planning and creating of the historic project."Johnson died in 1992 at age 46.
