BRASILIA, March 15 (Xinhua) -- A nationwide program aimed at providing internet access to 80 percent of the country's population by 2014 is forging ahead in Brazil, Communications Minister Paulo Bernardo said on Tuesday.The National Broadband Plan (PNBL), with participation of 13 ministries, is coordinated by Bernardo, who explained details about the project on Tuesday along with Joao Santana, president of Telebras, the state-owned enterprise responsible for managing the project.The authorities have criticized companies that offer internet service for failing to spread internet use in Brazil, offering an expensive service with prices amounting to about 50 U.S. dollars monthly, inaccessible to low-income families."We ended 2010 with 34 percent of Brazilian households with Internet access, and service is also very poor. Almost half of connections are of 256 mbps. We are out-of-date, with the aggravating circumstance that the connections are very expensive," Bernardo said.To speed up the process, the government started negotiating with concessionaire phone companies to improve the service quality and lower the price to about 30 reais (18 dollars), which would allow 80 percent of the population to access internet."During (former president) Lula da Silva's government, we developed a program to interconnect all schools with internet access, but we also want the private sector to do its share," he said.

BEIJING, Jan. 24 (Xinhua) -- China has invested 115 billion yuan (17.45 billion U.S. dollars) on the South-to-North Water Diversion Project as of the end of last year, a senior official said Monday.E Jingping, director of the Office of the South-to-North Water Diversion Project Commission (SNWDPC) of the State Council, said construction on 40 projects began last year, marking a new annual record.No major accidents happened while constructing the projects last year, E said.The South-to-North Water Diversion Project is designed to divert water from the water-rich south of China, mainly the Yangtze, the country's longest river, to the country's arid northern regions. It will consist of three routes: an eastern, middle and western route. The project started with construction of the eastern route in 2002.Up until now, both of the eastern and middle routes were already under construction. The western route, meant to replenish the Yellow River with water from the upper reaches of the Yangtze through tunnels in the high mountains of western China, is still in the planning stage.About 330,000 people in Hubei and Henan Provinces will be relocated before the middle route is completed in 2014.

The tremor also toppled the homes of 1,039 families and left 4,994 others seriously damaged.As of Sunday, the central and local governments in Yunnan have disbursed 10,000 tents, 15,000 quilts and 15,000 coats for the homeless victims in the quake-hit region.White coated medical personnel patrolled and disinfected the tents every day, and no sign of epidemics have been detected.In one tent area, a local medical team was brewing traditional herbal juice for disease prevention, while residents lined up before the steaming wok with bowls, bottles, and even wash basins at hand."I invented this herbal brew especially for the disaster victims, which can help prevent flu and alleviate rheumatic pains," said Chen Benshan, an experienced practitioner of traditional Chinese medicine.Though the rebuilding of the county has not been put on schedule, less damaged schools are expected to resume classes on Monday."We want to start counseling classes as soon as possible to help the children recover from the terror of the earthquake," said Jin Xiasi, a member of the local rescue team.

  

CANBERRA, May 26 (Xinhua) -- Australian Health Minister Nicola Roxon on Thursday night said she will not be frightened off by the tobacco industry's attempt to lobby Malaysia to oppose the Australian government's proposal for plain packaging of cigarettes.According to ABC News, big tobacco companies have appointed a former United States ambassador to the World Trade Organization ( WTO), Peter Allgeier, to help them fight the Australian federal government's plain packaging plan, which is due to come into effect this year.An email sent to a Malaysian official and obtained by ABC News showed that Allgeier had a meeting with Malaysia's trade minister before, and he has been lobbying a Malaysian administrator to put pressure on Australia over plain packaging.Allgeier's email also stated that "members of the U.S. congress also have written to the Australian Government outlining concerns about the implications of plain packaging for the integrity of Australia's trade commitments."However, Roxon, who said she has not been approached by Malaysia on the issue, said Allgeier's appointment demonstrated just how far big tobacco is prepared to take its fight."But we won't be frightened off because big tobacco is hiring lobbyists or looking at ways to influence the action we're taking, " she told ABC television on Thursday night.The tobacco industry has already spent millions fighting plain packaging, and last year gave 5.2 million U.S. dollars to the Alliance of Australian Retailers (AAR) to fund an advertising campaign against the plan.If the cigarettes law is enforced, Australia will become the first country in the world to ban logos and brand names from cigarette packaging. Health warnings and the kind of graphic pictures will make up the majority of the packaging, while the rest of the packets will be plain olive green.

  

CHENGDU, May 8 (Xinhua) -- As a brand-name herbal capsule for cardiovascular disease in China, Di'ao Xinxuekang only needs to wait for another 15 years before reaching the EU market."The Dutch medical supervisors have recognized it as a qualified drug, but we still lack the evidence of 15-year presence in the EU market," said Ji Jianxin, a research manager with the drug's developer Di'ao Group based in southwest China's Sichuan Province.Di'ao, one of the largest Traditional Chinese Medicine (TCM) manufacturers, has been quite depressed, as many other TCM enterprises in China, by a European Union directive on traditional herbal medicinal products fully implemented from the beginning of this month.The directive requires that all herbal medicinal products, must obtain a medical license from any EU member state before it can be allowed in the EU market.It introduced a so-called simplified registration procedure with a seven-year transition period for traditional herbal medicinal products to be licensed, including Chinese and Indian ones.However, not a single Chinese herbal medicinal product has been granted the license so far, mainly due to the prohibitive registration cost and lack of required evidence to prove the product had a 30-year history of safe use, including 15 years in the EU.With a history of more than 2,000 years, TCM did not enter into the EU market until mid-1990s, and it has been imported into the EU and sold to European customers as food supplements instead of drugs.Most Chinese producers and importers did not reserve the customs papers a decade ago, thus unable to prove the 15-year use of their products in European markets.While TCM's globalization won't be doomed by one single EU directive as TCM export value to EU only takes up 14 percent of the total in 2010, experts and industry insiders still have had serious concerns about its future."Most TCM even don't have standardized labels that can help consumers to find out its origin," said Xian Sheng, from the China Association of TCM Export Companies.
