BEIJING, Aug. 10 (Xinhua) -- Food, clothing and shelter supplies for the mudslide-affected people in Zhouqu County in northwest China's Gansu Province are to be properly handled, the Ministry of Civil Affairs said Tuesday.The affected people will be helped by the government to reconstruct their homes, the ministry said in a statement.China's Ministry of Finance has allocated 500 million yuan (73 million U.S. dollars) for emergency aid to fund the relief efforts.The statement said the resettlement program will be carried out in three stages.The first stage of emergency aid is resettling the affected people in temporary shelters.The second stage is the stopgap resettlement of people in houses of relatives, friends, neighbors as well as rented houses and houses offered by the government.The third stage is reconstruction and the moving of people into their new homes.Efforts should be made to finish reconstruction of toppled houses before winter sets in, or no later than June 2011, the statement said, noting the repair of damaged houses shall be finished by November this year.The ministry will soon flesh out the resettlement program after learning further details of the disaster, an official at the Ministry of Civil Affairs said.The death toll from the massive rain-triggered mudslide in Zhouqu County has risen to 702, with 1,042 others still missing.Also on Tuesday, the Ministry of Civil Affairs said 7,000 tents, 21,400 cotton quilts, 5,000 folding beds and 5,000 sleeping bags had arrived in Zhouqu.Along with the shelter supplies, instant noodles, drinking water, generators, candles and flashlights have also arrived in the county, with more supplies en route.In addition, the State Administration of Radio Film and Television has transported 10,000 radios and 5,000 televisions and satellite dishes to the affected area to ensure local people know the latest information concerning the rescue and relief efforts.As of 6 p.m. Monday, the Red Cross Society of China and its local branches had offered relief funds and materials worth more than 6 million yuan (about 886,000 U.S. dollars).The organization has called for more donations, asking the public to log on to redcross.org.cn to donate, apart from donating through banks and post offices.The State Council, China's Cabinet, released a circular Tuesday calling for better coordination between local rescue and relief teams.The circular encouraged financial donations from the public for the organized procurement of supplies.It also urged people other than rescue and relief workers to not go to the disaster-hit county.

BEIJING, July 1 (Xinhua) -- The State Council, or China's cabinet, has approved a plan which calls for combining four key administrative districts of Beijing, the national capital, into two larger ones.According to the plan proposed by the Beijing Municipal Government, the former Dongcheng, Xicheng, Chongwen and Xuanwu districts at the core of Beijing will merge to form the new Dongcheng and Xicheng districts.The new Dongcheng District, composed of the former Dongcheng and Chongwen districts, would have an area of 41.84 square km and a permanent population of 865,000; the new Xicheng District, including the former Xicheng and Xuanwu districts, would cover 50.7 square km, with about 1.25 million residents, as outlined in the plan.The adjustment of Beijing's administrative divisions was aimed at balancing the development of the city's core districts, said a spokesman with the municipal government.Among the four core districts of Beijing, the development of Chongwen and Xuanwu in the south was lagging behind that of Dongcheng and Xicheng in the north, said the spokesman.The action could optimize the district' social resources, reduce administrative costs and enhance Beijing's core area, he said.Further, the move was expected to speed the renovation of Beijing's Old City, which basically included the four districts, and make for better protection of the historical cultural sites in the Old City, he said.The municipal government has been striving to achieve the transformation of Beijing into a "world city", which has a global influence in terms of politics, economy and culture, by 2050.

QINGDAO, June 30 (Xinhua) -- The spread of green algae has quickened as the temperature rises in Qingdao City of east China's Shandong Province.The area covered by green algae surged by 60 sq. km on Tuesday to 460 sq. km, according to the latest monitoring figure by the North China Sea Branch of the State Oceanic Administration released Wednesday.The surge is three times as fast as the average increase over the past four days, which was from 380 to 400 sq. km."It's getting hotter and hotter in Qingdao these days, and the green algae grows faster and faster," said Wang Zhigang, a local resident who swims in the sea every day.Sixteen to 20 degrees Celsius were the most favorable sea temperature range for growth of the algae, said Pang Shaojun, a researcher from the Institute of Oceanology under the Chinese Academy of Sciences.The air temperature in Qingdao has risen by one degree Celsius per day on average over the past five days, reaching 27 degree Celsius Wednesday, according to the city's meteorological bureau."The sea temperature has risen to 20 degrees Celsius today, and the algae will keep growing if the temperature keeps rising," Pang said.The weather report said there would be a heavy rain in Qingdao, which would lower the air temperature to 25 degrees Celsius in the next three days, which meant the sea temperature would remain in the best range for the continued spreading of the green algae.Over 6,000 people, including cleaning workers and sea police, were deployed to clean the green algae as its continuing spread might affect the local fishery and tourism industries, said Ding Shugen from the Qingdao Committee of Municipal and Rural Construction.

BEIJING, July 28 (Xinhua) -- Profits at Chinese industrial enterprises in 24 regions climbed 71.8 percent year on year to 1.61 trillion yuan (237.5 billion U.S. dollars) in the first six months, the National Bureau of Statistics (NBS) said Wednesday.The growth rate was 11.2 percentage points lower than that in the first five months, the NBS said in a statement.Combined revenues for the enterprises totaled 25.9 trillion yuan in the first half of the year, up 36.5 percent from a year earlier - a growth rate 2.4 percentage points lower than in the January-to-May period.Most of the 39 major industries posted year-on-year profit growth.The 24 regions comprise all of the Chinese mainland provinces, municipalities and autonomous regions except the Inner Mongolia and Tibet autonomous regions; Hunan, Guangdong, Hainan and Yunnan provinces; and Chongqing.China's industrial value-added output expanded 17.6 percent year on year in the first half of the year. But month-on-month growth began to slow in March, with June's growth at 13.7 percent year on year.

BEIJING, June 30 (Xinhua) -- The Party School of the Communist Party of China (CPC) Central Committee, or the Central Party School, opened its door to more than 60 correspondents from domestic and overseas media on Wednesday, one day ahead of the 89th anniversary of the founding of the CPC, on July 1.It was the first time the country's highest institution for the training of high- and middle-level Party officials invited a large group of media workers from home and abroad to tour the mystery-shrouded campus in northwestern Beijing.Forty-two correspondents, photo journalists and TV reporters from major overseas media organizations - including the Associated Press, the Agence France-Presse, the Guardian, CNN and the Australian Broadcasting Corporation - participated.During the two-hour tour Wednesday afternoon, the group attended a press conference, a class and interviewed some teachers and students during their visit to the school's main teaching building, gymnasium, canteen and dormitory building."The Central Party School and the whole Party system haven't interacted much with the outside world -- this is something we are trying to change," said Li Baosheng, the school's vice president.The Party, founded July 1, 1921, is the world's largest political party. It had 78 million members as of last year."The Party system should open up to the outside world because the Party exists to serve the people and the Party has nothing to hide," Li said at the press conference.Some correspondents from overseas media interviewed by Xinhua said they had known nothing about the school before the tour. Other correspondents from domestic media said it was their first time to visit the school.The school's history dates back to the School of Marxism and Communism set up in March 1933. Late chairman Mao Zedong served as president of the school. President Hu Jintao also served as the school's president and its current president is Vice President Xi Jinping.The school has trained 60,00 high- and middle-level officials over three decades. Its curriculum includes Marxism masterpieces and Party principles, western political theory, economics, contemporary law, religion and military affairs.The school has academic cooperation agreements with government departments, research institutes and universities from nearly 30 countries.The media group found the tour interesting, and some even took photographs of the food menu in the canteen. Some walked around the huge campus decorated with trees and fountains like many other college campuses in the world."It's a beautiful campus. The environment here is a great place for study," said Stephen McDonell, the Australian Broadcasting Corporation's China correspondent.The tour of the school was welcomed by many correspondents. The school's spokesman, Luo Zongyi, made his debut at a press conference held Tuesday.Some correspondents from overseas media expressed their wish to know more about how the school plays its role as the highest institution."The tour was interesting and the school is probably less mysterious than people think.
