SAN DIEGO (KGTV) — Now that the Democratic Party has officially backed Joe Biden and Kamala Harris, it’s time for the Republican National Convention. The four-night convention begins with a roll call on Monday evening from delegates who take turns stating their pick for the nominee. California Republican National Committeewoman and Delegate to Republican National Convention Harmeet Dhillon said they are expecting a unanimous vote for President Trump and VP Mike Pence.Then, top republicans and citizens will speak through the next few nights. President Trump is expected to speak Thursday evening, but the schedule also shows he will be in the program to some capacity every evening.This would typically be a time when hundreds from California attend, but with coronavirus restrictions, that’s not possible this year. Dhillon said California would typically have 170 delegates, an equal number of alternates and guests, but that number has dwindled to just 6 for 2020. She said everyone in Charlotte has taken multiple coronavirus tests and said she feels safe with the health guidelines being practiced.Dhillon also said that she encouraged people who would not be flying to the RNC to donate the money saved from staying home. SAN DIEGO (KGTV) — President Donald Trump spoke Tuesday about the U.S.-Mexico border as his battle with Democratic lawmakers over border wall funding sends a government shutdown into nearly three weeks.President Trump is scheduled to meet with those working at the border in what the White House has called a "crisis" at the southern border.As Democratic lawmakers continue to flatly reject any funding for the President's border wall, Trump says he has considered declaring an "immigration emergency" in order to lock in funding.WATCH: President Trump's prime-time address hereTODAY'S BORDER BARRIERAbout 653 miles of the 2,000 miles across the U.S.-Mexico border has fencing or barrier, according to the Advocacy for Human Rights in the Americas.U.S. Customs and Border Protection has already set aside about .4 billion to fund construction of new and replacement barriers along the border, Newsy reports. These projects are scheduled for the San Diego, Tucson, El Paso, and Yuma border areas.RELATED: Six takeaways: President Trump talks shutdown, the wall, San Diego borderThat money is expected to go toward upgrades in fencing and levee barrier in the Rio Grande Valley, where the Rio Grande forms a natural barrier between the two countries.Construction already approved by Congress prior to President Trump has already begun on outdated portions of the border barrier.Nearly two and a half miles of metal scrap and landing mat used as a barrier was upgraded to 30-foot high, steel bollard fencing in Calexico in March of last year. However, according to CBP data, only 12 of those individuals were encountered at the southern border from October 2017 to October 2018, according to CNN.Homeland Security Secretary Kirstjen Nielsen said earlier this month CBP has stopped over 3,000 "special interest aliens trying to come into the country on the southern border."However, there's no uniform definition of the term "special interest alien." SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) — One person was killed after a vehicle drove off the State Route 54 connector to northbound Interstate 5 in the South Bay.The crash was reported just after 3 p.m., according to the California Highway Patrol. It wasn't immediately clear what prompted the vehicle to drive off the freeway connector.At least one person was killed in the crash.
