SAN FRANCISCO (AP) — A San Francisco firefighter who died this week was knocked over a third-floor railing by a water blast from a valve he had “inadvertently” opened during a training exercise. Firefighter Jason Cortez was participating in a training drill Wednesday when he was injured. The 42-year-old married father of two died an hour later at a hospital. SAN DIEGO COUNTY (KGTV)-- While most beaches in San Diego County are entirely closed due to the Coronavirus pandemic, Coronado, Torrey Pines, and Oceanside do not have hard-closures. However, most of the visitors at the still-open beaches were doing their part in maintaining proper social distance. Get out and stretch out. Many people found one of the rare places in San Diego County to do so: Coronado Beach. "All the gyms, and everywhere you can get a little exercise, are closed," Manhattan Beach resident, Ryan Darling said. "I actually came out just to stretch my legs a little bit and get out of the house to do some lunges." Darling is visiting a friend in Coronado. He was worried the beach here would be packed. But many are finding it to be pretty mellow. "It's just as nice to see that it's not crazy on this nice, beautiful Saturday," Coronado resident, Brenda Byrnes said. Coronado Lifeguards periodically make announcements over the loudspeakers to take enforcement to the next level. "We're trying as hard as we can to keep the beach open. So we ask that you guys remain in motion," lifeguards said. If they see anyone loitering, sunbathing, or quietly sitting on the sand, they tell them to get a move on. It's a message most people seem to be following. "I went the whole way, and we just wave hi to one another from six feet and keep going," Darling said. The same goes for Oceanside. The beaches there have similar soft-closure rules. The parking lots, Pier, picnic areas, and playgrounds are closed. Congregating is strictly prohibited. (KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty.
