(KGTV) — Navy officials say the San Diego-based aircraft carrier USS Theodore Roosevelt is searching for a Sailor overboard off Southern California's coastline Thursday.The ship started rescue efforts after a lookout spotted what they believed to be a person in the water at about 7:30 a.m., according to the Navy. The Navy says one Sailor was unaccounted for during a command-wide roll call. The Sailor's parents identified him as 20-year-old Aviation Ordnanceman Airman Apprentice Ethan Goolsby of San Antonio, Texas, Scripps affiliate KSAT reports. The Navy has not officially identified the missing Sailor.Three search and rescue helicopters and a Rigid Hull Inflatable Boat were launched to assist.The U.S. Coast Guard, U.S. Navy aircraft, USS Bunker Hill, USS Russell, USS Howard, and USS Charleston are also helping in the search and rescue efforts. (KGTV) - The start of a new year will bring significant changes to laws for California drivers, including those with a history of driving under the influence. First time and repeat DUI offenders whose violations resulted in injury will be required to use an ignition interlock device for a period between one and two years. The device is the size of a cell phone and wired into a vehicle’s ignition system. In order to start the vehicle, the driver must blow into the device. The user’s blood alcohol level must be below a pre-set low limit, usually .02, according to the Centers for Disease Control. RELATED: Here are the new laws going into effect on California roads in 2019If a measurable amount of alcohol is detected, the ignition interlock enters a brief lock-out period of a few minutes, with a longer lockout for any subsequently failed test. The system is also capable of detecting mouthwash, which will trigger a positive test until the alcohol dissipates from the driver’s mouth, usually within minutes. Once on the road, the devices have ‘running retests’ which require drivers to blow into the locks at random intervals. If the driver fails, the vehicle’s horn will honk or the lights will flash to alert law enforcement to a violation. The devices aren’t cheap for DUI offenders. They must pay between -150 to install, and about -80 per month for monitoring and calibration. The standards for the devices are established by the National Highway Traffic Safety Administration (NHTSA). The CDC has linked ignition interlock devices to lower DUI rates. The agency’s research found repeat offenses dropped about two-thirds due to the locks. Mothers Against Drunk Drivers reports the average drunk driver has driven under the influence 80 times before a first arrest. A 15-year-old boy from Virginia earned a free cruise thanks to his Snapchat account handle.Darian Lipscomb of Prospect, Virginia, received a request from Carnival Cruise Lines to trade his Snapchat username (@CarnivalCruise) for a free trip, according to The Richmond Times-Dispatch.The company showed up at his home to convince him.“I answered the door, walked outside and saw my name on a big truck. A baboon that was being transported escaped its cage Monday afternoon and ran loose in San Antonio International Airport, officials said.An airport spokesman said the baboon was cornered in the baggage handling area of Terminal B.American Airlines released a statement, saying the baboon was being taken to an animal sanctuary and refuge in the San Antonio area."We are working closely with the San Antonio Aviation Department and officials from the San Antonio Zoo. Officials from the zoo are now on-site to ensure his safety and well-being as he continues his journey to his new home at the primate sanctuary," the statement read.The baboon arrived on a flight from Chicago, according to American and CNN affiliate KSAT.No passengers or flights have been affected.
