SAN DIEGO (KGTV) - On Friday, San Diego Police responded to an urgent request to reform the department's de-escalation policy.A board appointed by the mayor has now voted on a request to add more explicit language to the policy on tactics and techniques for how officers are allowed to de-escalate in the field.“The time is now and we really need this for the City of San Diego,” said Attorney Maresa Talbert, Co-Chair for San Diegans for Justice and a member of the Coalition for Police Accountability and Transparency. 10News spoke to her on Friday after Thursday night's emergency virtual meeting of the Community Review Board on Police Practices.“We really need holistic policies in place that will both keep not only our residents safe but also law enforcement safe,” she added.Below is a statement from Sharmaine Moseley, Executive Director of the Community Review Board on Police Practices:"The Community Review Board on Police Practices (CRB) held a special meeting to discuss a recommendation they previously made for SDPD to adopt a de-escalation policy that models Baltimore PD’s de-escalation policy. At that meeting, the CRB discussed and unanimously agreed to add more explicit language to a policy that would require officers to use de-escalation techniques and tactics without the use of force when safe under the totality of the circumstances to do so. The CRB also listed factors for the officers to consider when a person is not complying and techniques and tactics officers can use for de-escalating situations. A revised letter with the CRB’s recommendations will be forwarded to Chief Nisleit early next week. At last night’s meeting, the CRB also discussed the many local protests and SDPD’s response to the protests. By a unanimous vote of 16-0, the CRB agreed to forward this item to its Policy Committee for the Committee to look at best practices for a policy recommendation to Chief Nisleit. The Policy Committee is planning to meet on Thursday, June 11 on MS Teams. This meeting will be open to the public on the City of San Diego’s YouTube channel and an agenda will be posted prior to the meeting."An SDPD spokesperson told 10News on Friday that the department wants to be clear that it does have a de-escalation policy incorporated into its use-of-force policy but the department is open to receiving any new recommendations from the board. 2381

SAN DIEGO (KGTV) - People looking for some extra cash on hand during the coronavirus pandemic are turning to pawn shops as one way to make ends meet.Moris Adato, the owner of CashCo Pawn, says business for pawn loans started to pick up near the end of April when people needed extra money for mortgage and rent payments."It's getting crazy right now," Adato says.Pawn shop owners say their loans can help people make ends meet as they wait for things like EDD payments or stimulus checks or search for a new job.When someone pawns an item, the shop owner gives them a loan against the item's cash value. People typically have 4-6 months to pay it back, with interest. Once the loan is repaid, the item is returned to the owner.If someone can't, or chooses not to repay the loan, the item then belongs to the store and can be sold. There's no penalty for forfeiting the item, and it will not affect your credit score.Many stores, like Adato's, will allow people to extend their loans if they ask.Adato says his most common item is jewelry."Jewelry in itself is something to wear and to look good, but it's a commodity," he says. "It's gold, silver, or diamonds. If things go wrong, this is how you get out of trouble."Experts say there are a few things people need to know before deciding to pawn a possession.First, make sure the store you go to is accredited with a state or national pawnbrokers association. That will ensure they follow all the laws and regulations of the business.Second, ask about the terms of the loan, especially the interest. California law caps the interest on a pawn loan at 3% per month.Third, make sure you understand all of the extra costs, including storage and set up fees.Despite the spike in demand, Adato says about 90% of the people who come in for loans pay them back and reclaim their items. His store is offering zero-interest on any loan paid in full within 30 days. He's also promoting safety by doing as much business as possible through his website and app.Adato says it's a small way he can help people get by during the pandemic. SAN DIEGO (KGTV) - Monday places of worship in San Diego had a unified message, telling believers not to fear.The Pittsburgh shooting at Tree of Life killed 11, and the pain was felt across the country. On Sunday at Beth Israel parents brought their children for religious classes and spoke about the massacre, "their utter dismay, sadness, shock at the horrible terror in Pittsburgh," Rabbi Michael Berk of Beth Israel said.He says Jews have faced persecution for hundreds of years, that's why their synagogue is housed inside a tall fence, with a guard shack out front and security cameras dotting the campus."This is a house of worship, but we have to have security here, all the time that we're here, and Jewish organizations have to do that and look at Israel what it has to do to keep secure," Berk said.In Liberty Station, Safety Director for Rock Church Mike Diggs says they've had dozens of threats over the past decade, from bombings to an active shooter, "threats of people burning the church down, threats of people filling many body bags.""We should not let any threat take our joy away or our ability to worship away," Diggs said.Many sanctuaries spoke with their congregations over the weekend on their security procedures in place and what heightened security they have currently."Leaders of the congregation especially, all the staff that works here, the religious school people, personnel and faculty, we are all given training from time to time," Berk said."Even though they may not be able to see that we're doing some things, some things they may notice, some things they may not, but us as an organization are taking potential threats seriously and taking steps and actions to be proactive," Diggs said there are personnel with firearms during service to protect the congregation.Rock Church has an annual Safety and Security Conference that anyone can attend. Their security team also goes to other churches to educate them on what they can do."When bad things have happened we have never presumed that God is done with us... SAN DIEGO (KGTV) — One of the San Diego Zoo's oldest residents was euthanized due to age-related illnesses Wednesday.The zoo's male African lion, M'bari, had been suffering from a degenerative kidney, large kidney cyst, and spinal arthritis and under veterinary care before the decision was made to put him down, according to park spokesperson Andrew Jones.At 15-years-old, M'bari had exceeded expectations of a lion's average lifespan, which is about 10 years in the wild and can exceed 25 years in captivity, according to the zoo."In recent days, his condition had steadily worsened, despite attempts by animal care staff to modify his habitat to make him more comfortable," a statement from the zoo read. "This morning, because of his worsening quality of life, animal care staff made the difficult decision to humanely euthanize him."M'bari was introduced to locals at the San Diego Wild Animal Park in 2004 with the opening of Lion Camp when he was about two years old. He eventually moved to the San Diego Zoo in 2009, and has most recently lived with his mate, Etosha, in the Harry and Grace Steele Elephant Odyssey habitat. SAN DIEGO (KGTV) - People who live near Mini Square Park in City Heights are fed up with what they say is a rise in crime and noise. They're calling for a curfew to be imposed at the park from 9 pm - 5 am."Every rule that's posted here is broken all day long and mostly all night long," says one woman who asked 10News not to identify her because she feels unsafe in her home next to the park. "I can get practically high from the marijuana that comes into my window cause it overlooks the park. The noise becomes just unbearable at times."The park opened in 2014, on 43rd Street in between Polk and University Avenue. Sitting between a senior center, an apartment complex and a health clinic, It was designed as a way to give adults in the community a gathering place.Instead, neighbors say it's been overrun with crime and drugs.A search of the website crimemapping.com shows 148 crimes reported within 1000 feet of the park over the last six months. That includes 21 stolen cars, 19 assaults and 16 robberies.It's gotten to the point where some people say they're afraid to walk by it, especially at night."Of course I would like to be in this park, to spend my free time there," says Isaac Musaazi, who lives in the apartment complex next door. "But I can't because of the people who are there."A community meeting to discuss a curfew and how to enforce it is scheduled for Thursday with the Community Parks Committee.
