SAN DIEGO (KGTV) — From birthdays to barbecues, there have been five community outbreaks linked to private parties at homes.A spokesperson for the County of San Diego said the outbreaks happened just after Easter through mid-June, and 33 people tested positive for COVID-19.Three of the residential outbreaks are still active, while two have expired. The outbreaks at private residences have caused health officials to worry, especially with the 4th of July quickly approaching."People who wanted to get together with friends after a period of not being able to do so are having gatherings of maybe 10 to 25 people," said Dr. Eric Mcdonald, director of the county’s epidemiology and immunization department. She still deals with lingering effects now.“I’ll go walk my dog, and I’m still having difficulty breathing when I get home,” she said.For someone who experienced how troubling the virus can be, the fact that many people are now mixing with friends and extended family, going against the county’s public health order, does not sit well.RELATED: Governor asks California county to reimpose stay-at-home“It’s really disheartening to see that people are still not getting it,” she said. “Even if you feel fine, you could be a carrier.”The county officials have said it is up to law enforcement agencies to decide how to enforce the rules when it comes to gatherings, social distancing, and facial coverings.However, many officers feel like their hands are tied.A spokesperson from the San Diego Police Department said, “We do not and will not go into private homes to enforce any of the county health orders.” Private residences cannot be entered without legal authority. It is imperative the public does their part and takes responsibility to limit the spread of the virus.”ABC 10News heard from several law enforcement agencies across the county, including the San Diego Sheriff’s Department, Chula Vista, Coronado, La Mesa, and El Cajon Police Departments.Many said they have been focusing on education first or giving warnings when they see violations. So far, 11 structures have been destroyed by the fire.As of Sunday at 8:47 p.m., the fire has so far scorched 9,850 acres and is 1% contained, Cleveland National Forest says.Evacuation orders have been issued for Barrett Lake Dam, while evacuation warnings have been issued for Lake Marina, Dulzura, Dog Patch, Potrero, Campo, Honey Springs, Barrett Junction, Dearhorn Valley, Corte Madera, Pine Valley, and the area from Lyons/Japatul Valley Rd. to the 8 Freeway.Overnight into Monday, fire crews say the fire is expected to remain active because of the lack of overnight moisture.Structures are being threatened in the Carveacre and Lawson Valley, Wood Valley, Lyons Valley, and Deer Horn Valley. The agency added that power lines that supply a large portion of San Diego County are also threatened.SDG&E says they are working with CalFire to solve any outages due to the fire, but need to wait for approval for their crews to be allowed into the area and to re-energize power lines. SAN DIEGO (KGTV) — Fire crews continued mopping up what was left of the Willow Fire in Rancho San Diego Thursday, as they remain on high alert during this Red Flag Warning.One home was destroyed in the brush fire, while six others were damaged when the flames, pushed by wind quickly moved up a hillside to Willow Glen Drive Wednesday.The fire prompted evacuations. Neighbors told ABC 10News they were scrambling to get out in the middle of the night, unsure of what to grab."I happened to be on scene first with our fire chief and it was about five acres when I first got here and quickly grew, and was in the backyards of some of these homes in 5 to 10 minutes," said Andy Lawler, San Miguel Fire & Rescue Battalion Chief.Crews were able to quickly gain control of the flames, making airdrops when safe, and saving homes — despite the wind working against them.Over in San Marcos, the Sycamore Fire grew to three acres Thursday afternoon but firefighters were ready to attack it from all angles.Fire departments across San Diego County have upped their staffing and remain on high alert for the next few days."We have dedicated crews on these brush rigs so they have a quicker response throughout the city of San Diego," San Diego Fire-Rescue Battalion Chief R.J.
