BEIJING, Dec. 31 (Xinhua) -- The Red Cross Society of China (RCSC) has decided to shut down one of its fund-raising groups due to serious management flaws, as the group's alleged misuse of donations sparked public mistrust in charities.The China Business System Red Cross Society has been repealed for failing to establish a sound internal management system, maintaining a benefit-based relationship with a consulting company, and committing violations in financial and legal management, an investigation report said Saturday.The China Business System Red Cross Society, a group founded in 2001 by the China General Chamber of Commerce (CGCC) with the approval of the RCSC, engaged in charity fund raising in the commercial sector. Funds raised by the group are channeled directly to the RCSC.The group faced accusations earlier this year of misusing charity money after a young woman calling herself "Guo Meimei" claimed online to be a general manager of "Red Cross Commerce" and posted pictures on her tweets detailing her lavish lifestyle.Netizens related "Red Cross Commerce" to the China Business System Red Cross Society, and speculated that Guo might have funded her purchases by embezzling money from the Red Cross.In July, the RCSC suspended all operations of the China Business System Red Cross Society and started an investigation along with officials and experts from the Ministry of Supervision, the Chinese Academy of Social Sciences, a law firm and the CGCC.According to the investigation report, "Red Cross Commerce" does not exist, and Guo Meimei is not employed by the China Business System Red Cross Society or its cooperative enterprises.The RCSC says it is preparing to set up a public supervision committee, and it plans to invite people from all walks of life, including influential figures, to supervise its use of donations as a third party.Meanwhile, the RCSC is also building up an online service that will publicize information about all donations made to the Red Cross system nationwide, in a move to safeguard the rights of the public, including donors, and supervise the charity group's operations.The website is expected to be launched by the end of 2012, the RCSC said.The RCSC has also vowed to strengthen the supervision and management of its subsidiaries and promote transparency in donations, financial management, tendering and procurement, and fund distribution and use.

NAIROBI, Nov. 15 (Xinhua) -- The UN refugee agency said on Tuesday there has been an outbreak of cholera in Dadaab, the world's largest refugee camp in Kenya, which is believed to have started among new arrivals who had most likely acquired it in Somalia or en route to the camp.The UN High Commissioner for Refugees (UNHCR) said the situation in Dadaab, home to Somalis fleeing famine and conflict, is being exacerbated by heavy rains and accompanying risks of waterborne diseases."Rains and flooding had affected the trucking of water to parts of the camps, and we fear some refugees resorted to using unsafe water from flooded areas," the UN refugee agency said in a statement released in Nairobi.According to UNHCR, there are now 60 cases in the camps, including 10 laboratory-confirmed cases and one refugee death. To manage the outbreak, UNHCR and partners have set up cholera treatment centres for severe cases, it said.The UN agency deplored insecurity which it said continues to affect aid efforts more than a month after the kidnapping of three aid workers in Kenya's Dadaab refugee complex.The UNHCR says insecurity is still hampering aid efforts in the area, despite the deployment of 100 Kenyan policemen in the last month.UNHCR is assisting them with vehicles, shelter and telecommunications equipment."Together with our partners, we are exploring options to gradually resume full operations despite continued security incidents in and around Dadaab. In the meantime, refugees are still receiving life-saving aid, namely food, water and health care," it said.According to the agency, most cases can be managed through oral rehydration solutions (ORS) that can be given at home or at the health posts."We are working with UNICEF and the Ministry of Health to train health workers in the community-based management of diarrhoea so that patients can begin treatment at home," it said.UNHCR said it has increased levels of chlorine, which kills cholera-causing bacteria, at water points in the camps. These, it said, are monitored to make sure they are maintained at the correct levels."We are also promoting hygiene practices among the refugees, especially the use of latrines and hand washing with soap. Each refugee received 250 grams of soap with the latest food distribution and this will continue monthly for several months," UNHCR said.Dadaab is home to more than 400,000 registered refugees, nearly all of them Somali, with an estimated 70,000 people having arrived in July and August as conditions in their homeland rapidly deteriorated.

SAN FRANCISCO, Nov. 11 (Xinhua) -- Logitech, a provider of personal peripherals for computers and other digital platforms, said its production of Google TV was a "big mistake," giving a major blow to Google's aspiration to change the traditional TV experience, U.S. media reported on Friday.According to technology news site The Verge, at a recent analyst and investor meeting, Logitech chief executive officer Guerrino De Luca said the launch of Logitech Revue (with Google TV set-top box) last year was "a mistake of implementation of a gigantic nature."The project cost the company more than 100 million U.S. dollars in operating profit.He said the company had "brought closure to the Logitech Revue saga" and has "no plans to introduce another box to replace Revue" after the inventory runs out this quarter.The CEO also predicted that Google TV will have a chance sometime in the future, but it would be a "grandchild of Google TV " that would do it. Logitech has no plans to help make that happen.Launched during the holiday shopping season last year, the Logitech Revue with Google TV system was criticized for being pricey and unpolished although it gives consumers a streamlined experience of traditional TV content and online media. SEOUL, Nov. 8 (Xinhua) -- Samsung Electronics, the world's largest flat screen TV vendor, said Tuesday that it has suspended its plan to develop active shutter three-dimensional (3D) TVs with RealD, the U.S.-based 3D technology supplier."Samsung has decided to focus on our own initiatives of 3D technology, and continues to research and develop next-generation 3D display technologies, including a glasses-free 3D solution for the home," the tech firm said in an e-mailed statement.The active shutter 3D technology drew public attention after Samsung reached a deal with RealD earlier this year to jointly develop such technology, aiming to unveil 3D TVs based on the technology early next year.The active shutter is a next generation 3D technology that incorporates merits from both shutter-glass (SG) technology, which Samsung adopted, and film patterned retarder (FPR) technology, which LG introduced in December last year.The SG technology has been touted as better picture quality and deeper 3D images, but the eyewear is heavier because it requires batteries and chips to work. The active shutter 3D technology moved its function of 3D image creation from eyewear to flat panel, making the eyewear lighter.Despite the upgraded technology and its convenience, Samsung decided to focus on its existing SG technology as the global TV market is grappling with weak demand. The penetration rate, which gauges the ratio of 3D sets against the total flat screen TVs, was expected to rise to 9.9 percent by year-end from the 3 percent a year earlier, according to Woori Investment & Securities, a local securities firm.

BEIJING, Nov. 20 (Xinhua) -- China on Sunday morning put two satellites into orbit from the Jiuquan Satellite Launch Center in northwest China's Gansu Province.The satellites, Chuangxin 1-03 and Shiyan Satellite 4 were launched on a Long March 2D carrier rocket at 8:15 a.m. Beijing Time, said a Xinhua photographer, who witnessed the whole process.The Chuangxin 1-03, developed by the Chinese Academy of Sciences, will be used to collect and relay water conservancy, hydrological and meteorological data and data for power supply and disaster relief from monitoring stations.The Shiyan Satellite 4 will be used for experiments on space technologies and environment probe. Developed by the Chinese Research Institute of Space Technology, it is the country's fourth technology experiment satellite.The launch was the 151th of China's Long March series of rockets. The Long March-2D is one of the derivations of Long March-2.China started development of modern carrier rockets in 1956, and Long March rockets have become the main carriers for China's satellite launching.
