(AP) — Wildlife officials say a goose is recovering after being found with a large arrow through its neck at the same Southern California park where a goose and a gull swallowed prescription pills last month.The Los Angeles Times reported Monday that the goose flew around with the arrow in its neck for a week before it was finally captured at Carr Park in Huntington Beach.The arrow was removed and the bird was given antibiotics, IV fluids and painkillers. It's expected to fully recover.Shortly before Christmas, a Canadian goose and a ring-bill gull had their systems flushed after eating pills — including sedatives — that someone dumped in the park. Both birds have recovered after being treated at a wildlife center.Officials don't know whether the two incidents are related. 816

IMPERIAL BEACH (KGTV) -- Some South Bay parents said they are frustrated with their internet company after they learned of planned outages during the middle of the school day.Michael Crawford’s daughter is in her first year of high school and like many local students, is starting the year online. Crawford said the transition to virtual learning has not been easy for her. When he learned of the Cox communications outage planned for Tuesday, Crawford said it only added insult to injury. According to a notice he received on his door Friday, the planned service outage was slated to begin at 5 a.m. and last until three in the afternoon.He called Cox Communications, but did not get any answers. “I spent an hour on the phone with them. The lady seemed very sympathetic at first and then she [came] back on the phone and said there’s nothing we could do about it,” Crawford said.His neighbors received the same notice about the planned outage. Crawford questioned why the company doesn’t perform the work later in the day or on the weekends.“I pay them 0 a month for my services and that’s just my house,” Crawford said. “This is a lot of money they’re making and I don’t see why they can’t just pay some overtime for a Saturday. We’re all making sacrifices right now and even the big companies need to make the sacrifices as well.”A Cox Communications spokesperson confirmed the outage due to network upgrades. She said the time on the notice is a window and the average time that a customer is without service is two hours.“We recognize the inconvenience to our customers,” said spokesperson Ceanne Guerra. “Our crews are working really hard to complete this work as quickly as possible. But people living in low-income neighborhoods are waiting longer to get help.A new nationwide study released by the University of California San Francisco looked at more than 63,000 cardiac arrest cases and found, on average, it took ambulances nearly four minutes longer to get to patients in low-income neighborhoods compared to rich neighborhoods.“Ambulance response times is really, really important for health outcomes with regards to heart attacks,” says Andrew Friedson, an assistant professor of economics with the University of Colorado Denver.In fact, each minute delayed increases the odd that patient will not survive.“If you live in a wealthier area, your life expectancy is much longer than someone who lives in a poorer area,” Friedson says. “And this paper is starting to get into the mechanism as to one of the reasons this may be the case and that is ambulances tend to be a lot faster in area that are richer opposed to areas that are poorer.”Friedson, who studies economic disparities in healthcare, says one of the biggest reasons behind the difference in ambulance response times has to do with money.“You have a lot more specialty centers that are opening up in wealthier areas and you have hospitals that are closing in poorer areas, so it's not a question of the ambulances are going slower, but it's that the ambulances have further to travel.”With those hospital closures and the rising cost of health care, the authors of the study hope the report will start a conversation about what can be done to help vulnerable patients. 1593

(KGTV) -- Several people were taken into Border Patrol custody early Monday morning after a panga boat washed ashore in Imperial Beach.At around 3:30 a.m., Border Patrol agents and sheriff’s deputies were dispatched to an area near Seacoast Drive and Encanto Avenue after a panga boat was reportedly spotted on the beach.ABC 10News learned agents took about 20 people -- believed to be undocumented migrants -- into custody.Agents and deputies fanned out to search the area for more boat passengers, but there was no immediate word on additional arrests. 585
