SAN DIEGO (KGTV) - The San Diego City Council will look into creating "Bus-Only" lanes along a 2.7 mile stretch of El Cajon Boulevard.The lanes would go from Park Avenue to Fairmount Street, an area commonly known as "The Boulevard." MTS Route 1 and the 215 Rapid Route are the most frequent buses along that stretch. Route 1 runs along El Cajon Boulevard from La Mesa to Fashion Valley. The Rapid 215, which launched in 2014, goes from Downtown to San Diego State University, offering fewer stops than traditional bus lines."When it was originally designed, it did have these exclusive lanes," says MTS Spokesperson Rob Schupp. "That's really what makes Bus Rapid Transit work, is when you can zip by all the cars."Combined, the 215 and 1 carry more than 10,000 passengers per day along El Cajon Boulevard. That makes it the second busiest stretch of road in the MTS system.Schupp says dedicated bus lanes would take up to 5 minutes off the trip, which could lead to more passengers."We're hoping this pilot will show us that a dedicated lane along a long stretch of road can build ridership and get people out of cars," he says. "The buses come faster, you get another 5 minutes from the dedicated lanes, and now your trip is competitive with a car."A recent study by the city's Transportation Engineering Operations office details three options for a bus-only lane. One option would separate the right lanes of traffic from the other lanes with a solid white line and markings that say "Bus Only." Another option would paint the entire right lane red and designate it for buses. A third option would make "pass by zones" in the most congested parts of the street, painting them red and allowing buses to bypass cars at intersections.Business leaders along "The Boulevard" say adding bus-only lanes would make the area safer, providing a buffer between the sidewalk and traffic. They also feel the change would lead to more people spending more time in the area."There's definitely a sentiment of wanting to make El Cajon Blvd a safer business district," says Beryl Foreman from the Boulevard Business Improvement Association.Foreman also says it will help with parking problems in North Park and City Heights, as better bus service will lead to fewer people driving in the area.City Council President Georgette Gomez and Council Member Chris Ward both sent a letter supporting the idea. The full Council will have to approve the project if they decide on the entire red lane option. A San Diego security expert shows us how surveillance cameras are getting smaller, cheaper and harder to spot.Joe Oregon is a San Diego cyber security expert who also teaches at San Diego State University. He knows how simple it is to plant and conceal hidden cameras and tells us, “You want to make sure that you're closely inspecting the room or the location you're going to.” “I cringe thinking about it just as a citizen and as a father, you know. I have children, as well,” he adds.People’s worries over spy cameras have been increasing in the U.S. and internationally. A couple on vacation in Florida found themselves on-camera. At their short-term rental, they discovered a smoke detector with a hard drive in it, recording them in bed.A couple staying at a rental in Toronto was reportedly shocked to find a spy camera hidden in an alarm clock, pointed at the bed.Engineer Brandon Schamer specializes in micro-cameras. “They hide them in the smoke detectors. Sometimes people will actually tuck them under hidden spots where you wouldn't look like behind the TV,” he says. Schamer reveals that a spy camera can be hiding in an air conditioning vent, a plant, a stuffed animal, or even a spice rack. There are numerous possibilities.He says when you check into a rental unit, use the flash light on your phone’s camera to look around to see any reflections from tiny lenses. He explains that you can also check for infrared frequencies. “It’s totally invisible to the naked eye,” he adds. Your cell phone camera can detect infrared. Schamer explains that you should put your phone’s camera in “selfie-mode” and scan the room for a purple light which could indicate there's a transmitting camera. These days most cameras can be bought online. “They're not illegal devices so anyone can purchase them,” adds Oregon.Vacation rental sites like Airbnb and VRBO have strict rules about surveillance. Cameras are allowed in living rooms but they must be disclosed on the rental forms. They're not allowed in private areas like bedrooms or bathrooms. Oregon doesn't think you should descend into paranoia, but, he adds, “It's important to have a healthy dose of concern.” 2298

SAN DIEGO (KGTV) - The statistics for foster kids aging out of the system are grim. According to the National Foster Youth Institute, after reaching the age of 18, 20 percent of the children who were in foster care will become instantly homeless. And there's a less than a 3 percent chance for children who have aged out of foster care to earn a college degree at any point in their life.San Diego nonprofit Just in Time for Foster Youth (JIT) is doing its part to prevent young people here from becoming a statistic. "When you turn 18 a lot of times the foster parents say here is a few dollars and you're on your own, there's no one to help you out," said Ivan Chavez, who was in the foster system from age 7 to 17.Growing up, he didn't have many positive role models. "For me, I never went to high school, and I barely went to middle school."But his journey brought him to JIT, where he now works as a full-time employee. JIT's My First Home (MFH) program helps former foster youth furnish and move into their new living space, creating a foundation for stable housing.Once every month, youth participants involved in the program have the chance to shop at the MFH Distribution Center, providing participants housing essentials for free, such as furniture, electronics, linens, and appliances. "They come in through the front door they're like you have all this stuff, and it's for me? They feel special, you know?" said Chavez.Chavez went from once living on the streets to now pursuing a master's degree. "If I saw my 15-year-old self, I would say everything is going to be ok. You're going to grow up, and you're going to do good and hopefully change people's lives," said Chavez. SAN DIEGO (KGTV) -- The unofficial start of summer is here in San Diego and that means it’s time to hit the beaches and enjoy some sunshine.Health officials are reminding residents that it’s also time to check the water quality before heading out.The County of San Diego’s Department of Environmental Health checks the water on a regular basis and posts that information online.Due to the need to warn residents if water quality is poor, the county developed the “Check Before You Get In” website.The site allows people to check water conditions at more than 80 local beaches.
