SAN DIEGO (KGTV) — As county leaders struggle to control the latest surge of COVID-19 in San Diego, there is an acknowledgment that there are no good options. While many businesses are preparing to ignore public health orders to close or limit operations, public health experts warn the consequences of failure to limit the spread of the virus will be dire.“The reality of it is indoor spaces with people talking without masks are not safe. I think that’s really important to getting this under control,” said Dr. Rebecca Fielding-Miller, an expert in infectious diseases at UC San Diego.She says the county has tried to chart a middle course between allowing businesses to remain open while trying to rein in the virus. “We have been, I’m really sorry to say, doing it in half measures since March," Fielding-Miller said.But to be successful, such a policy requires a great commitment by the public to safety measures such as wearing masks, social distancing, and avoiding gatherings. That commitment has proven vulnerable to the COVID fatigue felt by the public, as adherence to those measures tends to slide with time.Fielding-Miller says some counties in the United States, along with some other countries, have had success with brief but strict lockdowns. However, there may not be public support for such actions here.Others advocate a full reopening of the economy and letting the virus run its course. They argue that the economic, psychological, and educational harm from the public health restrictions are greater than the damage caused by the virus itself. Proponents say the United States should try a “herd immunity” strategy, where attempts are made to protect vulnerable populations, but the virus is otherwise allowed to spread unchecked through the general population. The theory projects that once enough people are infected, the virus has nowhere left to spread and will die out on its own.Most public health experts say that method could prove catastrophic. They point out that it’s not known how many people would have to be infected, but it would have to be a majority. “If we went down this path where we attempt to infect 70% of the population, the very, very likely outcome is we would end up with something like one to two million Americans dying,” said Fielding-Miller. Furthermore, it is also not known how long a person is immune after recovering from COVID-19. There have already been cases of people being infected for a second time. “We would end up with extraordinarily high rates of disability and mortality for no gain at all, for people to just be able to get reinfected in six months. SAN DIEGO (KGTV) — County health officials say with the summer months well underway, they've seen an uptick in the number of children that have needed to be rescued from private pools after nearly drowning.Officials say there have been 49 rescues in private pools, beaches, and bays from March through July, compared to 37 in the same period in 2019 and 33 in 2018. Nearly all of those rescued this year have needed to be taken to the hospital for treatment.Of those 49 that occurred this year, 28 were in pools and 14 were in the ocean, lakes, or bays. The rest did not report a specific body of water. Many public pools have been closed since March due to the pandemic."Parents and guardians must take the necessary precautions to keep these incidents from happening," said Wilma Wooten, county public health officer, said. "Children who swim in pools at home are at higher risk of drowning, especially as parents struggle to supervise their children while continuing to work at home through the summer months because of the novel coronavirus."The county says it's important to teach children to swim, never leave a child unsupervised in or near water, avoid alcohol if you're swimming, and learn CPR.At home, the county recommends installing a fence around the pool and hot tub, installing pool alarms, and keeping an eye on drains and pool toys that could be a tripping hazard. 1389

SAN DIEGO (KGTV) -- Caltrans Friday unveiled a new study aimed at reducing delays on freeways throughout San Diego County.The study is being held on State Route 78 between Vista Village Drive and Interstate 15.In order to reduce stop-and-go traffic, the study will use seven electronic speed limit signs that will tell drivers the speed that will optimize their commute.“The aim of synchronizing traffic is to gradually slow traffic in advance of a bottleneck in order to keep traffic moving and avoiding stop and go traffic,” said State Route 78 Corridor Director Allan Kosup. “Essentially we are asking motorists to slow down to go faster.”Kosup equated the idea to pouring water into a funnel. Pouring it fast causes it to overflow, while pouring it more slowly gets all the water through efficiently. The signs will display advisory speeds at increments and decrements of 5 miles per hour based on traffic conditions.Drivers expressed skepticism at the program working."Even if I was to go that speed, the other people would be honking their horns behind me," said Michael Ciuzak, who said he tries to avoid the 78 on his commute to San Marcos. Caltrans noted that the speeds are not enforceable, but should help reduce delays. SAN DIEGO (KGTV) — Border water officials said Tuesday nearly 14.5 million gallons of sewage flowed into the U.S. from Tijuana after a body became trapped in a sewage system.The International Boundary Water Commission (USIBWC) said transboundary flows between about 9 p.m. on Saturday, Oct. 12, and 8 p.m. on Monday, Oct. 14, brought 14,497,873 gallons of treated and untreated wastewater from Tijuana into the Tijuana River Valley.Mexico's International Boundary Water Commission (CILA) informed their U.S. counterparts Sunday that a cleanup crew at a pump station discovered a body trapped inside one of the sewage intake screens, causing a backup and sewage to overflow.RELATED: San Diego leaders present plan to solve Mexican sewage problem"Police got involved and cordoned off the area preventing any activity in the crime area while the investigation continued. A body was trapped inside the intake screens. This caused trash to build up and plug the structure and overflow into the U.S.," the USIBWC's Dawi Dakhil said in an email.It wasn't immediately clear how the person became trapped in the system.The scene was cleared Monday and Mexico water officials rebuilt a temporary berm, or raised bank, to stop the overflow.The CILA pump station was operational as sewage flowed across the border, according to USIBWC.Last month, San Diego officials introduced a 4-million plan to the White House to address the flow of sewage from Mexico into the U.S. The centerpiece was a treatment facility that could process 163 million gallons of runoff per day, with the aim of reducing border sewage flow days from 138 to 12.Officials were reportedly looking into various sources to fund the project, which would likely require help from Congressional leaders.Days after the plan was presented, a broken water line in Tijuana sent a mix of potable water and untreated sewage across the border into the U.S. 1913
