SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. RELATED: New round of complaints on high water bills"We needed to change the culture and make sure that all these issues were addressed," said Johnnie Perkins, San Diego's deputy chief operating officer. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. SAN DIEGO (KGTV) - A gray whale spotted frolicking in shallow waters attracted dolphins and a crowd of swimmers and surfers in the ocean off Mission Beach Wednesday. Lifeguards got a call about the whale possible tangled in fishing line about noon, an official said. A lifeguard who swam toward the whale to investigate determined it was free.The gray whale was young, possibly a year and a half old, whale watcher and photographer Domenic Biagini told 10News. Gray whales are starting to migrate north from Mexico during the spring. There is a good chance San Diegans will see more mothers and juvenile whales closer to shore, Biagini says, because the shallow waters keep the whales safe from orcas. "It's some of the most exciting times for us as professional whale watchers to see these animals, but it's also when we see the most conflicts with these animals coming in with people," said Biagini.Sky10 was above the whale as a group of surfers and swimmers approached it near Mission Beach, coming close to the giant mammal.Biagini warns that can be extremely dangerous for humans and can also stress the animal."These gray whales, despite not being the largest of the great whales we see out here, they can still get 50 feet long and weigh up to 80,000 pounds, so you're talking very large animals. All it takes is one flick of the tail and you have a catastrophic accident. And moms are naturally protective of their young," said Biagini. The National Atmospheric and Oceanographic Administration adopted in 2011 new regulations under the Marine Mammal Protection Act and Endangered Species Act to encourage the public to ‘be whale wise.’ The NOAA guidelines include:DO NOT APPROACH or position your vessel closer than 200 yards to any killer whale in the U.S. DO NOT APPROACH or get closer than 100 yards to any other marine mammals or birds, whether on the water or on land.BE CAUTIOUS, COURTEOUS and QUIET when around areas of known or suspected marine wildlife activity, in the water or at haul-outs and bird colonies on land. If the animal(s) are approaching you, cautiously move out of the way and avoid abrupt course changes. SAN DIEGO (KGTV) — A couple of thieves hosted an unintentional comedy act after surveillance cameras captured them making a huge mess inside a Normal Heights salon. Salon Bordeaux is reaching a big milestone."We are getting ready to celebrate our 14th anniversary here on Adams Avenue," salon co-owner, Laura Price said. But Price in not quite ready to celebrate. "Somebody threw a rock through a window and climbed through," Price said. Just before 2:30 a.m. Friday, their surveillance cameras caught two people attempting a smash-and-grab at the salon. One of the men threw a rock through the side window and climbed through. The two headed straight to the counter. They pried open the cash drawer with a crowbar and took off. But not before one of them tripped over and broke the side table. He then realized he forgot his crowbar, so he climbed back in to get it, and hurried off.But Price said the joke's on them. "Fortunately, we do not keep any cash in the salon overnight, so they didn't get much, except for hopefully some injury from the glass," Price joked. This isn't their first break-in. Almost four years ago to the day, Salon Bordeaux was one of 15 small businesses in Normal Heights to be a victim of burglary. Back then, criminals got away with ,000, their client appointment book, and computer."We learned a lot from the first incident, and this time we were ready," Price said. Since then, they installed multiple security cameras. They never leave cash overnight and instilled new safety practices. So this time, the clumsy thieves made off with nothing. "We just want to spread the word and make sure that other businesses are as prepared as we were this time. It could've been a lot worse. None of the staff was hurt, and really, all we have to do is deal with the glass and replacing it," Price said. San Diego Police has not made any arrests at this time.
