(KGTV) — La Mesa city officials have launched an investigation after video surfaced of an incident at a local trolley station on Wednesday.The incident occurred at the Grossmont Trolley Station on Fletcher Parkway, according to the city and the video online. The video appears to "indicate that a LMPD officer detained an African American male, and in the process, the LMPD officer administered physical contact," the city wrote in a press release.The video shows an altercation between a man and an officer escalate at the trolley station. Eventually, the man is handcuffed by officers and told he is being charged with assaulting an officer.The city says it has started a special investigation into the incident and that the officer involved has been placed on administrative leave pending the outcome of the investigation."The Special Investigator has already been selected, and his appointment is pending the execution of a special services agreement which will be released for public review when available," the city says.A statement from La Mesa Mayor Mark Arapostathis added, "The City takes these matters very seriously, and consequently, in conjunction with the City Manager’s and City Attorney’s offices, has already begun the appropriate steps forward to investigate this matter thoroughly and take all necessary actions."LMPD issued a statement, saying they are "aware of a video circulating on social media depicting an interaction between a police officer and a citizen at the Grossmont Trolley Station yesterday. LINDA VISTA, Calif. (KGTV) - A body was discovered in Tecolote Canyon Saturday evening, according to the San Diego Police Department.Police said a transient alerted them to the body in an area off High Knoll road, east of the Tecolote Canyon Golf Course and west of Genesee Ave around 5:45 p.m. A team from the San Diego Medical Examiner’s Office worked to extract the body, carrying it about 150 feet up the side of the steep canyon.Police estimate the body had been there for several days and had started decomposing. They believe it is a white man but have not determined an age.At this time the cause of death has not been determined, however investigators do not suspect foul play. 719

(KGTV) -- A suspect was arrested following a robbery at a La Mesa credit union Wednesday morning.According to police, the robbery happened at the Navy Federal Credit Union on the 8700 block of Grossmont Boulevard just after 10 a.m. Wednesday.Police say the suspect brandished a knife and demanded cash after walking into the credit union.After fleeing from the business, the suspect was found driving away from the area by officers responding to the incident.The suspect, Rafeek Karamat, 35, was positively identified using surveillance video from the credit union. Karamat was booked into the San Diego County jail for robbery. 652

Lisa Palmer, a former student at Hunter College in New York, hasn't taken classes or paid tuition since 2016, but she's still living the college lifestyle.According to the New York Post, Palmer has continued to live in her dorm room, despite repeated demands that she vacate. Palmer originally enrolled at Hunter College in 2010, after briefly attending St. John's University in New York. In 2016, Hunter College claims that Palmer dropped out of school — but Palmer maintains that the school wouldn't allow her to register for classes after she disputed her tuition bill.But even after Palmer stopped taking classes, she remained in her 100-square-foot dorm room. She continued to live in the room despite receiving an eviction notice in June 2016. Lately in Youngstown, Ohio, raccoons' tiny, nimble, human-like hands are only the second scariest thing about them. The first? An outbreak of what residents have described as "zombie-like behavior" involving raccoons who bare their teeth, walk on their hind legs and don't seem to be afraid of humans.According to WKBN in Youngstown, police have taken more than a dozen calls about these incidents since the start of March. Resident Robert Coggeshall, speaking to WKBN, said he spotted one while he was walking his dogs. "He would stand up on his hind legs, which I've never seen a raccoon do before, and he would show his teeth and then he would fall over backward and go into almost a comatose condition," he said.Although raccoons are typically nocturnal animals, many of these incidents occurred in broad daylight.In "28 Days Later," the super-infective Rage virus is an evolved form of rabies transmitted from animals to humans, but the Ohio Department of Natural Resources thinks it's more likely this odd raccoon behavior is a side effect of canine distemper.Although the disease's name includes the word "canine," distemper can affect a number of animals with close evolutionary links to the canine genus, including skunks, ferrets, raccoons and even bears. According to the American Veterinary Medical Association, distemper "attacks the respiratory, gastrointestinal and nervous systems" of infected animals, eventually causing symptoms such as "circling behavior, head tilt, muscle twitches … seizures, and partial or complete paralysis" in its final stages. If this diagnosis is correct, raccoons baring their teeth at Youngstown people and pets aren't threatening to eat their brains -- they're experiencing facial muscle spasms as their nervous systems escape their conscious control.Distemper is not the T-Virus, and it's not transmissible to humans, but it's still pretty scary.
