SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. SAN DIEGO, Calif. (KGTV) - Five years since it was last open to the public, the iconic "Plunge" swimming pool is finally set to welcome San Diegans at Belmont Park."Oh, we're so excited. It's highly anticipated," said Belmont Park spokesperson Michelle McKee.The pool was one of the original attractions when the amusement park opened in 1925. However, it had run into hard times in recent years and has been closed for much of the last decade. One management company went bankrupt. The next came up with a renovation plan, only to discover dangerous, corroding conditions inside, leading to the pool's closure in 2014. Work finally began in earnest in 2017, tearing out much of the Plunge infrastructure, while trying to maintain a link to its historic nature."It was a wonderful pool," McKee said. "We wanted to maintain the structure of some of those elements, so that remains here in the pool."A signature element, a large mural by the renowned artist Wyland, had to be removed. In its place is a new, bright, open look. Windows surround the pool, giving swimmers a view of the ocean. A retractable roof will help control the climate inside the glass space.The high-end gym company "Fit" is building a club on the upper floors. Fit will manage the pool. Members will have access to the pool. The public can purchase day passes. SAN DIEGO (KGTV)— San Diegans are bracing for yet another round of gas price increases. Mike Metroianis has a love-hate relationship with driving.“I do about 300 miles on any given day,” Metroianis said. It is how he makes his living as an Uber and Lyft driver. But it is also why he has to spend a lot of money. He checks gas stations around his routes, always looks for the best prices. “25 cents makes a huge difference,” Metroianis said. According to AAA, the average national price of regular gas is .76 per gallon. But in California, it’s .57 per gallon. Experts say the increases are a result of the unrest in Europe and the Middle East, combined with high demand in the United States. “You dread it every time,” Metroianis said. “You see your gas go down and you’re like… You made all this money, and next thing you know, you’re throwing it right back in the tank. It’s ridiculous.”So ridiculous, Robin Bartlet has completely stopped getting regular gas for her 28-gallon Chevy Avalanche. Luckily, her car takes Flex Fuel, which only costs her .89 per gallon, at a 76 Station in Kearny Mesa. The same station is charging .29 per gallon for regular gas.“Holy sugar!” Bartlet said, looking at the sign for the regular gas. Experts say prices are not getting any sweeter, any time soon. By Memorial Day weekend, Californians may have to pump out on average, more than a gallon. The Bartlets say that is reason enough to not make any travel plans. “We’re not going anywhere,” Bartlet said. “With gas going up more for the holiday, it’s not even worth it.”So what happens to people like Metroianis whose livelihoods depend on gas prices?“If It went to , there’s no way. "It’s been a long time!”Now a San Diego resident, Zwisler lived in China for many years running an environmental nonprofit. While she hasn't waited in a polling line for over three decades, she hasn't missed an election."Living outside of America doesn’t mean you’re not American, it doesn't mean you don’t care about the issues, and it certainly doesn’t mean that you don’t have an opinion about who you want to lead your country," said Zwisler.Now back in the states, she still exercises her constitutional right via the U.S. Postal Service.“I honestly prefer the luxury of voting at home because I can look online, and I can check the websites of what both party's opinions are of the initiatives or of the candidate's backgrounds," said Zwisler.In states like California, Oregon and Colorado, voters have had this option for many years.According to a Pew Research Center analysis, the share of voters casting a ballot by mail has been growing steadily over the years, increasing nearly threefold between 1996 and 2016, from 7.8% to nearly 21%.But while states like Oregon and Washington conduct their elections almost entirely by mail, other states have seen relatively few mail ballots, the analysis goes on to explain.“I think everyone has to weigh in on what’s happening right now, it’s critical," said Zwisler.As the pandemic reshapes how we vote in this election, Zwisler believes the changes could actually strengthen our democracy, making voting easier and convenient for more Americans. 1868
SAN DIEGO (KGTV)-- It's been more than a year since the first legal cannabis transaction took place in the City of San Diego. Marijuana industry professionals gave members of the City Council an update on revenue, but also pushed for updated laws.The City if San Diego found out that going green generated green. Since San Diego voters approved of Measure N or the Cannabis Business Tax in 2016, the City’s general fund has increased by .3 million. It's the culmination of a 5% tax from the 14 legal pot shops within the city in 2018.Dallin Young with the Association of Cannabis professionals also updated Council members that crime numbers around marijuana establishments are close to none. However, Young also expressed the industry's hopes for updated city rules. He said the permits are a massive hurdle for pot shop operators. As it stands now, both public retailers and harvesting facilities are only permitted in areas one thousand feet from parks, schools, and churches, 100 feet away from residential areas, and they must be in industrial zones. “Those properties are a little more expensive, they’re off the beaten path, and there are not many available," Young said. Because of these strict rules, Young said future operators struggle to open. More people are applying for permits than what the city has made available. He said the supply and demand for marijuana facilities in the city of San Diego do not align. “We’re just asking for this business and industry to be treated like any other business when it comes to commercial sales," Young said.The industry is also asking the city to consider a place for customers to use their products. Now, people can only smoke pot products if they own their home, or if their lease allows for pot smoking. That is why Young is suggesting the city to approve the opening of a pot version of a hookah bar.“[We are asking for] Consumption at these retail locations or a separate use like a cigar bar or more like a tasting room for a brewery,” Young said.Lastly, Young is hoping the city extends the operating hours for pot shops to match the State's. Currently, the city only allows pot shops to operate between 7 am and 9 pm. The State of California allows for sales between 6 am and 9 pm.“We want to make sure that this industry is thriving and it does well. So if it’s one extra hour, that’d be great," Young said. Young understands that changing rules for a new industry is not easy. But he is hopeful with small changes, it will shift the industry away from illegal sales."I think a lot of people would rather go to a licensed facility than to someone down the street," Young said. 2650
