SAN DIEGO (KGTV) — A man was injured at a Valencia Park home after a small explosion that police say could be drug-related. San Diego Police responded to a home on the 700 block of Valencia Parkway and transported a 38-year-old man to the hospital. According to police, it appeared he was holding an object that exploded, causing shrapnel-type injuries to his face, chest, and arm. San Diego Fire-Rescue's Hazardous Materials team and a bomb squad were called to the scene. An investigation is ongoing as to what caused the explosion. Police said there was some evidence of materials that might be related to the manufacturing of narcotics found in the home, but could not confirm that was the cause of the blast. Police say it happened in the backyard area of the home. The man was alone at the time, though two children live in the house. Police did not clarify the man's relationship with the kids. The man has not been identified. He's expected to survive. No arrests were made. 994
Wrapping Christmas presents can be time-consuming, but there are some tricks to get it done faster, so you can focus on enjoying the holiday season. It’s common to cut wrapping paper too short or to not have enough paper left to wrap a gift. Giftwrapping expect Kammy Witulski says don’t throw it out. Instead, turn the gift sideways and you should be able to wrap with no issues. If you don’t have wrapping paper or if it’s too expensive, Witulski says there’s nothing wrong with using tissue paper. “Tissue paper comes in really nice packaging these days,” said Witulski. “You can get multiple designs in one package for just a few dollars. And it's usually between 20 to 30 sheets per package and that's plenty for you to do a lot of giftwrapping."However, you’ll need to remember to use two to three sheets, so you don’t see the gift and the tissue doesn't rip. Soft items like clothes can be hard to wrap, especially if you don’t have a box. Witulski suggests using two sheets of tissue. Roll the item, place it on the tissue and then start to roll up the clothes into the tissue, making it look like a piece of candy. Use ribbon to tie the ends, and it's the perfect little Christmas treat.Lastly, if the edges of your presents look a little wonky because the they're not crisp and clean, Witulski says to hide your lack of wrapping skills by using double sided tape, so nobody will notice mismatched folds. 1425

"Phantom Thread" costume designer Mark Bridges pretty much had the best time of anyone at the Academy Awards -- he won an Oscar and a Jet Ski in the same night. At the start of Sunday's show, host Jimmy Kimmel offered up a Jet Ski and a trip to Lake Havasu in Arizona as a prize for the Oscar winner who gave the shortest acceptance speech, an incentive for keeping their statements brief."I will be timing you. I have a stopwatch," Kimmel said. The Jet Ski, Kimmel explained with help from Helen Mirren, who acted as the Vanna White to his Pat Sajak, was worth almost ,000.Kimmel announced at the end of the night that Bridges had the shortest speech, which clocked in around 30 seconds. 703
(AP) — The U.S. House of Representatives passed a bill Wednesday that would grant legal marijuana businesses access to banking, a measure that would clear up a longstanding headache for the industry. The bill, called the SAFE Banking Act, passed 321-103 on the strength of near-unanimous support from Democrats and nearly half of Republicans. Its prospects in the Senate are uncertain, but supporters said the amount of Republican support in the House was a good omen."This is a sign the time has come for comprehensive cannabis reform," said Morgan Fox, a spokesman for the National Cannabis Industry Association. "The fact that we got almost half the Republicans is a huge sign we're moving in the right direction toward sensible policies."Thirty-three states have legalized cannabis for medical or recreational use, but the federal prohibition on the drug has made it difficult for businesses in the multibillion-dollar industry to get bank accounts, loans and other financial services. The bill would allow businesses legitimately operating under state laws to access loans, lines of credit and other banking services, while sheltering financial institutions from prosecution for handling marijuana-linked money.More financial institutions began banking with the industry as legalization spread and as the Obama administration instituted policies that allowed them to do so, with some important caveats, but the Trump administration rescinded those guidelines under former Attorney General Jeff Sessions. Many pot businesses have had to conduct sales and pay vendors or taxes in cash, making them potential robbery targets.Supporters of the banking bill, including Democratic Reps. Denny Heck of Washington and Ed Perlmutter of Colorado, characterized it as a public safety measure. In urging lawmakers to vote yes, Heck relayed the story of a 24-year-old Marine veteran, Travis Mason, who was shot and killed during a robbery of a dispensary in suburban Denver in 2016."Because the federal law did not allow for that business to be banked, to be within the guardrails of the financial system, an evil person walked in that night and shot Travis dead," Heck said. "That does not have to happen. It is not hypothetical."Opponents said it would facilitate the spread of marijuana. In a written statement, Kevin Sabet of the anti-legalization group Smart Approaches to Marijuana, noted that hundreds of people have been sickened and several have died after using marijuana vaping products."Surely this is not the time to reward Big Marijuana with investment opportunities," Sabet said. "Granting this industry access to banks will bring billions of dollars of institutional investment from the titans of addiction and vastly expand the harms we are already witnessing." 2775
"In the early morning hours of July 29, 2019, Mineral County Sheriff's Deputies assisted agents from the Federal Bureau of Investigation in a search of a residence located in Walker Lake, Nevada. This residence is believed to have been used by the Gilroy, California, shooter during the days prior to the July 28th incident. Mineral County Sheriff Randy Adams stated that 'Mineral County Deputies supported FBI agents by obtaining a search warrant for a unit in a triplex located in at Walker Lake. As this is an ongoing investigation, we are not able to comment further at this time.'" 594
