SAN DIEGO (KGTV) — With President-elect Joe Biden and Vice President-elect Kamala Harris projected to take the White House, Harris will have to resign her seat in the U.S. Senate.The power to fill that seat would fall to Governor Gavin Newsom, and the political jockeying for his pick is well underway.“This is one of the best jobs in American politics, one of the most prominent jobs in American politics and every California political leader wants it,” said UC San Diego political science chair Thad Kousser.Kousser expects Newsom will want to make history with the diversity of his pick, should he have the opportunity.Others are thinking along the same lines. Groups like Equality California have sent the governor a list of their preferred LGBTQ candidates, which would be a first for California.Assemblywoman Lorena Gonzalez tweeted out her own list Friday of Latino candidates, another potential first for the state.“We are the largest demographic in this state, and growing,” she wrote. “It’s time we have a Latino/a US Senator.”Political analyst Laura Fink says the governor is going to have to balance a lot of competing interests.“First and foremost, what's going to be best for California? And then of course, what's going to be best for Governor Newsom moving forward as he looks toward his political ambitions,” Fink said, referring to the possibility that Newsom could run for president.There have been dozens of names floated as potential picks, including California Secretary of State Alex Padilla and state Attorney General Xavier Becerra.Both are sons of Mexican immigrants who would be the first Latino senators in California history.But don’t pencil either in just yet, according to Fink.“Kamala Harris is leaving one of only 26 women in the Senate. That's one out of four. Last time I checked, [women] are north of 50 percent of the population. So that is something that will need to come into consideration,” she said.Rep. Karen Bass is another top contender. She’s the head of the Congressional Black Caucus.There’s also State Senator Toni Atkins of San Diego, who could also make history as California’s first openly gay senator.“She's been the first a lot of times,” Fink said. “First lesbian Speaker of the State Assembly. First Madam President Pro Tem of the State Senate. This would be another first for her should she ascend to that seat.”Atkins declined to say if she was interested in the job or being vetted.“Right now, my focus is on the work before us, and the path ahead of us," she said in a statement to ABC 10News.Atikins said she was “focused on the outcome of the election and our state Senate races, looking forward to a Biden/Harris administration, and continuing our work here in California.”The power to fill a vacant U.S. Senate seat comes from the 17th Amendment to the U.S. Constitution. States have their own laws that shape the process.Five states require Senate vacancies to be filled by a special election. Nine states allow the governor to appoint a replacement, but require a special election shortly after.The remaining 36 states, including California, allow governors to appoint a replacement to serve out the remainder of the term.Newsom’s pick would serve out the remaining two years on Harris’s term, then go up for reelection in 2022 as an incumbent. Incumbency carries significant advantages in name recognition, fundraising and image, said Kousser.“You are getting that news coverage. Somebody is probably playing you on Saturday Night Live for two years, and that elevates you above all the other contenders,” he said.With California a reliably blue state, experts say Newsom’s pick could hold the job for decades. 3685

SAN DIEGO (KGTV) - The threat of a major lawsuit has led to several San Diego County cities changing how they are holding elections. As voters in those districts head to the polls or get their mail-in ballots, they will notice a big change in their options on who to vote for.15 jurisdictions in the county are switching from at-large elections to district elections. This means those jurisdictions have been carved up into districts. In those races voters will only be able to vote for someone who lives in that same district."It's going to create some confusion at the ballot box," Encinitas City Councilmember Tony Kranz told 10News. "You're going to wonder why you can't vote for some of those folks."Encinitas made the change for 2018, along with Carlsbad, El Cajon, Oceanside, Poway, San Marcos, Santee and Vista. School Districts using the new voting system are Cajon Valley Union, Carlsbad Unified, Oceanside Unified, Poway Unified, San Dieguito Union High School, and San Marcos Unified.In most cases, the change is a response to a threatened lawsuit. Attorney Kevin Shenkman, who works in Malibu, has threatened lawsuits challenging the legality of at-large elections across California. He says at-large elections are a violation of California's Voter's Rights Act of 2001."It's just a fundamentally unfair election system that freezes out minorities," Shenkman told 10News.Shenkman says at-large elections make it easier for the majority, even a slim majority, to take full control city councils, school boards, and other elected bodies. He says studies have shown that leaves minority groups without a voice.In an interview with 10News, he pointed out examples, including a claim that Hispanic voters did not have enough representation in Encintas, and a claim that voters in the southern portion of Poway have disproportionally less power than those in other parts of Poway."District elections are just a more fair system," Shenkman says. 1974

SAN DIEGO (KGTV) — Video posted to Facebook Wednesday showing a violent encounter between a Pacific Beach worker and homeless man has already gained hundreds of shares and comments.You can see someone come out of B-Mo's Sandwich Shop on Garnet Avenue and push a table into a shirtless man's head, then begin throwing his belongings into the street. 10News reached out to the owner of B-Mo's but were told he wasn't available for an interview Thursday.But Pacific Beach locals who saw the video told 10News the video shows San Diego's homelessness issue has reached a boiling point locally."If you look at the video you can tell it's at the point of escalation," said Mike Bremer, who owns a nearby tattoo shop.Bremer says while he might not agree with how things played out, he understands how it could happen. "I don't condone using that kind of violence I'm here to support because something needs to be done," Bremer said.Bremer and other locals said they deal with issues related to the homeless on a near daily basis and it can make doing business difficult. Thursday, two San Diego Police officers arrived at B-Mo's, but wouldn't comment. A spokesperson for SDPD said officers were initially called out when the confrontation happened but the homeless man wasn't cooperative and the other man didn't want any further action taken. Police said Thursday in light of the video evidence they've now opened up a criminal investigation into the incident. It's unclear if anyone will be charged. 1502

SAN DIEGO (KGTV) -- Two San Diego County breweries were among the fastest growing craft breweries in the country in 2017, according to the Brewers Association.Novo Brazil Brewing Co. in Chula Vista and Bay City Brewing Co. in San Diego both made the list. The list includes breweries across 25 states. Novo was ranked as the 8th and Bay City 28th fastest-growing small breweries.California lays claim to the speediest growth with several breweries listed, according to the association.Median growth for the top 50 fastest-growing breweries between 2016 and 2017 was 216 percent, according to the Brewers Association.
