SAN DIEGO (KGTV) — County health officials say with the summer months well underway, they've seen an uptick in the number of children that have needed to be rescued from private pools after nearly drowning.Officials say there have been 49 rescues in private pools, beaches, and bays from March through July, compared to 37 in the same period in 2019 and 33 in 2018. Nearly all of those rescued this year have needed to be taken to the hospital for treatment.Of those 49 that occurred this year, 28 were in pools and 14 were in the ocean, lakes, or bays. The rest did not report a specific body of water. Many public pools have been closed since March due to the pandemic."Parents and guardians must take the necessary precautions to keep these incidents from happening," said Wilma Wooten, county public health officer, said. "Children who swim in pools at home are at higher risk of drowning, especially as parents struggle to supervise their children while continuing to work at home through the summer months because of the novel coronavirus."The county says it's important to teach children to swim, never leave a child unsupervised in or near water, avoid alcohol if you're swimming, and learn CPR.At home, the county recommends installing a fence around the pool and hot tub, installing pool alarms, and keeping an eye on drains and pool toys that could be a tripping hazard. 1389

Andy Williams, Commander of the California Highway Patrol Oceanside Station, is under investigation after his arrest for suspicion of domestic violence.ABC 10News obtained the request for a restraining order against Williams, filed by his ex-wife. In the court documents, she details an argument the two got into at his home in Carlsbad Oct. 19. She claims he struck her near her buttocks with enough force to leave a hand mark and welts.Carlsbad police confirmed to ABC 10News that they arrested Williams. A spokesperson for the District Attorney tells ABC 10News they are investigating the case to decide whether to file charges.Williams is out on bail. CHP has placed him on administrative leave and removed his powers as a peace officer.CHP Border Commander Chief Omar Watson sent ABC 10News a statement:"The CHP is aware of the arrest of Capt. Andy Williams by the Carlsbad Police Department for alleged behavior that occurred while the employee was off duty. The CHP continues to fully cooperate with the investigating agency and we are conducting our own investigation into the allegations. SAN DIEGO (KGTV) – Any other year, Sonia Highbaugh and her family would be spending Christmas gathered at her sister’s house, but in true 2020 fashion, things look a little different this holiday.“I was sad this year not being able to spend the holidays with my extended family and everyone, but we make those hard decisions for the betterment of everybody,” said Highbaugh. “We actually stayed home, it’s just my immediate family, my boyfriend, and our two boys. I’m also expecting, so it’s very important for me to stay safe,” she said.Registered Nurse Francisco Garcia can relate.“It’s just us three,” said Garcia.While breaking traditions can be challenging, Garcia, his wife, and daughter also decided to spend Christmas at home together.“Being a Latino, my family chooses to get together every year for Christmas and have food and presents. Just having everyone together is what we take pride in, and so it’s very different that we’re not around each other this year,” he said.Working as a registered nurse, Garcia knows all too well the potential consequences of large gatherings during the pandemic, especially after the surge in COVID-19 cases after Thanksgiving celebrations.“Seeing an influx of patients and the number of patients we’re seeing with COVID as the year went on was a big challenge,” he said.Health officials across the nation, including here in San Diego County, have urged people to stay home, avoid traveling and large gatherings, despite that some continue to ignore the guidance.According to the Transportation Security Administration (TSA), 846,520 people in the United States were screened at TSA checkpoints on Christmas Eve alone, and millions more were screened since last Friday.Still, many families are playing safe and having a great time doing so.“It has been fantastic; I think the biggest challenge we’ve had is not burning the Christmas dinner,” said Garcia.“We have to trust our community. SAN DIEGO (KGTV) — Border officials seized more than 10 tons of marijuana hidden behind a cargo shipment at the Otay Mesa Port of Entry this week.At about 9 a.m. Monday, an agent with U.S. Customs and Border Protection was inspecting a truck with a manifested shipment of "plastic garment hangers." The vehicle was referred to a secondary inspection where an x-ray machines would continue the inspection.During the secondary inspection, officers detected an anomaly which prompted another examination this time with a canine. There were more than 10 tons of the narcotics, worth about .4 million.The driver of the truck, a 47-year-old Mexican citizen, was turned over to Homeland Security and his B1/B2 visa was canceled, CBP said. The truck, trailer, shipment, and narcotics were seized by CBP.“The ability of CBP officers to interdict contraband at the port of entry is a perfect example of CBP’s efforts to secure our border,” Joseph Misenhelter, Officer in Charge at the Otay Mesa Port of Entry, said. “CBP officers prevented over 10 tons of marijuana from entering our community.” 1529

  

SAN DIEGO (KGTV) — City leaders welcomed a new North County park Wednesday, highlighted by a specially created area for the playground's most adventurous.Pacific Highlands Ranch Community Park sports five acres of turf field, two dog parks, playground and "discovery play" area, skate plaza, and San Diego's first free, public parkour area and bike pump track.The park also includes a 17,000-square-foot recreation center, featuring a gymnasium, multi-purpose building, and outdoor courtyard. The center's solar panels also promise to lower the park's energy consumption by 36 percent, according to the city.RELATED: San Diego County park rangers recommend these trails in 2019The park is the 23rd park to open as part of Mayor Kevin Faulconer's ambition to open or improve 50 parks in five years. Another 32 parks are in various stages of design and construction, according to the Mayor's office.“Every neighborhood in San Diego deserves a great community park,” Mayor Faulconer said in a release. “That’s why we are in the middle of the largest park expansion project in modern history. With each new park we open, we’re improving the quality of life for our residents, investing in our neighborhoods and leaving behind a better San Diego.”The park was funded through the Pacific Highlands Ranch Facilities Benefit Assessment funds and will be maintained and operated by the city. The park is located off of Carmel Valley Road and open daily to the public. 1466
