The Department of Justice on Monday identified New York City, Portland and Seattle as cities that have allowed "violence and destruction of property to persist," as outlined in a presidential memorandum that could restrict access to federal funding.Earlier in September, President Donald Trump issued the Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.The measure allows the DOJ to target city governments that the agency believes has not taken steps to mitigate widespread criminal activity.So-called "anarchist jurisdictions" that meet the DOJ's criteria are subject to a 30-day review by the director of the Office of Management and Budget, who will issue guidance on restricting eligibility for federal grants, according to the presidential memorandum."When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest," Attorney General William Barr said Monday in a statement. "We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens."In New York City, the DOJ cited a monthslong spike in gun violence in conjunction with the City Council's approval of a fiscal budget that reallocated billion from the NYPD toward community and youth programming. The Department of Justice announced Wednesday the indictment of two fighters affiliated to the Islamic State group who are alleged to have killed American journalists and aid workers.El Shafee Elsheikh and Alexanda Kotey were previously in U.S. military custody in Iraq and have been transported to Virginia to face trial.Elsheikh and Kotey, both of the United Kingdom, are two of the four ISIS fighters nicknamed "The Beatles" by intelligence officers because of their British accents. They've been linked to the killings of aid workers Peter Kassig and Kayla Mueller and journalists Steven Sotloff and James Foley.“These charges are the product of many years of hard work in pursuit of justice for our citizens slain by ISIS. Although we cannot bring them back, we can and will seek justice on behalf of their memories,” Attorney General William Barr said in a statement. “My message to other terrorists around the world is this — if you harm Americans, you will face American arms on the battlefield, and if you survive that ordeal, you will face American law in our courtrooms with the prospect of many years in an American prison. The Department of Veteran's Affairs (VA) is facing a huge undertaking as COVID-19 vaccines roll out to the general public.More than 418,000 healthcare workers and 10 million patients will eventually get the COVID-19 vaccine through the VA.The department received 73,000 doses of Pfizer's COVID-19 vaccine this week, and residents and staff at long term communities run by the department are first in line to be inoculated.There are about 17,500 veterans living in VA long-term care facilities across the country, and several thousand more work in those centers.The vaccine could not have arrived sooner for those staff members and patients."I know a lot of VA medical centers are going through COVID surges right now, alongside with their communities," said Dr. Jane Kim, the Chief Consultant for Preventive Medicine at the VA.Most vaccines are mandatory for military members. For now, the COVID-19 vaccine is still voluntary. That's likely due to the limited supply of the vaccine and because it's only under Emergency Use Authorization right now.Still, veteran doctors want to reassure their patients."I got the vaccine yesterday," Kim said. "I had a sore arm yesterday, but my arm feels good today. I feel fine today. I would recommend this vaccine to my family and also my patients when it's available for them and it's their turn."More than 5,500 veteran patients and 87 VA staff members have died of COVID-19 since the start of the pandemic. The Bureau of Transportation Statistics released preliminary data on Monday, which shows U.S. airlines carried almost twice as many passengers in June than in May. According to the news release, BTS said data collected showed that 16.3 million passengers flew on large airlines in June, up from 8.4 million on all U.S. airlines in May.The BTS said airlines carried 80% fewer passengers in June than it did exactly one year ago.The data was by 20 airlines that carry 90% of the passengers, the agency said."June 2020 was the second consecutive month that the annual decrease in the number of U.S. airline passengers was less than annual change in the previous month," BTS reported.According to the agency, preliminary data showed a 77% decline in domestic passengers between June 2019 to June 2020 following more substantial annual reductions in May (88%) and April (96%).Preliminary data showed that international passengers on U.S. airlines declined 96% from June 2019 to June 2020, following annual decreases of 99% in April and 98% in May, the agency said.BTS says final U.S. airline traffic reports for June will be released on Sept. 11.
