SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough. SAN DIEGO (KGTV) — A stylist in Bankers Hill says a "style-and-dash" customer stiffed him on a hefty bill for hair extensions.Stylist Wesley Horn says the young woman, a repeat customer, came into Plush Salon on Friday to match her hair for extensions. The next day, for several hours, he applied and blended the hair."They looked great. She loved it. She was raving about it," said Horn.Horn says when it came time to pay the cost of more than ,000, she offered to pay through the Venmo app."She said the app wasn't working, and then she offered to pay cash," said Horn.She told Horn she had to go to the car to get the cash."Fifteen minutes go by. I text her and ask, 'Are you close?' She says, 'Yes.' Forty minutes go by, and nothing. I call her, and I'm blocked from her cellphone," said Horn.Horn filed a police report, but because she hasn't been named a suspect in a crime, 10News is not identifying the woman. Horn posted details of the incident on the Nextdoor app. The replies included several more accusations of fraud against her, ranging from dine-and-dash incidents to credit card fraud and identity theft."It's insane. SAN DIEGO (KGTV) — A Talmadge woman feeling the impact of coronavirus says she's now worried about losing her apartment, despite a recent moratorium on evictions.In the past month, Dawn Longardino has now lost two jobs to the impact of coronavirus, both in the service industry."I'm freaking out," said Longardino.RELATED: San Diego leaders urge public to support local businesses amid outbreakShe filed for and began receiving unemployment benefits: 0 dollars every two weeks. That's just enough to cover her car payment, insurance and utilities at her apartment in Talmadge. She has a job offer from a local grocery, but the job doesn't start for another three weeks."I've never had this happen to me in my life. I'm nearly 50. It's just very new to me, and I'm an emotional wreck," said Longardino.Also stressing her out is not being able to pay her rent. It was due March 5. She says she explained why she needed extra time through a texting system set up by her the property management company, but never heard back. David McCarthy, a tenants rights lawyer tell 10News landlords can legally send the notices, but the three-day period can't begin until the courts open, April 4 at the earliest. The eviction process typically takes six to eight weeks.When they do open, it's unclear if judges will even allow the eviction process to move through the courts. It does appear judges won't be issuing final eviction orders, in line with the moratorium. SAN DIEGO (KGTV) - A vandal targeted at least a dozen vehicles at a popular shopping center in University City on Friday, flattening tires across one of the parking lots."It's very upsetting," said Camille Bsaibes.Bsaibes showed 10news a Toyota RAV4 with a flat tire. The vehicle belongs to his son. Bsaibes, who owns Amardeen restaurant, located in the Renaissance Towne Centre, experienced his own flat tire Friday while driving his van. Bsaibes didn't notice it until he was one the road."When I was driving, I was shaking ... wondering why it was shaking," said Bsaibes.Bsaibes pulled over and found three of his tires flat. His total bill to replace tires? Nearly 0. That day, three of his employees also felt their tires go flat as they were driving home from work. They were all parked in the same back lot. It was a similar story for four employees of the L-Transformation beauty boutique. In all, at least 12 vehicles from 4 of the businesses were hit in one day. It happened in broad daylight at the busy shopping center, sometime between 11 a.m. and 3 p.m."The tire shop said somebody used a long, sharp object and punctured the side of the wheel," said Bsaibes.The flat tires weren't immediately obvious and didn't become a problem until the vehicle were on the road. Many working at the shopping center wonder if that was on purpose. Was the vandal hoping to cause havoc on the roads? "I'm glad everyone is safe. It could have been worse.
