SHANGHAI, Sept. 4 (Xinhua) -- China's intellectual property rights (IPR) authorities Saturday vowed to play a larger role in the global cause of IPR protection while being more responsible to innovators and the public.The State Intellectual Property Office (SIPO) Director Tian Lipu made the pledge at a press conference held to recognize the 25th anniversary of Sino-EU cooperation on IPR protection.Tian said that China and the EU, as two major economies with close trade relations, should further co-operate to create a better environment to encourage and protect innovation in the business world.At the event, European Patent Office (EPO) President Benoit Battistelli told Xinhua he was optimistic about the future of IPR protection in China, given the rapid progress being made in the country.Battistelli said relations between the EPO and the SIPO would "continue to be decisive for the successful future development of the patent system on a global level."Commemorations of the anniversary, held at the ongoing Shanghai World Expo, also included a demonstration of a real-world IPR enforcement case in a moot court setting.The EPO started cooperating with China in 1985. The two sides are currently implementing the EU-China IPR2 project utilizing a 16 million Euros budget that runs over four years to 2011.Both the EPO and the SIPO are among the world's five largest patent offices, together with the Japan Patent Office, the Korean IP Office, and the United States Patent and Trademark Office.China has also grown into one of the most important non-EU countries filing patent applications to the EPO, with the number of patents submitted increasing from 163 in 2000 to 1,621 in 2009.

BEIJING, Oct. 11 (Xinhua) -- China on Monday vowed to continue its financial support to reconstruction projects in areas ravaged by the major Wenchuan earthquake in 2008, promising lower rates on loans and demanding an easier deposit reserve requirement ratio from banks in the regions.The new pledge came in a joint statement on the website of the People's Bank of China, or the central bank, which announced the continued financial support along with the China Banking Regulatory Commission, the China Securities Regulatory Commission and the China Insurance Regulatory Commission.Banks in the quake-hit areas should continue to provide financial support and services to reconstruction projects in the regions, as post-earthquake reconstruction is still in a critical period, the statement said.The magnitude-8.0 quake, with its epicenter in Wenchuan in southwest China's Sichuan Province, left more than 87,000 people dead or missing and more than 374,640 injured. Millions of houses were also flattened during the major quake."We should keep the continuity and stability of our financial support to the regions and make our financial services better targeted and more effective," it said.According to the statement, local banks in the quake-hit areas will continue to enjoy a lower deposit reserve requirement ratio, compared with elsewhere, until June 30, 2011, and such banks will also be exempt from any hike of the reserve requirement ratio during this period.The statement ordered local bank branches in the quake-hit areas to provide prioritized financial services to projects in fields of infrastructure facilities, agriculture, medium and small enterprises, as well as ecological and environmental protection in the region.China's central bank and banking, securities and insurance regulators encourage eligible companies in the quake-hit regions to widen their finance channels through inter-bank short-term bond issuances, bills and other financial instruments, according to the statement.Also, local banks' preferential policies on loans to home reconstruction would remain unchanged in the quake-hit regions, it said.However, loans to projects with high consumption of energy and heavy pollution must be strictly controlled in a bid to facilitate energy-savings and reduce carbon dioxide emissions in the region, according to the statement.Chinese lenders had extended 172.4 billion yuan (25.35 billion U.S. dollars) loans for relief and reconstruction in regions devastated in the earthquake by the end of the first quarter, according to the central bank's figures released in May this year.Outstanding loans at banks in quake-hit provinces, including Sichuan, Shaanxi and Gansu, surged 34 percent year on year to 2.29 trillion yuan at the end of March.

TOKYO, Sept. 24 (Xinhua) -- Chief Cabinet Secretary Yoshito Sengoku said Friday that China and Japan, the two major economic powers in Asia, need to work toward improving bilateral relations."It is true that Japan-China relations have shown signs of deterioration," Sengoku, Japan's top government spokesman, said at a press conference, adding that efforts were needed to deepen bilateral relations between the two countries.The comments came as the Naha, Okinawa, prosecutor's office said Friday it will release Zhan Qixiong, the 41-year-old Chinese fishing boat captain who has been held for more than two weeks.Two Japan Coast Guard patrol ships and a Chinese trawler collided in waters off China's Diaoyu Islands on Spet. 7.The next day, the Japan Coast Guard illegally seized the Chinese trawler and detained its captain and 14 fishermen on board, drawing strong protests from the Chinese government and its people.The Japanese released the fishermen and boat last week but held the captain. China has repeatedly urged Japan to unconditionally send back the captain to avoid additional damage to their bilateral ties.According to local media, Zhan was to leave Japan on Friday. Chinese Foreign Ministry spokeswoman Jiang Yu said the same day the Chinese government would send a chartered plane to bring back the captain.

  

BRASILIA, Sept. 7 (Xinhua) -- At the invitation of Brazilian Defense Minister Nelson Jobim, Chinese Defense Minister Liang Guanglie arrived on Tuesday in the Brazilian Air Base to begin a goodwill visit to the South American country.In a written speech released upon his arrival, Liang, also Chinese state councilor, offered his sincere greetings and good wishes to the Brazilian people and armed forces on behalf of the Chinese Ministry of National Defense and the Chinese People's Liberation Army.Liang said the aim of his visit is to strengthen mutual understanding between the two armies, deepen friendship, promote cooperation, and explore more areas for cooperation between the armed forces of the two countries.Liang said that China is keen to develop bilateral relations of the armies, to deepen military cooperation with Brazilian side, to promote relations between the two countries, and devote their due contributions to safeguarding international and regional stability and safety.During his stay here, Liang will also meet his Brazilian counterpart Nelson Jobim and other high-ranking officials in Brazil. He will also visit some military bases in the South American country.This is the last leg of Liang's tour of three Latin American countries, which also took him to Mexico and Colombia.
