MARGATE, Fla. — A South Florida woman just couldn't wait to have her baby.Susan Anderson and her husband, Joseph, had almost made it inside Natural BirthWorks in Margate last Friday when baby Julia decided to meet the world early.Doorbell video shared by owner Gelena Hinkley showed the moment of birth.Video shows the mother crouching over in the parking lot while midwife Sandy Lobaina stands behind her.Anderson screamed just as two police officers, who happened to be in the area at the time, walked up to her."She's OK," Lobaina said. "I'm the midwife. She's here to have the baby."Anderson let out a big scream and Lobaina caught the baby as the officers watched in disbelief.After Julia's birth, Anderson was helped into the medical center by the child's father and Lobaina.In the video Hinkley ran into the frame just moments after the birth — but not fast enough."Un-freaking-believable," Hinkley said, seemingly disappointed she missed the party."What was going through my mind was, 'Get in the tub. Get in the tub.' Because I just wanted that relief," Anderson said.Lobaina said she has some crazy births before, but this was a first."Babies sometimes come really quick…and you just got to be quick, put your gloves on and just go," Lobaina said.Although Hinkley missed all the action, she's seen the video and has a good sense of humor."It was the best handoff ever," she said. He noted the ocean is quite deep near where he was staying, and there is a cay that provides protection.A short video from Pittard about 2:30 p.m. showed winds shaking his home and ripping off its siding.Harris, the government spokesman, said Dorian could affect 73,000 residents and 21,000 homes. Authorities closed airports for Abaco, Grand Bahama and Bimini, but Lynden Pindling International Airport in the capital of Nassau stayed open.The archipelago is no stranger to hurricanes. Homes are required to have metal reinforcements for roof beams to withstand winds into the upper limits of a Category 4 hurricane, and compliance is generally tight for those who can afford it. MANATEE COUNTY, Fla. — An alligator crossing a road in Manatee County led to a deadly crash on Thursday night, the Florida Highway Patrol (FHP) says.According to an FHP press release, an alligator crossing State Road 70 walked into the path of a car at around 10:40 p.m. local time. The driver tried to swerve out of the way and lost control, authorities said.Troopers say the car ran off the road, into a ditch full of water, and then crashed into a tree. MIAMI, Fla. — Tropical Storm Laura has strengthened near Puerto Rico, the National Hurricane Center said.As of the 5 p.m. update, Laura is about 100 miles west of Ponce, Puerto Rico, according to NHC. The system is packing 50 mph winds and is moving west at 18 mph.Laura is forecast to become a Category 1 hurricane once the storm approaches Cuba. It could remain a hurricane as it moves somewhat closer to FloridaABC Action News Chief Meteorologist Denis Phillips says intensity is a major question mark for Laura.On Thursday morning, Tropical Depression Fourteen also formed over the Caribbean Sea. It's also expected to develop into Tropical Storm Marco on Friday, according to NHC.Meanwhile, Tropical Storm Marco formed over the Northwestern Caribbean late Friday night. Major wireless carriers are experiencing outages throughout the United States.According to service-tracker Down Detector, T-Mobile began experiencing outages at 12:42 p.m. ET. By 2 p.m., 110,822 users were experiencing problems. The outages continued throughout Monday evening, with some improvement. By 9:30 p.m. ET, more than 16,500 T-Mobile customers were still without service, Down Detector said. Down Detector said some cities that were experiencing the most problems with T-Mobile were in Miami, Brooklyn, Orlando, and Atlanta.T-Mobile's Executive Vice President and Chief Technology Officer Neville Ray said the company was aware of an issue and they were working to resolve it."Our engineers are working to resolve a voice and data issue that has been affecting customers around the country," Ray tweeted.
