SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. They all leave," Gilleon said of his client's claims.Later, Gilleon said she heard a knock at her door."It's Deputy Fischer again. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. Now she's resisting and walks him to the door and he says - don't worry. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894

SAN DIEGO (KGTV) — Seven people are dead after contracting a flesh-eating bacteria linked to black tar heroin use in San Diego.County health officials said nine people who injected black tar heroin were admitted to county hospitals between Oct. 2 and Nov. 24 with a bacterial infection called myonecrosis, which is a severe soft tissue infection that destroys muscle. Of those victims, seven have died. The patients range in age from 19 to 57 years old.RELATED: Sixth death reported during San Diego's current flu season“People who use black tar heroin are not only at higher risk of dying from an overdose, but also more prone to developing myonecrosis and wound botulism,” said Wilma Wooten, county public health officer.One confirmed case of wound botulism linked to black tar heroin use was also reported in October — the first confirmed case in the county this year.Wound botulism, which attacks the body’s nerves, is also linked to heroin use. People who inject illicit narcotics like black tar heroin are at a higher risk of developing both infections, the county says. SAN DIEGO (KGTV) -- Students at Gompers Preparatory Academy were evacuated following a threat the school said it received Monday. San Diego Police say they received a call around 3:50 p.m. after someone reportedly left a voicemail on an administrative line at the school, making a vague bomb threat. A staff member at the school pulled a fire alarm, initiating the evacuation. "GPA received a telephonic threat after school today and the campus has been evacuated," the school said in an Instagram post. According to authorities, the students were evacuated to a nearby park. Roughly 80 students were still on campus along with 30 to 35 staff members. Police arrived and used a K9 to comb through the school, but found no trace of a bomb. An investigation is underway to determine who left the voicemail. Today was the first day students returned to class at the academy. SAN DIEGO (KGTV) - San Diego Unified School District is moving forward with plans to build a new elementary school in the Civita neighborhood of Mission Valley.In May, the District approved a plan to purchase land from Civita developer Sudberry Properties. Now, SDUSD has plans ready for a 2-story, 24 classroom campus, full of modern amenities. It will be able to hold 5-600 students."With new development in the area, we expect new families to come in. Those families are going to need an elementary school to attend," says District Facilities Communications Supervisor Samer Naji."Right now if you live in Mission Valley and have a young kid, you gotta drive out of Mission Valley to get them to school and get them from school. So a local school for those families is absolutely necessary," Naji adds.Sudberry has plans to build 5,000 new homes in the neighborhood. That, combined with other development on the north side of Mission Valley, is expected to bring a population boom. The District says they're trying to be ahead of the curve when it comes to having a school ready to serve the area.The new school will be on the corner of Civita Boulevard and Via Alta, just west of the new Civita Park. Right now, the land is occupied by a small grassy area and a dog park."The idea was to locate the school in a central location for the community that was really kind of civic heart or the social hub of the community," says Sudberry VP Marco Sessa. "We tried to create an environment here where really you can live, play, and work. A school is a big component of that."People who live in Civita say they're excited about the news, but also want to make sure it lives up to high academic standards."It's all about the level of education," says Russell Pontone. "It's one thing to build a beautiful building. But are you going to have the best teachers there? What kind of programs and resources are actually going to be available?"The District has not said how much it will cost to build the new school. Money from Proposition Z and local development impact fees will pay for the construction. The District plans to begin building in the spring of 2020 and have the school ready to open in the fall of 2022. 2219
