The photographer whose photo of an engagement in Yosemite National Park sparked a viral manhunt, says he's found the mystery couple.Matthew Dippel was getting ready to take a picture of a friend at Yosemite's Taft Point earlier this month, when he saw a man get on one knee to propose to a woman.He didn't see any other photographers around, so he snapped a picture of the moment to give to the couple.Dippel ran over to find them, but they were gone by the time he got there."I must have just ran right past their friends that they had up there with them," he said.Dippel was in the middle of a road trip, but he posted the photo on social media when he got home to Grand Rapids, Michigan on October 17.The posts were shared thousands of times by people all over the world.Charlie Bear told HLN that he and his now-fiance Melissa stumbled on the post on Instagram last week."At first, I wasn't really sure it was us to be honest," Bear said. But they compared Dippel's photo with pictures they had taken to make sure.Dippel was a little skeptical, at first, because he'd gotten tons of messages from people claiming to be the couple, so he asked them to prove it."They sent me over iPhone screen shots of some of their friends that were up on that point that day, and they are wearing the exact same thing, and the photos are timestamped on the exact same day and the same time that I was there," Dippel said. "It just perfectly matched up to Charlie and Melissa."Dippel said he's still working out the details to get them a print of the photo.Bear said that it was actually their second proposal. He'd asked in February, but wanted to something personal, that would be memorable for them.Mission accomplished."Even though this was the second time around I was just as nervous as the first time, and I was even more nervous being high up on the cliff," Bear said. "I have a fear of heights, and I kind of overcame that for her."They're now planning an April wedding in Malibu, California. 2017

The name change for Boy Scouts of America is creating a buzz online as people react the organization's recent move to become more inclusive.They will begin calling the program for ages 11 to 17 "Scouts BSA."It was a historic decision for Boy Scouts of America as they take the next step towards allowing females into all their programs with their focus on bringing families together in one spot. It's all a part of the new "Scout Me In"?recruitment campaign, uniting girls and boys of the same family with one organization."Having Johnny in Scouts and Sally in soccer or some other activities — if they can go and do things together as a family unit, that's what families are looking for from the research we have," says Chris Mehaffey, scout executive and CEO of the Mid-America Council. And so the move was made today, switching the Boy Scouts program to Scouts BSA with the hopes that the new name will make girls feel comfortable joining the program geared towards 11-18 year olds.Still Mehaffey believes the name switch won't make a huge difference in girls joining the scouts. "I think those that are interested in our program will come anyway, this just shows that we are being more inclusive to what demographics we'll be serving."As for the Girl Scouts, they're remaining focused on creating programs for girls, and only girls. "So it's not changing the way we deliver our mission and programs. We're going to continue to do what girls asked us to do and provide for their changing needs," says Melissa Breazile, marketing director of Girl Scouts of Nebraska.And if girls desire, Mehaffey says girls can choose to join both organizations. "You don't have to choose. Girl Scouts meet on different nights, Cub Scouts, Scouts BSA meet on different nights, if you're interested in both if parents will allow, do both."Now this switch only affects the Boy Scout program. Ranks like Cub Scouts and Eagle Scouts, will keep their names.While the Cub Scouts have already began to bring in girls, the organization plans to fully bring them in by February of 2019. 2115

The House of Representatives on Thursday approved a two-week extension for a government funding deadline in an effort to avert a partial government shutdown this week but setting the stage for a partial one on December 21.The stop-gap measure, which the Senate is also expected to pass, pushes the deadline for when funding will expire for several government agencies from December 7 to December 21 -- setting up a showdown over spending just days before Christmas.Lawmakers came together to pass the funding extension after the death of George H.W. Bush. On Capitol Hill, much of the week has been dedicated to paying tribute to the former President who was lying in state in the US Capitol rotunda for several days.Congressional leaders in both parties have indicated they do not want a partial shutdown, but Democrats and Republicans remain at an impasse over President Donald Trump's demand for billion for his long-promised border wall and the issue continues to be the key sticking point in negotiations."It's getting late. It's not five minutes to midnight yet but it's getting towards the end of the month," Republican Sen. Richard Shelby, the chairman of the Senate Appropriations Committee said Wednesday.Asked how two additional weeks would help lawmakers reach an agreement over wall funding, Shelby replied, "I think you could do it in 15 minutes if you could reach some sort of resolution to it. Will they, is a good question. ... I don't know if they will."A key question now is whether the President and congressional Democratic leaders can strike a deal.Senate Republicans have floated the possibility of attempting to allocate billion over the next two years. But any spending bill would need at least some Democratic votes to pass.Senate Democratic Leader Chuck Schumer has so far said that the President should either agree to enact an existing Department of Homeland Security funding bill that has bipartisan support in the Senate and would allocate .6 billion for border security or keep DHS funded for another year via a short-term spending measure known as a continuing resolution.The President has kept up the pressure over the course of the week by reiterating his call for funding for the wall. "We would save Billions of Dollars if the Democrats would give us the votes to build the Wall. Either way, people will NOT be allowed into our Country illegally!" the President tweeted on Monday.Lawmakers passed a government spending package to fund much of the government prior to the 2018 midterm elections -- so if there is any kind of a shutdown, it would not affect all of the federal government.But that doesn't mean a partial shutdown would not be disruptive. The Internal Revenue Service says its processing systems are back up and running after they went down on Tuesday, which was the filing deadline for 2018.The IRS said in a statement it has accepted more than 14 million tax submissions since processing systems reopened.The Tuesday morning system outage was caused by a hardware issue. Teams worked through the night to get the systems going again, Acting Commissioner David Kautter said. 444
