SAN DIEGO (KGTV) - The San Diego Blood Bank asked Friday for the public to donate blood over Memorial Day weekend to make sure local patients have an adequate supply.Summer can be difficult for blood centers to meet supply needs due to donors taking vacations and schools being out of session.“We’re asking our community to keep our blood supply at a safe level by donating as individuals, or hosting blood drives through local businesses, churches and schools,” said San Diego Blood Bank CEO, David Wellis. “There is no substitute for blood – donations are needed now.”   Most San Diego Blood Bank collection centers will be open Memorial Day weekend and there are perks for donors.San Diego Padres: Donate at any SDBB donor center or mobile drive between May 24 and June 4 and receive a voucher for two tickets to a future Padres game.USS Midway: Those who participate in the museum’s blood drive will receive free entrance on May 28.Just My Ticket: Attendees will receive one free ticket to the San Diego County Fair when they sign up for the Just My Ticket e-mail service between May 25 and May 31.Next Tuesday, May 29, San Diego County Credit Union will host blood drives at six local branches from 10 a.m. - 3 p.m. 1243

SAN DIEGO (KGTV) -- The San Diego Police Department says pedestrian fatalities are going up in California - so they're cracking down on drivers, pedestrians and those violating laws that pertain to motorized scooters. All of this, just as new reports show a flood of scooter-related injuries backing up local emergency rooms. Wednesday night SDPD sent out targeted patrols to downtown and Lincoln Park. Two spots where pedestrian and bike collisions have increased in the last three years. In many cases, traffic violations led to those crashes. 10News watched as officers ticketed more than 50 people, and gave out more than 20 warnings. SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. SAN DIEGO (KGTV) — There are currently 34 active COVID-19 outbreaks at skilled nursing facilities (SNFs) across San Diego County.Dr. Wilma Wooten, the county’s public health officer, said from March 25 to Aug. 18, there were hundreds of cases reported at SNFs.“We have 86 skilled nursing facilities throughout the County of San Diego. In total, there have been 788 residents, and 515 staff members with laboratory-confirmed COVID-19 and this includes 153 deaths,” she said Wednesday.It’s a trend across the country, and as the nation deals with the pandemic, SNFs are reporting financial hardships.A recent survey by the American Health Care Association and the National Center for Assisted Living of 463 nursing home providers across the nation revealed that many say they’re facing a financial crisis.More than 55% reported operating at a loss, while 72% said they won’t be able to sustain operations for another year at the current pace.The report shows that most of the financial troubles were linked to the increase in costs due to COVID-19, including additional staffing, more personal protective equipment (PPE), and testing.“It could have and should have been avoided by simply adequately staffing and having appropriate PPE,” said Mike Dark, an attorney with California Advocates for Nursing Home Reform.For decades, the nonprofit based in San Francisco has fought for rights and better conditions for long-term care residents and their families in California.“At the beginning of this pandemic, nursing homes across the country had such terrible staffing and such thin PPE simply because money wasn’t being spent where it should have been,” said Dark. “It’s really up to the regulators to understand all the different sources of profit for nursing home owners and to make sure that when they hear that there’s just not enough money to pay for staffing or PPE, they really understand where those taxpayer health subsidy dollars are going.”He said the issues have been going on long before the pandemic. To avoid a disastrous situation in the future, Dark says changes need to be made at SNFs across the country immediately.“What nursing homes need to do, is staff up, train their staff, and make sure staff are adequately paid. SAN DIEGO (KGTV) - The young woman killed while walking on Interstate 8 in the College Area Saturday was a San Diego State University Student, the Daily Aztec reported.The California Highway Patrol said the woman was on the right hand shoulder of westbound I-8 at Waring Rd. just before 8 p.m. when she was struck and killed.Officers shut down most lanes of the freeway to investigate the crash.The San Diego County Medical Examiner's Office identified the woman Monday as 20-year-old Jasmine Madarang.The Daily Aztec reported she was last seen at a Kappa Alpha tailgate party before SDSU's game against Stanford.CHP investigators are looking into the cause of Madarang's death. 706
