SAN DIEGO (KGTV) - This record hot summer was the first that San Diegans had to pay the state's new high-usage charge on their electric bills. It led to bills as high as 0, and complaints pouring into San Diego Gas and Electric. Now, the utility says the charge - meant to discourage high use - isn't working and should be eliminated."We want to move forward to eliminate this charge and help our customers," said SDG&E spokesman Wes Jones.Jones said the utility understands the frustration over summertime bills. "We think that's very important. We want to make sure they are comfortable."SGG&E now plans to ask the state Public Utilities Commission to eliminate the charge altogether."You hopefully will see a reduced shock and awe bill," Jones said.But questions remain about the proposal. The high-usage tier is just 7 cents more per kilowatt hour than the next lower tier. "To me, it feels like you're on the street in New York and someone's moving a cup around with the ball in it. You don't know where it is and what's going on," said Jeff Tarzia, a Poway resident.Tarzia began driving for Uber after his family got hit with a 0 electric bill in August."As it stands right now I think they need to go to a more simplistic layout for the billing cycle," Tarzia said,.But Jones said the plan is not cosmetic. SDG&E also wants to expand options, like qualifying customers with plans that have lower rates - like the ones for those with electric cars. SDG&E also proposes to change its scheduled cash credits to all hit in August to help with the year's most expensive months.The utility will also ask the Public Utilities Commission to review its baseline rates - which sets tiers from the coast to the mountains. SDG&E also hopes to combine summer and winter prices for a lower year round rate. SDG&E plans to submit the proposal to the commission in the coming months. SAN DIEGO (KGTV) - The woman accused of running over her neighbor during a domestic dispute in Chollas View pleaded not guilty Friday. San Diego Police said Tantrina Spencer-Simmons, 24, was beating her 8-year-old sister with a belt on the 200 block of 47th Street Wednesday. Spencer-Simmons’ 50-year-old neighbor, James Shank, tried to stop her but she put the girl in her SUV. 10News spoke to Shank's wife, Zena Salsbury at her home before the arraignment. She said the incident started when she witnessed her downstairs neighbor, Spencer-Simmons beating her little sister with a belt. As a double amputee, Salsbury could not go downstairs to stop it so she asked her husband to make sure the girl was safe. Salsbury said Spencer-Simmons hit Shank with her car and ran over him before driving away. "You can literally see as the victim is basically cast out from behind the car, the car lurches over and drives off," Erickson said. "She doesn't stop, doesn't hesitate, and literally takes off."Salsbury told 10News her husband now has a broken nose, shattered pelvis, punctured lung, and may need his arm amputated. He is still sedated, undergoing several more surgeries this week. Erickson said Spencer-Simmons turned herself in and was arrested on Market Street. Her bail was set at million. SAN DIEGO (KGTV) - The San Diego City Council voted 6-3 Monday on an option for regulating marijuana use in San Diego, now that it is legal.Council members chose between two options. The first would have allowed testing of marijuana and marijuana products in labs in industrial and commercial zones that prohibit residential use.The second option, which passed, will allow testing plus cultivation, distribution and production of marijuana with a permit. The activities will be allowed in light and heavy industrial zones.San Diego Police Chief Shelley Zimmerman urged the council to enforce option one with the strictest of controls. The Chief cited the 11 current dispensaries as a public safety concern."We've fielded 273 radio calls from those establishments so far this year, everything from violent robberies to a shooting and those calls will increase," Zimmerman said. 911
