SAN DIEGO (KGTV) - A driver says she lost control of her Honda Civic and slammed into a home in Encanto early Tuesday morning.The incident happened at around 2:45 a.m. on Otay Street, according to San Diego police.Despite the trail of destruction left behind, no one was injured.The homeowner said he heard the crash and had no idea what happened until he saw the destruction to his kitchen, with appliances pushed across the floor.Police are investigating the incident. 478
SAN DIEGO (CNS) - With coronavirus cases surging statewide and hospital beds expected to fill rapidly, Gov. Gavin Newsom said Monday a more sweeping stay-at-home order could soon be imposed in the vast majority of California in hopes of preventing the health care system from being overrun.Newsom said nine more of the state's 58 counties have been moved into the most restrictive "purple" tier of the state's COVID-19 monitoring system, meaning 51 counties are now in that tier. And those counties would be the ones likely subjected to a stay-at-home order reminiscent of the restrictions that were imposed at the onset of the pandemic, he said. All of Southern California is in the "purple" tier."The red flags are flying in terms of the trajectory in our projections of (case and hospitalization) growth," Newsom said. "... If these trends continue we're going to have to take much more dramatic, arguably drastic action, including taking a look at those purple tier counties."He said those actions include "the potential for a stay-at-home order for those regions in purple."The action follows what Newsom called an 89% increase in hospitalizations statewide over the past 14 days, and projections that the number of hospitalizations could double or triple within a month, based on the surging case numbers over the past two weeks. The state projects that 78% of hospital beds will be filled by Christmas Eve, and all currently available intensive care unit beds will be occupied by mid-December."We're now looking in real time at hospitalization numbers and ICU capacity in those regions," he said. "We are assessing this in real time over the next day or two to make determinations of deep purple moves in those purple tier status (counties) that is more equivalent, more in line with the stay-at- home order that folks were familiar with at the beginning of this year, with modifications in terms of the work that we are currently doing."Newsom noted that all hospitals have the ability to increase bed capacity, and the state has 11 surge facilities planned statewide that can add nearly 1,900 beds. But providing staffing for all of those beds could be an issue, he said.Dr. Mark Ghaly, the state's Health and Human Services Secretary, noted that since hospital numbers tend to rise about two weeks later than cases are confirmed, the impact of the infection surge over the past two weeks has not even begun to impact the already elevated hospitalization numbers.Ghaly said everything is on the table in terms of confronting the surge, including the possible stay-at-home order."Everything is on the table in considering how we effectively guide the state through this, and working with our local partners to make sure what we do is both impactful and as time-limited as possible," Ghaly said. "We know this is hard for all Californians, and (we are) making sure that we choose something that will make a difference but that we can track that difference and give people some confidence that we will only do it as long as we need to to bring the hospitals into a situation that they can handle the incoming patient numbers and provide high-quality care in a way that protects our health care workforce as well." 3227

SAN DIEGO (KGTV) -- A former associate vice chancellor for UC San Diego is suing the university for age and gender discrimination, as well as wrongful termination.Jean Ford, former Associate Vice Chancellor for UC San Diego Health Sciences Advancement, filed her lawsuit Monday against the UC Regents and Chancellor Pradeep Khosla.Ford said she “reported discrimination, harassment, retaliation and abusive conduct by Khosla and his chief of staffs (current and former) and assistant chancellor numerous times.”“No formal investigation was initiated and no meaningful action was taken to… prevent further harassment,” according to the court documents.According to her biography still on the UC San Diego website, she spearheaded the health sciences portion of the university’s campus wide campaign. Ford came to San Diego in 2015 after a decade at Columbia University Medical Center, where she most recently served as vice president for development. According to the lawsuit, Ford was recruited to work for UC San Diego. She had more than 20 years of experience in health sciences development.She said in December 2015 that working conditions began to deteriorate. The lawsuit states Khosla changed Ford’s reporting structure and wanted her to report to a male supervisor who had “significantly less experience in fundraising, management or identifying and recruiting team members.” Ford alleges that she was overlooked for promotion in favor of a younger man “who had no similar experience to [her].”The lawsuit stated Khosla was “increasingly hostile” to Ford, despite having obtained million in gifts within her first eight months of working at UC San Diego. She said that he openly questioned her salary and expressed irritation she was making so much money; however, Khosla did not make any comments to highly-compensated males.His behavior toward women was regularly displayed, according to court documents. Khosla “spoke openly and negatively about President Napolitano and made it clear that he did not answer to her.”Ford alleged he made comments about her shoes and clothing. She added that Khosla targeted multiple women over the age of 40 for discrimination and harassment. Ford ultimately expressed her concern directly to the chancellor, who later retaliated against her by “undermining [her] work, openly questioning her decisions, blocking her recruitments, refusing to approve her budget expenditures, continuously changing the Chancellor’s expectations for her, and making negative comments to her co-workers, subordinates—and even donors.” In August 2018, she was accused of ordering her assistant to take an online compliance module for her—something Ford said was not true. She was fired that month for “sharing of her password and her assistant taking the course for her, as well as less than satisfactory performance in key areas.”Team 10 reached out to officials at UC San Diego. A university spokesperson said: “UC San Diego has only recently become aware of the complaint, which has not yet been served on the University. UC San Diego and Chancellor Khosla strongly condemn all forms of intimidation, harassment and discrimination and are committed to fostering a climate that is supportive of our students, staff and faculty. The University will review the complaint and respond appropriately.”Ford’s attorney, Kristina Larsen, said the University of California has been aware of the chancellor’s treatment of women since at least 2014. SAN DIEGO (KGTV) -- 2018 was a big year for SeaWorld and new rides opening in San Diego seem to be paying off. In a new report, the company announced its first increase in attendance since 2015. A newly-released report by SeaWorld Entertainment, Inc. found that attendance increased to 22.6 million guests in 2018, up more than eight percent. According to Statista, 2018 marked the first time SeaWorld saw an increase in attendance since 2015. The report comes as SeaWorld San Diego gets ready to open another big attraction this spring. Construction on a new roller coaster, called Tidal Twister, is set to be finished in May. The coaster will feature a figure-8, horizontal design and dueling trains. Riders will be able to sit both backward and forward. SAN DIEGO (KGTV) - A billion trolley extension in San Diego just hit a roadblock that could delay the project and drive the price tag even higher.Team 10 discovered the building permit for the Nobel Drive – La Jolla Village Square parking structure was not approved. The project development is being led by the San Diego Association of Governments (SANDAG).According to a letter sent from the City of San Diego to SANDAG, "The City determined in October 2019 that a building permit cannot be issued because the plans do not comply with the California Building and Mechanical Codes."The letter stated that the design of the parking structure includes a natural ventilation system, and the Building and Mechanical Codes require a distance separation of 10 feet where no other structures can be built that would block that ventilation. It goes on to state that the Building Code requires a minimum fire separation distance to an assumed property line between buildings or a property line.According to the letter, "The City understands it is SANDAG's position that the language in the easement being acquired for the parking structure prohibiting the property owner from causing a hazardous condition to the structure or the easement is sufficient to provide the necessary fire separation. However, the City disagrees that this language expressly prohibits the property owner from building on its property within the ten-foot separation required for the parking structure to comply with the Building Code. The parking structure easement only covers the footprint of the structure, and no other building restricted easement was obtained over the ten-foot separation area. The easement language specifically states that SANDAG has the responsibility for ensuring that the structure meets applicable building codes and safety standards."In a statement to 10News, the City of San Diego Chief Building Official wrote, "The City of San Diego has continuously worked with SANDAG and provided it with several options to incorporate the required fire-separation distance into its proposed Nobel Drive Parking Garage project and achieve compliance with the Building Code. Once the project design meets the building code requirements, a building permit will be issued."On Wednesday, SANDAG's Chief of Capital Programs Jim Linthicum told 10News the disagreement has nothing to do with the ultimate engineering of the project."It has nothing to do with any of the technical, the engineering, the mechanical work inside this parking structure they've all approved that," Linthicum said. "It has to do with a long issue of a setback, and so what we've requested is let us keep on talking and figure this out, but concurrently, let's keep the construction going so that Mid-Coast [Trolley] stays on schedule and on budget."Linthicum said the City requested a setback from the parking structure. He said the two agencies disagree on what exactly the code says."While we're working through this disagreement, we've asked for kind of a conditional or temporary permit to let work continue."Here's why the parking structure is so important. Beyond the parking spots, it will house some of the signaling and communication hardware that's needed to operate the trolley.Team 10 investigator Adam Racusin asked Linthicum if this could de-rail the project."Absolutely not," Linthicum said. "What this could do is this could delay the opening, and whenever you delay the opening, whenever you delay any mega project like this, it increases cost, and I think most people would understand that. We don't want to delay the opening, and we don't want to have increased cost. We have been working great with all the partners on this project. You know, with the City of San Diego, UCSD, and Caltrans, we've been working great. This, in my view, is just a small hiccup where they don't feel comfortable issuing a temporary or conditional permit."Linthicum said while they continue talking to the City of San Diego, they want the work to keep progressing."SANDAG has the authority under our MOU, our memorandum of understand with the city, to take this on ourselves," Linthicum said. "So we're going to be going to our board of directors later this month asking for that permission to do so."Linthicum said he's confident the parking structure will be open on time in October, keeping the project on budget and on track.A spokesperson for SANDAG also sent 10News a statement that says in part, "Throughout the Mid-Coast Trolley project, SANDAG has worked diligently to ensure that all design and construction work complies with California Building Codes and other applicable regulations. SANDAG continues to work through the technical issues raised by City of San Diego with regard to the Nobel Drive Trolley Station parking structure and is optimistic that the requisite building permit will be issued to allow the timely completion of the structure. The Mid-Coast Trolley project will add 11 miles to the UC San Diego Blue Line Trolley, extending service from the Santa Fe Depot in Downtown San Diego north along the I-5 corridor to the University community.
