The website of the National Bureau of Corruption Prevention (NBCP) crashed on Tuesday, just hours after its launch, as droves of people logged on to complain about corruption among officials.The website (yfj.mos.gov.cn) was closed for most of the afternoon, Beijing Youth Daily reported.An NBCP official, who did not want to be named, confirmed the breakdown had occurred."Repairs were carried out soon after the website broke down and normal service has now been resumed, he told the Xinhua News Agency."The number of visitors was very large and beyond our expectations," he said.As of 4 pm yesterday, visitors had left 22 pages of messages in the website's guest book.While many of them referred to report specific cases of official corruption, these were redirected by the webmaster to other sites, such as that of the Ministry of Supervision.Other visitors made calls for the strengthening of the government's anti-corruption efforts, and comments about the need for special attention to be given to cases involving institutes of higher education and grassroots governments."The corruption problem in China is a fatal illness. LAS VEGAS -- Three men enslaved more than 20 members of a Chinese acrobatic team, feeding them little, paying them next to nothing to perform and confiscating their passports and visas, US authorities said. A woman who worked as an interpreter for China Star Acrobats escaped late last month and contacted authorities, the FBI said. She told police she and 20 teammates -- including five teens ages 14 to 17 -- were being held against their will. Social workers interviewed 14 of them Friday, according to a criminal complaint. "They literally hugged the investigators when they arrived," said FBI spokesman David Staretz. You Zhi Li, 38, Yang Shen, 21, and Jun Hu, 43, were arrested this week on slavery charges. A preliminary hearing was scheduled for July 13. The acrobats said Li promised them 0 (euro220) to ,600 (euro1,174) a month to perform with the China Star Acrobats, a team that traveled and performed at schools across the United States. "It's a cultural program," said Anthony Wright, Li's court-appointed defense attorney. "Chinese folks get to come over here and learn about America." Prosecutors said the acrobats were forced to stay in Li's home, where up to six lived in each bedroom. Most had been brought to Las Vegas months ago. The acrobats told authorities they were fed minimal amounts of instant noodles, rice and vegetables twice a day. They said they sometimes had to perform twice a day, were awakened early and did not get to sleep until very late. According to the complaint, Li confiscated visas and passports and told them their phone calls home would be monitored. One girl who performed as a contortionist told authorities she was being paid (euro36) a month, while a boy who said he had been traveling with the troupe for two years said he received 0 (euro73) per month. The US government should withdraw its complaint against China to the WTO over the intellectual property rights (IPR) issue, China's top IPR official reiterated on Tuesday. "The Chinese government has always been firm in protecting intellectual property rights and attained significant achievements in this respect. It's not a sensible move for the US government to file a complaint against China to the WTO," said Tian Lipu, director of the State Intellectual Property Office (SIPO). The United States filed two WTO complaints against China over copyright piracy and restrictions on the sale of US books, music, videos and movies early April. "As far as I know, negotiators from China and the US are still in the consultation stages within the WTO framework," Tian said, speaking at a seminar organized by the World Intellectual Property Organization (WIPO) and SIPO in Beijing. He said that it was still hard to predict the result of the consultation since it was the first time China had handled such a complaint. "But we will respond to it positively according to WTO rules and fight through to the end," Tian vowed. According to rules set by WTO, trade negotiators from both countries should try to resolve the dispute within a 60-day consultation period from the day the complaint was lodged. Otherwise, the United States can ask the WTO to establish investigative panels. Tian said it was unreasonable for the United States to ignore the huge progress achieved by China in IPR protection. He stressed that the amount of invention patent applications in China ranked fourth in the world last year and it increased by 28.4 percent on average between 2000 and 2006. "IPR protection is a natural option for building an innovative country. It also serves China's goal for overall development. Therefore, the Chinese government will continue its efforts to protect IPR and combat copyright piracy no matter what decisions the US makes," Tian noted.
