(CNN) -- Target's revamped loyalty program is ready for its nationwide debut.Target Circle will be available to shoppers in the United States beginning October 6. Program perks include earning 1% on Target purchases, personalized deals and early access to its sales. The launch follows an 18-month test in six cities that garnered 2 million members.The expansion of the loyalty program complements Target's branded credit card, Redcard, which only a quarter of its customers use. It also replaces Cartwheel, a separate discount program, in an attempt to offer a "more seamless, intuitive shopping experience."The program is free. Target will begin automatically enrolling members that have Target.com and Redcard accounts. To use it, customers can swipe a barcode from the Target app or provide their phone number at checkout.The company has said earlier this year that Target Circle also gives the company more data about shopping habits. For example, if Target knows a shopper frequently buys diapers and baby products, it could email the customer an offer for diapers."This will help Target build a more complete picture of shoppers," said Neil Saunders, managing director at GlobalData Retail previously told CNN Business. California ranked 38th among the 50 states and District of Columbia in 29 categories, according to the Wallet Hub study. Data considered to measure quality included graduation rate, dropout rate, math and reading test scores, Advanced Placement exam scores, student-teacher ratio, and SAT and ACT results. Safety was measured by number of school shootings, share of high school students who were armed, participating in violence, or access to illegal drugs, school safety plans, youth incarceration rates, and safety grades of roads around schools. California was 4th best for the percentage of threatened or injured high school students. The state came in last for its student-teacher ratio. Other key rankings: 44th – Math Test Scores 38th – Reading Test Scores 32nd – Median SAT Score 16th – Median ACT Score 22nd – % of Licensed/Certified Public K–12 Teachers 34th – Dropout Rate 7th – Bullying Incidence Rate Top states for education included Massachusetts, New Jersey, Connecticut, Virginia, and Vermont. (KGTV) - Chili’s is warning customers Friday about a possible payment card data breach at restaurants.The chain says malware was used to gather payment card information including credit or debit card numbers and cardholder names. Expiration dates and CVV codes on the back of cards may also have been accessed at certain Chili’s restaurants.The data were accessed between March and April of 2018, but Chili’s says a breach may have occurred on other dates.Chili’s said affected customers would have access to MyIDCare, a fraud resolution and credit monitoring service. (KGTV) - A high demand for power coupled with high temperatures led the California Independent System Operator Corporation (ISO) to issue a statewide Flex Alert Tuesday. A Flex Alert is issued when the electricity grid is “under stress” because of persistent hot temperatures, or generation or transmission outages, according to the ISO.Although San Diego remained relatively cool, with a high temperature in the 70s, other cities in California were put under heat advisories. Sacramento temperatures topped 100 degrees, while San Francisco reached the 90s. RELATED: 10News Pinpoint Weather ForecastCalifornians were asked to conserve power from 4 p.m. through 10 p.m. “Consumers can help avoid power interruptions by turning off all unnecessary lights, using major appliances before 4 p.m. and after 10 p.m., and setting air conditioners to 78 degrees or higher,” ISO officials posted online. San Diego Gas and Electric told 10News it reached out to 160 medium-to-large customers, mainly businesses, and asked them to conserve power between 6 p.m. and 8 p.m.The ISO reported energy use would reach a peak of 42,800 megawatts Tuesday evening.
