SAN DIEGO (KGTV) – Mayor Kevin Faulconer says changes are coming to the city's police department, as demands for police reform are made in cities around the nation.Faulconer says San Diego Police will develop a new de-escalation policy based on community feedback and best practices to reduce the number of use-of-force incidents. Maresa Talbert, Co-chair of San Diegans for Justice, says training could give officers a variety of tools."It can be as easy as a voice command. It can be something as simple as creating some space to really kind of calm down the situation where you're not face-to-face or where you're not arm-to-arm or touching," Talbert said.San Diego's police, like many departments around the nation, have faced increased scrutiny for use-of-force policies amid demonstrations against police brutality. In response, SDPD has banned the use of the carotid restraint technique among officers. Jack Schaeffer, President of the San Diego Police Officers Association, says the department's use-of-force policy, which includes de-escalation tactics, is regularly updated.City leaders have also responded. The Office on Race & Equity was recently created to tackle racial equity issues and City Council President Georgette Gomez has requested leaders consider a proposed ballot measure to expand police oversight this month."We heard the comments from the community. We heard the calls for reform. And I'm not waiting. We want to make lasting changes now. Not a year from now," Faulconer said of the forthcoming policy.Calls for a decrease in police spending, however, were not met. SAN DIEGO (KGTV) - Many local restaurants are having a hard time finding outdoor patio heaters.The difficulty comes as restaurant owners in San Diego County prepare to close their indoor dining areas and take operations outside when new COVID-19 related restrictions take effect Saturday. The county is moving from the state's red to the purple tier following an increase in COVID-19 cases. The purple tier has the toughest COVID-19 related rules.The owners of Sisters Pizza in Hillcrest say they own four outdoor heaters and recently purchased two more from Amazon three weeks ago, one of the last left at the time. They are due to arrive any day."We paid about four times the price of our original space heater," owner Emily Green Lake said. "Right now, the heaters are really what it's all about in keeping people wanting to come back to your spot, or that second glass of wine or that dessert, and all of those extras are what's keeping businesses afloat right now."Premier Patio Heating in Oceanside, which rents out patio heaters, is out. Eddie Essey, vice president of operations, said they have a backlog of about 200 orders from restaurants and hotels. Anyone looking to get some from them now has a six-week wait."I'm saying six weeks," Essey said. "Honestly, that's a little optimistic. Realistically, I don't expect my supply chain to be where I want it to be until March or April."He's putting new orders on a waitlist but advising the customer to keep looking and trying other suppliers."Restaurants are struggling enough as it is that I don't want them to be missing out on income on their patios every night just waiting on me to get a shipment in," he said. "Everyone needs more patio heaters. People that already have some need more, people that don't have any, need some."Many restaurants told ABC 10News off-camera that they could not find any patio heaters and are still looking. SAN DIEGO (KGTV) -- Local nurses are rallying for more protective equipment at our hospitals. 10News spoke with healthcare workers treating patients with coronavirus who say they're terrified for their own safety. ICU nurse, Michael Kennedy, describes what it's like on the front lines of Covid-19 at UCSD Medical Center in Hillcrest. "As you can imagine it is kind of chaotic," said Kennedy. "We're basically having to beg for masks."He, like many other health care workers, is raising a sobering flag, saying they do not have enough face masks to protect themselves. Kennedy says they've been instructed to wear bandanas instead. USCD nurses held a rally to fight back against the shortage Friday morning. "We’re already rationing supplies and we are not getting the kind of transparency we need from UCSD, from state and local officials about what we have."It's a problem reported nationwide. The demand for personal protective equipment is soaring past supply. Here in San Diego, 10News has covered stories of the community coming together to fix that problem by donating supplies and even sewing together homemade masks. County Supervisor Greg Cox acknowledged the problem at a press conference Thursday. "We had a problem with the N95 masks that were in short supply," said Cox. Kennedy is now hoping the problem doesn't get even worse. SAN DIEGO (KGTV) - Marine biologists and other experts are at Fiesta Island Tuesday morning to try to determine what caused the death of a large whale.The gray whale was discovered by lifeguards on the shore of Blacks Beach Monday at about 11 a.m.The dead whale was eventually towed from the Torrey Pines area to Fiesta Island, arriving at 3:30 p.m.Officials with the National Marine Fisheries were called to Fiesta Island to perform a necropsy.After Tuesday's examination, the whale is expected to be transported to the Miramar Landfill.  552
