DEL MAR, Calif. (KGTV) - Met with fierce opposition, a plan to install fencing along several miles of train tracks in Del Mar has been put on hold.The plan was put forth by the North County Transit District which operates the Breeze, Coaster and Sprinter train routes.NCTD said it had obtained grants to fund the project, with the goal of stopping people from crossing the tracks illegally. NCTD said the fence would also help prevent erosion.But at the Del Mar city council meeting Monday night, city staff announced the plan had been put on hold.“I had some specific conversations with the executive director. City staff also had some conversations,” said Dave Druker, a Del Mar city councilmember who’s also on the NCTD board.The plan had received criticism from Del Mar residents, who in letters to the council complained about the potential damage to the view as well as restricted access to the beach.City staff announced that NCTD’s executive director said the transit agency will be hiring a consultant to perform a safety study. A fence will be still considered but so will other alternatives like extra signs, public education and additional crossing points. That last point was already on the agenda. The city council voted to move forward on a 0,000 feasibility study that would look at four new crossing points and beach access trails.The crossings would still be a short-term solution. SANDAG has approved a plan to move the tracks off the bluff, which in addition to safety concerns also faces worsening erosion. It’s part of their 2050 plan and is estimated to cost 2 to 3 billion dollars. But so far, the money has not been secured. 1665

DENVER - A Colorado gun store owner who appeared on the reality TV show 'American Guns' on Discovery Channel has been sentenced to 6.5 years in prison for tax fraud and dealing without a license.Richard Wyatt, 54, was sentenced to 78 months on Thursday.Wyatt operated the Gunsmoke gun shop in Wheat Ridge, Colorado. He was convicted last year on 10 counts, including not reporting income to the IRS.According to court records, Wyatt surrendered his federal firearms license in 2012 for unspecified violations but continued to sell guns from his store by working with another gun shop that had a license. Prosecutors said Wyatt entered sales from his store into the computer system as "miscellaneous" instead of gun sales and had customers go to the other store to fill out the background check paperwork.The court found that a total of 490 guns were involved in Wyatt's illegal operation, all of which the court ordered forfeited. 938

David Katz, the shooter who killed two people and wounded 10 others before taking his own life at an e-sports tournament in Jacksonville, Florida, on Sunday, was in treatment for psychiatric issues at least as early as the age of 12, according to family divorce records.Katz, who was 24, was prescribed a number of psychiatric medications, including an antipsychotic, and saw "a succession of psychiatrists," according to a 2006 letter from the father's attorney. A separate 2006 court filing states that a therapist said David had experienced a "psychiatric crisis."CNN also obtained police records that show 26 calls for service to the police from the Katz family home in Columbia, Maryland, from 1993 to 2009, for issues ranging from "mental illness" to domestic disputes. At least two of those calls involved Katz arguing with his mother, though none of the reports provided to CNN show any physical violence. The Howard County Police Department declined to release the reports from a number of the incidents, citing statutory restrictions.Since Sunday's shooting, the family has told investigators that David Katz suffered from mental health issues, according to a law enforcement source who described the family as being very cooperative with investigators.
