PITTSBURGH - A US Postal Service employee is on leave after bags of undelivered mail were found on the side of the street for trash pick-up outside a home near Pittsburgh, Pennsylvania, according to multiple reports.Several bags were reported to the US Postal Service Office of Inspector General Sunday and they are investigating.An agent with the USPS OIG says the bags contained a variety of mail.“USPS OIG Special Agents recovered several different classes of mail, including business mail, flats, and small amount of first class mail. We expect to perform a piece count of the mail today, and make arrangements to have the mail delivered to customers as soon as feasible,” Special Agent Scott Balfour said in a statement released Tuesday.“Once USPS OIG special agents conclude their investigation, the case will be presented for federal prosecution to the U.S. Attorney’s Office.”A post office employee is on leave without pay in connection with this investigation.This is the second time in just the last week a mail person is under investigation for allegedly not delivering mail.According to WPXI, the other incident was caught on surveillance camera, showing a postal carrier dumping mail inside a garbage can. Agents say a ballot application and political advertisements were found.Balfour noted that the Postal Service has 630,000 employees and the majority are "hard-working, trustworthy individuals" who work around the clock to deliver the country’s mail. PITTSBURGH, Pa. - The University of Pittsburgh announced on Sunday that they'd issued a shelter-in-place order for students on its Pittsburgh campus due to a spike in positive COVID-19 cases on campus.The order, which was initially scheduled for Thursday, was moved up and went into effect at 12:01 a.m. on Monday."This action is being taken to respond to a significant increase in positive cases among students over the weekend," university officials said in a statement. "There have been at least 40 confirmed cases since Friday, which we suspect are linked to gatherings that took place over the Halloween weekend." 626

p.p1 {margin: 0.0px 0.0px 0.0px 0.0px; font: 14.0px Helvetica}span.s1 {font-kerning: none}San Diego law enforcement officers are tapping into a nationwide database that uses a bullet's ‘fingerprint' to track crimes.The distinct markings left on a shell casing after it's fired provide an image that can be traced back to the gun from which the bullet was shot.There's an Alcohol, Tobacco, Firearms and Explosives technology called National Integrated Ballistic Information Network, or NIBIN.The national digital database houses 3.3 million images of casings left at crime scenes all over the country.San Diego County, state and federal agencies can enter a casing and find out within 24 hours if there's a match in the system."We're catching the fingerprint from the firearm," said ATF Intelligence Specialist Tom Chimileski.If they get a hit, those identical spent shell casings have linked two different crimes to the same gun.ATF Special Agent Jeff Rice, who works with local police and Sheriff's units in San Diego County, calls the sharing of ballistic information "a game changer."Rice works with Escondido Police Gang Unit Detective Nicholas Rodelo on gun crime cases. They took 10News Anchor Kimberly Hunt to the scene of a March 2016 murder case in Escondido.Surveillance video caught the car in an alley off Escondido Blvd. creeping toward the street, as the shooter stalked a rival gang member.After the shooter got out of his car and gunned down the man in the middle of a busy street, there were 12 shell casings left at the scene.The casings were collected and put into the NIBIN system.In the 24-hour window before the digital search could reveal a lead, the pair got a tip on where the gun could be. They recovered it and found the serial number was obliterated.Rice and Rodelo went to San Diego Sheriff's Department Criminologist Scott Hoopes for his expertise in serial restoration.Hoopes told 10News the metal underneath the serial number still reacts to certain acids. Even though it's completely smooth on the surface, Hoopes can sometimes manipulate the acid reactions and bring the number back. That's what Hoopes did with the gun.These technologies are putting a bull's eye on the bad guys. The NIBIN system's images have led to 110,000 hits giving investigators a wealth of knowledge from seemingly unrelated crimes, sometimes from the other side of the country, now connected by a firearm."Jurisdictions can't talk to each other but within our NIBIN system we're able to figure that out," said ATF Special Agent Jeff Rice.These hits allow investigators to get surveillance video, the makes of cars, license plates, or other pieces of evidence from one scene and use it in the other cases involving that same gun.That gets law enforcement much closer to finding the shooter and making the arrest.  See Kimberly Hunt's full report: 2873

PASCO COUNTY, Fla. — A Pasco, Fla. woman was arrested after deputies say she was passed out drunk at the wheel of a parked car with a 5-year-old child in the back seat.20-year-old Sarah Nisse was found after the girl answered a phone call from her father.He called the 5-year-old via FaceTime and was able to see where the vehicle was parked.He found the car at 2509 Success Dr. and immediately removed his daughter from the vehicle and called 911.Fire rescue arrived and tried to administer aid to Nisse. She didn't say anything but raised a middle finger at them. When deputies arrived, Nisse appeared to be 'heavily intoxicated' and was taken to the Medical Center of Trinity.She blew a .276 and .272 three hours after the incident.Deputies say that without proper supervision, the 5-year-old was at risk of possible injury or death due to a large pond being next to where the car was parked, as well as due to the fact that Nisse was driving while under the influence.She was arrested for child neglect, violation of probation and DUI. She was on probation for willful child neglect in reference to a case in 2015 where she had sexual intercourse with a 15-year-old juvenile. 1187

Police detectives are investigating the circumstances surrounding the death of a skydiver in Zephyrhills, Florida.Management at Skydive City told Tampa-based WFTS, the skydiver was experienced and had a properly working parachute and reserve parachute. "(The skydiver) hit the ground at full speed and were killed on impact, instantly," said General Manager TK Hayes. Hayes said neither the main parachute or reserve were pulled. It was the second to last jump of the night. The skydiver broke away from a group dive, landing at the edge of the 100-acre property. "It's definitely a mystery," said Hayes. "We've had a preliminary investigation with the detectives out there and looked at the equipment, we can't see anything particularly wrong with it."Hayes said the skydiver was not using an automatic activation device, which deploys the parachute at 700 feet if still in free-fall. That piece of equipment is not required for licensed skydivers. "It's just a sad day for the community, there's nothing we can do about that now that that's happened other than hopefully we learned something from it," he said. Skydive City sees about 70,000 jumps per year. According to Hayes, it has been a couple years since they've experienced a fatal jump. At this time, police have not released the skydiver's name, pending next of kin notification.  1424
