The only thing that scares salon owner Shelly Albro more than the empty chairs inside her Portsmouth, New Hampshire barbershop is the silence that has consumed this place recently.Having lost 30 percent of her business because of COVID-19, Albro found herself in the same position as thousands of other small business owners across the country, desperate for new streams of revenue, while at the same time, having to keep her customers and staff safe.“I just knew that if I didn’t get creative we weren’t going to make any money,” she said. “Business was down.”Albro owns Gents Barbershop, which she recently opened.On a particularly depressing day during the shutdown, she had been searching through old photos when she stumbled upon an old black and white picture from the 1918 Spanish Flu pandemic. A few barbers stood wearing masks as they cut clients' hair, but instead of cutting hair inside a building, the barbers were standing out on the sidewalk in front of their store.She had found her solution.“When I saw this picture I was like, ‘I gotta do this outside!’ For those who are like me who are nervous to go inside,” she said.Unsure of how the idea would go over with customers, Albro first started cutting hair outside on her days off. Her schedule quickly booked up, as this upbeat stylist with a slight New England accent realized she’d struck a chord with her customers who were still too nervous to get their haircut inside a barbershop during COVID-19.And for Albro, who suffers from an autoimmune disease herself, the whole thing is personal.“There are a lot of people who have anxiety about coming inside a building. It doesn’t matter how much we clean or sanitize; they’re feeling anxious about coming inside,” she said. “Because I’m high risk, I get why people are reluctant.”Gents Barbershop isn't alone in moving hair cutting services outside. Back in July, California moved all salons outdoors to deal with a sudden spike in cases.Beth Milito with the National Federation of Independent Businesses is telling small business owners to follow Albro’s lead.“It’s been much more challenging than people anticipated back in March,” Milito explained.As small business owners continue to navigate an economic recession, Milito says that creativity and ingenuity are keys to a successful rebound, especially when more than 100,000 small businesses have already closed since March.“Looking at this as a long-term investment, something you can see into the future,” she added.As for Albro, she knows that like a good haircut this trend may fade away, but for now, she’s just trying to make a much deeper impression.“I just want to help,” she said. 2669

The most dangerous place for women is the home, according to a new UN study.Out of an estimated 87,000 women killed last year, some 50,000 -- or 58% -- were killed by partners or family members, according to the 2018 report on gender-related killing of women and girls by the United Nations Office on Drugs and Crime (UNODC).More than a third of the women intentionally killed in 2017 were killed by a current or former partner, and 137 women are killed by family members every day, it said.While the majority of intentional homicide victims are male and killed by strangers, women are far more likely to die at the hands of someone they know, the study showed.UNODC Executive Director Yury Fedotov said women "continue to pay the highest price as a result of gender inequality, discrimination and negative stereotypes" and that gender-based homicide is a "lethal act on a continuum of gender-based discrimination and abuse."The study, released on the International Day for the Elimination of Violence Against Women on November 25, looked at homicide data related to gender violence and "femicide," a term understood as a gender-based hate crime perpetrated by men.Globally, Asia was the region with the highest number of women killed by partners or family members last year, at 20,000, followed by Africa (19,000), the Americas (8,000), Europe (3,000) and Oceania (300).However, rates were higher in Africa and the Americas, meaning women faced the greatest risk of being killed by partners or family members in these regions.In Africa, these homicides accounted for 3.1 victims per 100,000 of the female population and in the Americas, the rate was 1.6 victims per 100,000 of the female population -- compared with 0.9 per 100,000 in Asia.Europe showed the lowest rate of gender-based homicide, with 0.7 victims per 100,000 of the female population.While countries have taken various steps to address violence against women and gender-related killings -- including the adoption of special units and more training in the criminal justice system -- the report said there is no sign of a fall in the number of gender-related killings of women and girls worldwide.The total number of female homicide victims appears to have increased since 2012, it said, when the number of women killed by partners or family members was estimated at 48,000 -- or 47% of all female homicide victims.The new study has called for a series of measures to combat the global problem, including coordination between police, the criminal justice system, health and social services, and involving men more in addressing the problem."In order to prevent and tackle gender-related killing of women and girls, men need to be involved in efforts to combat intimate partner violence/family-related homicide and in changing cultural norms that move away from violent masculinity and gender stereotypes," it said. 2892

The Manhattan Beach City Council got an earful from a handful of angry residents who want the owner of a pink house covered with two giant emojis to remove them.They say the bizarre paint job is a public nuisance and worry that it will bring down property values.The homeowners claim the house on 39th Street near Highland Avenue was painted hot pink and decorated with the two eye-popping emojis — one with a zipped lip, the other with googly eyes and its sticking tongue out — after the owner, Kathryn Kidd, was fined ,000. The National Weather Service is testing a new type of winter weather warning beginning in early January.Snow squall warnings will be tested in seven different areas across the country to warn people of white-out conditions from heavy, blowing snow.Snow squall warnings will be issued when short-lived winter storms are capable of causing visibility to drop under a quarter mile and subfreezing road temperatures allow snow to build up rapidly, causing dangerous, life-threatening travel.The National Weather Service currently issues watches and warnings for snow storms that are expected to last for a day or more, but these new warnings will get issued for short-lived storms that are expected to last for an hour or less.The new warnings would work similar to how severe thunderstorm warnings currently work. A polygon would be drawn across the region to where heavy, blowing snow was moving.These new warnings are going to be tested in the following cities and surrounding areas beginning this winter:?
