Cycling legend Lance Armstrong will pay the United States million for using performance-enhancing drugs while the US Postal Service was paying millions to sponsor his team, according to the US Department of Justice.The lawsuit accused Armstrong of violating his contract with the US Postal Service and committing fraud by misleading the USPS and the public when he denied using performance-enhancing drugs, known as PEDs, according to the release from the Justice Department.Armstrong's denial influenced the USPS decision to continue sponsoring the team in 2000, the Justice Department said. He was stripped of his accolades and banned from competition.The original complaint was filed in June 2010 by Armstrong's former teammate, Floyd Landis. He admitted that he'd used PEDs as part of the team and filed his complaint under the False Claims Act -- otherwise known as the whistleblower law, which allows private citizens to file lawsuits on behalf of the government if they know the government is being defrauded.The complaint was filed under a certain provision that will allow him to share in the money recovered by the government, the release said. CORONADO, Calif. (KGTV) -- A celebration of life was held in Coronado Thursday night for Nicole Quitasol, the San Diego woman killed in a boat fire off Santa Cruz Island. The event was held at Nicky Rottens, and restaurant officials said the celebration of life was also to help the fundraising efforts to support Quitasol’s family. Quitasol was on the dive trip with four family members, her coworkers posted on Facebook. Cleveland police have issued an arrest warrant for 39-year-old William Hanlan, who they believe is behind the death of 24-year-old Nicholas Russell.Russell died last month after he was shot outside Mandy's Lounge, on Cleveland's west side. Police said Russell was playing pool at the sports bar when a man walked up and asked to join. There was an argument and the men stepped outside.Moments later, Russell was shot in the chest. Police said he was shot at point-blank range. He was taken to the hospital but died eight days later.Police believe Hanlan pulled the trigger.He is wanted on aggravated murder charges in Russell's death, a felony of the first degree.According to the arrest warrant, police believe Hanlan planned Russell's death prior to coming to the bar.Hanlan has a lengthy criminal past dating back to the late 1990s, but all of his offenses are either traffic violations or misdemeanor charges.    964

CLARENCE STRAIT, Alaska -- A deer is back on dry land, thanks to the U.S. Coast Guard in Alaska.A crew was patrolling the Clarence Strait, off Alaska’s southern coast, when they spotted a deer in the water.The animal was caught in a current and struggling in the 49 degree water.The Coast Guard crew slowed their boat and got close enough the deer could swim up to them. They pulled the animal onboard and brought it back to dry land to be released. 457
