SAN DIEGO (KGTV) — Smugglers from Mexico have reportedly been able to breach recently constructed sections of the border wall, according to a report from The Washington Post. Smugglers breached the wall's bollard steel and concrete sections using reciprocating saws, allowing drugs and people to pass through from Mexico, the Post reported, citing U.S. agents and officials. The exact locations of the damaged wall were not indicated.10News reached out to U.S. Customs and Border Protection Saturday. The President went on to say at the time, "if you think you're going to cut it with a blow torch, that doesn't work because you hit concrete. And then if you think you're going to go through the concrete that doesn't work because we have very powerful rebar inside."The new 14-mile stretch of bollard fencing was completed in August, running from Otay Mountain to San Diego's coastline. CBP Commissioner Mark Morgan also said this week that border apprehensions were up 88% from Oct. 1, 2018, to Sept. 30, 2019.An administration official told the Post that the number of these breaches have totaled "a few instances," and echoed border agents' sentiments that the wall "significantly increased security and deterrence" in the San Diego and El Centro areas.The Washington Post reports that smugglers have cut through areas, then replaced the bollard in its original position or used putty to make it appear fixed in order to continue using the opening.RELATED: US border agents dealing with rise of 'fake families'Though agents can repair the damage by welding the bollard wall, they say smugglers can return to the same spot because the metal and concrete are now weakened, the Post said.The Post says that some of the damage has occurred in areas where electronic sensors to detect sawing vibrations have yet to be installed.Makeshift ladders have also been used to climb the barrier into the San Diego area, using hooks and rope ladders to climb down on the U.S. side of the border, the Post adds. 2675

SAN DIEGO (KGTV) - San Diego State University students can earn extra credit in a sociology class if they take a quiz calculating their "white privilege."Professor Dae Elliott is the purveyor of the 20-question quiz that urges students to evaluate situations and determine if their skin color has benefitted them in some way.Featuring scenarios like: “I can be late to a meeting without having the lateness reflect on my race,” and, “I can choose blemish or bandages in flesh color and have them more or less match my skin,” the quiz ranks a person’s privilege by tallying up the points they get for each question.In short, the higher one’s score, the higher their privilege.“I basically made it clear there’s a variety of privileges,” said Elliott, “we all have certain privileges.”Students of all ethnicities can take the quiz and can earn the same extra credit regardless of their white privilege score, according to Elliott.SDSU College Republicans president Brandon Jones says the quiz is racially divisive and his friends in Elliott’s class feel like they are being singled out.“I think what she was trying to do is racially bring people together,” said Jones, “but instead she’s excluding a whole group of people on campus.”Elliott says the evaluation is not about color, but a way in which everyone can understand each other better.“We need to listen to each other,” said Elliott, “give each other the same respect we give our own subjectivity.”Click here to see the quiz 10News obtained from a student in the class. 1557

SAN DIEGO (KGTV) - San Diego Police released a composite sketch Wednesday in the search for a man who carjacked a woman at Fashion Valley Mall. The 57-year-old victim was walking to her car in the west parking lot near JCPenney Monday at 1:45 p.m. when the man approached her from behind, police said. The man put a knife to the woman’s neck and demanded her car keys and wallet. Officers said she turned over the items, at which point the man got into her 2017 white Nissan Sentra and drove away. The Sentra was later recovered, according to police. SAN DIEGO (KGTV) -- Students and staff at Morse High School may have been exposed to tuberculosis, according to the San Diego County Health and Human Services Agency. According to the agency, the periods of exposure were from June 17 to July 26 during summer school, then again from August 26 to September 10. Health officials and the San Diego Unified School District are working to notify those who may have been exposed. Testing will be provided on September 24 from 8 a.m. to 2:30 p.m. at Morse High School for students identified as potentially exposed. The district is providing testing to staff who may have been exposed. Tuberculosis is transmitted from person to person through indoor air during prolonged contact with someone who is infected. “It is important that we identify those who have had prolonged close contact in an enclosed space with the TB case and test them since the initial infection usually has no symptoms,” said Wilma Wooten, M.D., M.P.H., County public health officer. “Early diagnosis and prompt treatment can prevent the infectious form of the disease.”Symptoms of TB include persistent cough, fever, night sweats and unexplained weight loss. SAN DIEGO (KGTV) – San Diego State University kicked off its 2020-21 school year Monday with almost all classes online in an attempt to keep students safe and prevent the spread of the coronavirus.While most classes are virtual this fall semester, there are many students who are still living on campus or having to go to school for other matters.Normally, SDSU would have about 7,500 students living on campus. As of the start of this school year, that number is down to 2,600.In addition to the lower number of students living on campus, the university created strict rules for moving in and having guests.The school is trying a positive messaging approach and hoping they can avoid outbreaks similar to what has happened at other colleges in the U.S.ABC 10News learned one SDSU student tested positive for the virus last week and is in self isolation.SDSU fraternities have imposed their own ban on social events this fall, and all recruitment events will be virtual with no in-person interaction.Fall sports have also been postponed due to the pandemic.The university is not testing students who arrive on campus, but testing is available on site.If students test positive or are exposed to COVID-19, SDSU has a detailed isolation and quarantine plan in place.As if having to deal with the pandemic wasn’t enough for SDSU -- students ABC 10News talked to weren't aware of the nationwide Zoom outages Monday, as classes were just beginning, and the school did not immediately responded as to whether the issues affected any of the first day's classes. 1562
