(KGTV) — California State University's Board of Trustees voted Wednesday to make ethnic studies a graduation requirement.The vote will modify the university's general education requirements to include a course addressing ethnic studies and social justice, according to the college system. The one-course requirement will be implemented in the 2023-24 school year to allow time for faculty to develop plans and coursework."Our goal is for CSU students, from every major and in every workplace, to be leaders in creating a more just and equitable society," said CSU Chancellor Timothy White. "This action, by the CSU and for the CSU, lifts Ethnic Studies to a place of prominence in our curriculum, connects it with the voices and perspectives of other historically oppressed groups, and advances the field by applying the lens of social justice. It will empower our students to meet this moment in our nation’s history, giving them the knowledge, broad perspectives and skills needed to solve society’s most pressing problems. SAN DIEGO (CNS and KGTV) - A San Diego County Superior Court judge ruled Monday in favor of conditional release for a sexually violent predator known as the "Bolder than Most'' rapist.Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Some of those who were in the courtroom when the decision was announced were visibly upset, 10News reporter Jon Horn said. One person yelled, others were in tears.Last fall, Gill ordered that Quarles be released, a decision that prosecutors, along with county Supervisor Dianne Jacob, requested Gill reconsider. Since that time, the agreement to rent the residence in Jacumba Hot Springs has fallen through, and Gill allowed for further argument toward a possible reconsideration of his decision to release Quarles. Gill heard testimony during a closed-door evidentiary hearing last week, which was kept under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports. Quarles' victims and their supporters have argued against the order to keep the hearings private, including by staging a protest on the steps of the downtown San Diego courthouse where the hearings were held. Quarles was dubbed the "Bolder than Most'' rapist because of the way he attacked his victims, at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. He pleaded guilty in 1989 to committing more than a dozen sexual assaults in the mid-to-late 1980s and was sentenced to 50 years in prison.Prior to Quarles' release from prison, the District Attorney's Office filed a petition to have him civilly committed as a sexually violent predator. In 2014, Quarles was committed to the Department of State Hospitals to undergo sex offender treatment. In September 2016, Quarles petitioned the court to be granted release through the Conditional Release Program for sex offenders.Quarles will return to the hospital where he has been held until it's determined where he will be placed. SAN DIEGO (AP) -- Smoke from the fire that ravaged a Navy warship in San Diego Bay contained elevated levels of toxins, but air-quality authorities say area residents have little to fear.The San Diego Union-Tribune says the local Air Pollution Control District found smoke from the USS Bonhomme Richard contained a dozen potentially harmful substances but they were at levels for which there are no known great health risks.The district issued the Navy a notice of violation for creating a public nuisance and contaminating the air.The Navy has yet to say whether the vessel will be repaired. 600

(KGTV) -- A mother of three, nearly killed when a great white shark bit her in April, is paying it forward after countless people donated tens of thousands of dollars to help with her medical bill and living expenses while she recovers.Leeanne Ericson of Vista was the guest bartender Monday evening at Cassano’s in San Clemente.It was originally a fundraiser for Ericson. She decided to give the night’s donations to the Torrey Pines Surf Ministry which takes Wounded Warriors, and others with physical disabilities, surfing.Ericson lost much of her right thigh when the shark bit her April 29.“Leeanne was out swimming while I surfed, and a great white, mistaken identity, though she was a sea lion and took her instead,” her boyfriend Dusty Phillips said.Related:  801
