SAN DIEGO (KGTV) — No charges will be filed in connection to eight officer-involved shootings and four in-custody deaths in San Diego County, District Attorney Summer Stephan announced Friday.Stephan announced the decisions after her office's review of the lethal force incidents involving Kristopher Birtcher, Guillermo Corrales, Javier Gomez, James Lacy, Oscar Leal, Alexander Ochoa, Osbaldo Ramirez, Paul Rivera, Jason Santana, Paul Silva, Jason Trujillo and Robert Westbrook.The cases involve authorities under San Diego County Sheriff's, San Diego Police, and Oceanside Police departments.The D.A. ruled that officers acted reasonably under the circumstances and officers faced no criminal liability for their actions.Watch Stephan's press conference live on Facebook (Warning: Graphic footage): 808

SAN DIEGO (KGTV) — One person was killed after a vehicle drove off the State Route 54 connector to northbound Interstate 5 in the South Bay.The crash was reported just after 3 p.m., according to the California Highway Patrol. It wasn't immediately clear what prompted the vehicle to drive off the freeway connector.At least one person was killed in the crash. According to Sharp Grossmont Hospital, the flowers were cut fresh from the hospital’s gardens and delivered to the 24 women who became mothers Sunday. The program, called “This Bud’s for You” is now in its 11th year. According to the hospital, the program was initiated by landscapers to cheer patients up. SAN DIEGO (KGTV) — New data released by the San Diego County Office of Education show three-fourths of all K-12 students in the County are now studying online and experts believe that number will increase by the start of the new year.Poway parent, Caroline Epps, told her three children recently that they would be going back to virtual learning."I could tell they were disappointed," Epps said. "It's been nice having them there even though it's been such a short time. It's going to be a little difficult having them at home the whole day again."Poway Unified is one of the few school districts that are still offering modified in-person instruction, only to elementary students. But earlier this week, the district announced they would be recommending all students to revert to distance learning after winter break."My oldest will have the most difficult time with that because her assignments are more complex," Epps said.The decision comes after another surge in COVID-19 cases. Bob Mueller with the County Office of Education says 75% of K-12 students are now learning remotely, up from 68% last month."We are seeing the impact of gatherings for Thanksgiving," Mueller said. "It's likely that we will see the surge deepen for a time as we feel the impact of gatherings for the December holidays."School staff getting sick or having to quarantine are resulting in a serious staffing shortage."We are seeing unprecedented demand for substitutes," Mueller said. We need more people to work in those roles than we've ever needed before."Epps says while it is not ideal, she understands the situation. So she and her children will have to adapt and overcome."I don't think anyone wants the school year to be the way it has been," Epps said. "I feel like we have to take it with a grain of salt and just not get too worked up and not too stressed out about it."Poway Unified School District plans to return to on-campus learning by January 19, 2021. 1957

  

SAN DIEGO (KGTV) -- Police arrested a man they say reportedly stole cell phones and other items from people at SDSU.Anthony Joseph Green was arrested Wednesday on the 6000 block of Lindo Paseo for charges related to burglary and theft in the College Area.According to the victims, Green inquired about cell phones and other items through an app called OfferUp, as well as other online sales apps.RELATED: Aztec students robbed near campus, police search for suspectsGreen is then accused of meeting with victims on campus, stealing the items, then running away without giving the victims cash.According to campus police, all the victims were identified as non-students. 682
