SAN DIEGO (KGTV) - The man responsible for a fatal drunk driving crash nearly two years ago was sentenced to more than three decades in prison Friday. San Diego Superior Court Judge Joan Weber handed Jeffrey Levi a sentence of 30 years to life in prison, plus an additional four years for the crash that killed 19-year-old Isaac Felix and 33-year-old Jesus Dominguez. “I do want to remind you Mr. Levi, because I know that you’re going to be living with that for the rest of your life, that you killed these two young people and burned them to death, you permanently maimed another young woman, and injured an officer,” said Weber. “By my count, you made four fatal decisions on that night."In January 2018, Levi got behind the wheel of his Mustang while drunk and drove more than 100 miles per hour on Interstate 15. RELATED: 2 dead in fiery crash on I-15 in Scripps RanchHis car slammed into a Toyota Corolla carrying Felix, Jesus Dominguez, and Giovanna Dominguez. The Corolla was disabled in the freeway lanes, then hit by an SUV driven by an off-duty San Diego Police sergeant. The sedan burst into flames, killing Felix and Jesus Dominguez. Giovanna was severely injured but rescued by Good Samaritans. Sgt. Raymond Rowe was also injured. Levi fled the scene, completely uninjured. He was later found and arrested. “I made very serious mistakes with detrimental consequences; I relapsed,” said Levi after explaining his attempt at rehab for his alcoholism. “I think of Jesus, Isaac, Giovanna and their friends and families every day. I wish that I could do or say something to change what happened, but I can’t and I have to live with that forever.” In August, a jury found Levi guilty of second-degree murder, hit and run, drunk driving, and gross vehicular manslaughter while intoxicated. He also has a prior DUI conviction from 2007. The victims’ families have also filed a civil lawsuit against Levi, the City of San Diego and Sgt. Rowe. That case is pending. 1977

SAN DIEGO (KGTV) - Surveillance video from a Clairemont church shows a woman with a gun in one hand and her baby in the other, prosecutors said.The video was played in court Friday as the preliminary hearing started for Anna Conkey.Conkey is accused of walking into Sunday services at Church Tsidkenu in April and making threats while holding her 10-month-old son.Pastor Benjamin Wisan testified Conkey pointed the gun at parishioners and her own baby. Wisan was on stage and tried to calm everyone by telling them the weapon was a Taser. A 911 call prosecutors say Conkey made to report herself was played for the jury."Hi, yes, there's a woman at a church and she's saying she's going to blow up the foundation of the church,” said the person in the 911 call. Police later determined the weapon was not loaded. Wisan said Conkey had disrupted services weeks before the incident. He had tried to set up a meeting with her but it did not happen. Conkey pleaded not guilty to several felony counts including child abuse, making criminal threats, and a false report of a bomb. A judge will determined if the case will go to trial. 1312

The DMV is also recommending that state law enforcement be flexible when reviewing driver license or identification and vehicle registration. The DMV said it may choose to waive registration penalties, as well.California's DMV offices are open amid several closures around the state due to the coronavirus, but are working to increase access to services outside the office. 2082

  

SAN DIEGO (KGTV) -- The City of San Diego is paying out 5,000 after a violent police dog takedown.The man in a viral video sued the police department for excessive force.10News found out that this isn’t the first time the use of a police dog has been questioned.TIMELINE: San Diego K-9 bitesThe San Diego Police department has relied more on the K-9 unit in the last several years. Police say stats show a sharp increase in the number of times a police dog was deployed and someone was bitten from 2013 to 2016.There were also more dogs and handlers employed within that same three-year time period.Police say that has changed this year. Lt. Scott Wahl says the K-9 units have been to more than 12,000 calls resulting in only 37 bites.One of the more recent bites took place in October. In that incident, the K-9 put an end to a police chase in South Bay.Currently, there are 33 dogs and handlers. The dogs go through an initial 10-week training program followed by four hours of maintenance training a week and 15 minutes of obedience work every day. 1067
