SAN DIEGO (CNS) - Warning that the change would pose serious threats to public health and safety, the San Diego County Police Chiefs' and Sheriff's Association Monday announced its opposition to a state bill that proposes extending California's daily alcohol sales cutoff time from 2 a.m. to 4 a.m.Chula Vista Police Chief Roxana Kennedy, vice president of the law enforcement group, asserted that Senate Bill 58 -- which calls for allowing bars in 10 cities throughout the state to keep serving drinks for an extra two hours a day as part of a pilot project -- would have negative effects on communities ``that are within driving distance of the cities where the bars (would) stay open later.''``Extending alcohol sales means more drunk drivers during early-morning commutes, more DUI crashes, more injuries and more deaths,'' Kennedy said, adding that the change would ``impact our ability to respond quickly to other emergencies.''Under SB 58, bars in Cathedral City, Coachella, Fresno, Long Beach, Los Angeles, Oakland, Palm Springs, Sacramento, San Francisco and West Hollywood would be cleared to remain open two hours longer each night.The change would affect more than three-quarters of the state's population, according to a letter sent from the police association to the author of the bill, Sen. Scott Weiner, D-San Francisco.Weiner introduced the proposed legislation in December, three months after outgoing Gov. Jerry Brown vetoed a similar bill.Proponents contend that the change would be an economic boon for areas with vibrant night-life scenes and high tourism levels.Alcohol-related problems cost California more than billion annually, including expenses related to public safety, crime, street collisions, injuries and illnesses, the San Diego-area law enforcement agency stated, citing studies by the nonprofit Pacific Institute for Research and Evaluation.That fiscal hit would increase dramatically under the proposed extended alcohol-sales hours, resulting in an estimated 230 percent increase in fatalities and a 179 percent increase in injury traffic crashes, according to the association. 2126

SAN DIEGO (KGTV) -- A fire ripped through a Lakeside strip mall late Tuesday evening, but no injuries were reported.The fire broke out just after 11 p.m. in the 9700 block of Winter Gardens Blvd, near Woodside avenue.When firefighters arrived on scene the blaze spread to several businesses. Most of the damage was to the outside of the buildings but thick black smoke did get inside.By 11:30 p.m., the flames were knocked downNo injuries were immediately reported.The cause of the fire is under investigation. 518

SAN DIEGO (KGTV) -- A famous San Diego bike trail is open just in time for July 4. Wednesday, SANDAG opened a one-mile stretch of the newly-relocated and upgraded Rose Canyon Bike Path. The path is a segment of the Coastal Rail Trail that stretches along Interstate 5 from north Santa Fe Street to just north of State Route 52. SANDAG says the path will eventually connect to the future 44-mile Coastal Rail Trail, which will extend from Oceanside to Downtown San Diego. According to the agency, the Rose Canyon Bike Path is part of a Complete Corridor, running along the future Mid-Coast Trolley light rail line. 622

SAN DIEGO (KGTV) -- A Barrio Logan business is on a mission to help students become the first in their family to go to college. Called the Barrio Logan College Institute, the business helps kids learn how to get into college. The program began in 1996 and helps students from third grade all the way through college. So far, 204 students have participated in the program. The programs offered are free, but parents are required to donate their time. The business began out of the need to help students in underserved communities. According to the institute, only three percent of adults age 25 and older in Barrio Logan have a bachelor’s degree. The institute also says only 38 percent of those 25 and older in the community have a high school diploma. Through the institute, many students have been able to go on to attend college. 88 percent of students who have gone through the Barrio Logan College Institute’s College Success Program remain in college working toward a degree. For now, the institute is focused on moving to a new location within the Barrio Logan Community, so far raising .1 million of the needed .5 million to buy the building. SAN DIEGO (KGTV) - A former Border Patrol agent was sentenced Wednesday for trying to smuggle drugs across the U.S.-Mexico border while on duty in 2016.Noe Lopez, 37, of Chula Vista, was sentenced to 70 months in prison for attempting to smuggle methamphetamine and cocaine in exchange for cash. He pled guilty to the charges in June 2017.Investigators say the former Border Patrol agent agreed to pick up backpacks containing the drugs from the north side of the border while on duty. Undercover DEA agents used substances resembling drugs in the backpack drops.RELATED: Border Patrol agent arrested in North San Diego County on drug , weapons chargesIn a conversation with an undercover agent, Lopez discussed the area known as "Goat Canyon" as a preferred location, according to investigators, saying "Honestly, the thing is that there aren’t—there aren’t any cameras. Nothing, nothing, nothing."At times, investigators said Lopez switched shifts with another agent to be in a preferred area for a drop.Lopez would load the backpacks in his Border Patrol vehicle and deliver what he thought were narcotics after work in exchange for thousands of dollars, according to the charges.RELATED: Border Patrol agent found not guilty on murder charges, hung jury on two lesser charges"This is a fitting sentence for a law enforcement agent who, instead of policing drug traffickers, joined them," U.S. Attorney Adam Braverman said in a release.
