NEW YORK (AP) — Nearly six months after the coronavirus forced its closure, the 9/11 Memorial Museum will be reopening on the anniversary of the terrorist attacks next month. The memorial plaza had been open to the public with social distancing restrictions since early July, but the museum remained closed as did other cultural institutions. Nevada, Oregon and Washington have all agreed to join California in its plan to allow an independent group of health experts to review the safety and efficacy of any COVID-19 vaccines before they're approved for use in their states.Nevada Gov. Steve Sisolak, Oregon Gov. Kate Brown and Washington Gov. Jay Inslee — all of them Democrats — said Tuesday that they had agreed to join fellow Democrat, California Gov. Gavin Newsom, in subjecting any COVID-19 vaccines approved for emergency authorization use to further review by a panel of scientists and health experts.According to a press release from Sisolak's office, the group's goal is that the additional review would not cause a delay in the distribution of vaccines."When the time comes, Nevadans will be able to feel confident in the safety of the vaccine knowing that an independent review by experts across the West gave it their seal of approval," Sisolak said in a statement."The FDA has made public information about the data required for authorizing a vaccine. That, combined with two independent federal groups, and our own Western States review process, should give the public pretty high confidence on the safety and efficacy of a COVID-19 vaccine," Inslee said in a statement. NEW YORK — Free parking, free gym memberships, even free rent for three months — Manhattan rents have hit their lowest levels in nearly a decade.Nicole Beauchamp, a real estate agent with Engel & Volkers, said the current housing market in New York City is unprecedented."I have never seen this amount of landlord concessions, and they have actually increased from the summer," she said. "There is a great amount of opportunity right now to snag a good deal on an apartment in Manhattan."The latest report from realtor Douglass Elliman found that the median price of a Manhattan apartment last month was ,100, down from ,500 last October.The savings are even steeper for smaller apartments."We've seen a 19% decrease in the prices of studios," Beauchamp said.Landlords are hoping to lure renters back to Manhattan after thousands moved out during the peak of the pandemic."The vacancy rate, last month I think was just under 6% and this month, we're over 6%," Beauchamp said.That adds up to 16,000 empty apartments in Manhattan, and the greatest share of those vacant apartments are downtown."I saw some incredible deals down in Tribeca over the summer that are still persisting right now," Beauchamp said.More than 5,000 new leases were signed in Manhattan last month, up 12% after a September slump.Many renters are finding more room across the East River."I think there is stronger demand in Brooklyn than the rest of the city," real estate agent Akil Rossi said.The Elliman report found Brooklyn leases surged in October to the second-highest October total in 12 years. None of the countries that make up the G20 group of major world economies is on course to adequately reduce climate change, with 82% of the bloc's energy supply still coming from fossil fuels, a new report has warned.Of the countries, only India has set targets that would keep global temperature rise below 2 degrees Celsius, the upper limit recommended by the Paris Climate Agreement, if adopted globally.Overall, the world is heading for a 3.2-degree rise, the organization Climate Transparency said, in an analysis of the G20's current emissions-cutting targets for 2030 published Wednesday.Targets set by the worst offenders -- Russia, Saudi Arabia and Turkey -- would lead to a rise of more than 4 degrees if they were adopted worldwide, the report added.The G20 comprises representatives from Argentina, Australia, Brazil, Canada, China, the European Union, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the United Kingdom, and the United States.The landmark Paris Agreement, drafted in 2015, resulted in an aim to keep global warming below 1.5 degrees compared to pre-industrial levels, with 2 degrees set as an upper limit.But the report cautions that those targets are virtually impossible to reach at current rates. It follows similar warnings made last month by the Intergovernmental Panel on Climate Change (IPCC), which found that the earth will reach the crucial 1.5 degree threshold as early as 2030."The G20 economies actually need to cut their emissions by half by 2030 to keep warming below 1.5°C," said Jan Burck, senior adviser at equality NGO Germanwatch, one of the report's authors.
