BEIJING, Jan. 17 (Xinhua) -- Beijing will adopt tough water management measures in the next five years to ease acute water shortages, according to local water authorities.The measures include setting warning lines for the quantity of water consumption, efficiency of water use and water pollution levels within the metropolitan area, Bi Xiaogang, spokesman with the Beijing Water Authority, was quoted as saying by Monday's Beijing Daily.Local governments would be punished if they missed the targets, he said, adding it was the first time that such measures had been formulated.The measures, which were still being drafted by the municipal government, will be implemented during the first half of 2011, Bi was quoted as saying.Beijing has been plagued by drought for 12 years in a row, during which its per capita amount of water resources has been nearly halved to about 150 cubic meters.With nearly 20 million residents and more than 4.7 million vehicles, the metropolis has a water resource deficit of 400 million cubic meters, although it transferred 320 million cubic meters of water from neighboring Hebei Province last year.

BEIJING, Nov. 30 (Xinhua) -- Chinese analysts have refuted criticism that China is not acting responsibly enough to address the recent increase in tensions on the Korean Peninsula.It is evident that China is actively making diplomatic efforts to ease the tensions and pushing for contacts and talks among relevant parties, they said, adding that these facts should not be ignored.John McCain, a senior U.S. senator said China "is not behaving as a responsible world power" in dealing with the Korean Peninsula situation.The U.S. House of Representatives Committee on Foreign Affairs and the House Armed Services Committee has called on China to suspend economic and energy assistance to the Democratic People's Republic of Korea (DPRK) to show the DPRK consequences for its "aggression."China on Tuesday called for a resumption of dialogue and negotiations amid rising tensions on the Korean Peninsula.(China does not control the DPRK, and China's actions are made out of a respect for other sovereign states and humanitarian considerations, said Zhu Feng, professor at Peking University's School of International Studies.United Nations Security Council Resolution 1874 adopted in June 2009 made it clear measures imposed by the resolution upon the DPRK "are not intended to have adverse humanitarian consequences for the civilian population of the DPRK.""There is serious misunderstanding and hostility between the DPRK and the Republic of Korea (ROK). SEOUL, Nov. 12 (Xinhua) -- China and South Korea can borrow judicial experiences from each other, Chinese Chief Justice Wang Shengjun said here Friday.There is significant room for cooperation between the judicial courts of the two countries, especially in such areas as administrative management, information technology applications, and training of judges, said Wang, president of China's Supreme People's Court (SPC).Wang praised the information technology applications at the grassroots judicial courts in South Korea.He said that his visit to South Korea was fruitful and hoped that the two sides would expand exchanges and cooperation further and make contribution to the development of the relationship between the two countries.Wang arrived here Sunday to visit at the invitation of the Supreme Court of South Korea.During the visit, Wang held talks with various South Korean judicial officials and discussed topics of common concern, such as judicial systems and reforms.

BEIJING, Dec. 23 (Xinhua) -- China will carry out the House Sale Price Statistical Scheme in 2011, after soliciting opinions via the internet earlier this year, said Ma Jiantang, head of the National Bureau of Statistics (NBS) on Thursday.Ma made the remarks at a national statistics work conference, saying the bureau had accepted suggestions from various departments and experts and would work steadily reform the method of calculating the country's house sale prices in 2011."We'll further work with real estate departments, make full use of their network data, and check the authenticity of the data to further push forward the statistical scheme reform," Ma said.The NBS was committed to improve the scheme at the beginning of the year. It released the draft plan on September 25, which said prices, floor areas, and sales of newly-constructed houses in 35 major cities would be based upon data from local real estate departments, instead of independent research.Ma said that the bureau is working on 4 key systems, including building a database for basic surveyed units, one set of standards for surveyed enterprises, data collecting and processing software systems, and direct reporting network systems."The four systems are aimed to guarantee the authenticity, integrity and timeliness of the data," he said.By 2012, above-scale enterprises, above-norm wholesale and retail accommodations and catering businesses, construction enterprises, and real estate enterprises will be able to submit their data directly to a national data center, said the NBS.Also, about 550 cities across the country will use personal digital assistants (PDA) to collect data for the consumer price index (CPI), a major gauge of inflation, as well as farm produce prices, by the end of 2012, the NBS said. 

ISLAMABAD, Dec. 18 (Xinhua) -- Chinese Foreign Minister Yang Jiechi and his Russian counterpart Sergei Lavrov on Saturday night called for restraint from all parties concerned to avoid escalation of tension on the Korean Peninsula.During a phone conversation with Lavrov, Yang, who is accompanying Chinese Premier Wen Jiabao on a visit to Pakistan, said the situation on the peninsula has become tense recently and may further deteriorate.China firmly opposes any actions to cause tension and worsen the situation, and demands both sides on the peninsula show calmness and restraint, carry out dialogue and contact, and completely avoid any actions that would fuel the tension, Yang said.China hopes other concerned parties would do more to help ease the situation on the peninsula, he added.Yang said China insists that all parties concerned conduct dialogue and consultation, and seek a peaceful settlement of the dispute.China is willing to keep close communication and coordination with Russia to prevent the situation from deteriorating and getting out of control, and help maintain peace and stability on the peninsula and in Northeast Asia.Lavrov, for his part, said Russia attaches high importance to the developments on the peninsula, adding his country has expressed great concern to relevant countries and demanded utmost calmness and restraint from all parties concerned.Russia is willing to work with China to make active efforts to reduce the tension on the peninsula, he said.South Korea has declared plans for a live shell artillery drill in the tense waters southwest of Yeonpyeong Island on a selected date from Dec. 18-21 depending on weather conditions.The Democratic People's Republic of Korea (DPRK) on Friday urged Seoul to immediately stop its plans for the shelling exercise, warning it would deliver a second and third "unpredicted self-defense counterattack" that would be bigger and more powerful than the previous one.South Korea and the DPRK exchanged artillery fires near the Yeonpyeong Island on Nov. 23, which killed four South Koreans.
