SAN DIEGO (KGTV) - Amid rising health care costs, some San Diegans are turning to telehealth appointments. On a Monday afternoon, young Josephine sits in an exam room. She's come down with cold-like symptoms after recovering from enlarged tonsils. So her mom, Josie Ruiz, brought her to their neighborhood clinic, La Maestra Community Health Center in City Heights. For this appointment, one doctor is waiting in the exam room, and another is on a computer screen.Dr. Anthony Magit is an Ear, Nose and Throat specialist and pediatrician at Rady Children's Hospital. As he watches from his office, the clinic's Chief Medical Officer, Dr. Javier Rodriguez, conducts an exam. Cameras and camera-equipped scopes feed real-time data to the specialist, who then asks questions. The exam is part of La Maestra's telehealth program, which offers virtual appointments to underserved patients."Before telehealth, my previous appointments ... some of them I had to cancel or reschedule," said Ruiz.Ruiz is a single mom who works full time."This is great because in my case I don't have to request a day off to take her to the hospital, which I can't afford to do," said Ruiz.Most of the patients at this clinic don't own cars. For them, getting to Rady Children's Hospital means hours on buses, which can lead to major issues related to work and child care.Six years ago, doctors at the clinic discovered many referrals to Rady Children's Hospital weren't showing up. That has changed. No-show rates went from about 50% to 13% within two years. Across the county, other hospitals are tuning in to telemedicine, from home appointments for rural patients to consultations with specialists across the country. SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday.For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school.An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon.After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting.The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. This project was one of more than 60 neighborhood projects that were fully funded after Faulconer’s reforms went into effect."Parents have a peace of mind knowing that their kids have a safe path to and from school," said Faulconer at a news conference Monday.The half-mile stretch of Old Otay Mesa Road, which was closed off to traffic for several years, officially reopened on Monday. 1612

SAN DIEGO (KGTV) -- A San Diego-based financial investment advisor is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement, and taking more than million, according to bankruptcy court records.Sharon and David Vega said they started working with Christopher Dougherty about 17 years ago. A few years ago, Sharon Vega said that he recommended to take money “out of the TD Ameritrade and place it in private placement in farm subsidy accounts.”The Vegas trusted him and placed approximately ,000 in these new accounts. They said they continued to receive statements showing how their money was doing, but they started to see red flags. Sharon Vega said when checks bounced, Dougherty gave various excuses.She showed Team 10 one bounced check where Dougherty claimed “there was a mix-up at the bank.” They decided to sever ties and asked for their money back.“He said no problem, he would start on it right away,” Sharon Vega said. However, she said that did not happen. She showed Team 10 several text messages from Dougherty late August into early September promising their money. One message said the transfer was “already in motion. Should see it shortly.”“We have not received any funds back. He filed bankruptcy and he’s trying to have ours discharged with many other people’s,” Vega said. She said the ,000 was money they had been saving to try and help their grandchildren with college.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said. “It’s devastating,” said Jerry, another former client of Dougherty. He and his wife declined to use their last name.Jerry and his wife Diane told Team 10 they invested more than million with Dougherty over the years. At first, it was with traditional accounts. They said he later convinced them to invest in an Alpine farm. They thought they were diversifying their retirement money, but what they know now is everything they saved for is gone and what happened to their funds is unclear. Like Sharon and David Vega, they said Dougherty kept sending them statements.“We rely upon our children now,” Jerry said. “We can’t even afford a burial plot.”In 2011, Dougherty was charged for stealing money from a youth baseball league. He was ultimately sentenced to three years summary probation, according to the District Attorney’s Office. Team 10 attempted to contact Dougherty and his wife, Nereida, who is also named in the bankruptcy documents. They did not respond. An attorney for the Doughertys also did not respond to Team 10’s inquiries. Investigator Melissa Mecija visited the Alpine ranch connected to the couple, where a tenant said his power has been shut off three times in the last several months. It was a bill he said the Doughertys were supposed to pay. Sharon Vega said she tries to stay strong as she deals with multiple setbacks, including her husband’s larynx cancer. “He was diagnosed… when all of this happened,” she said. Lt. Kevin Menzies with the Sheriff’s Department confirmed there is an open investigation, with ten alleged victims currently identified.The Securities and Exchange Commission also has an open investigation into Dougherty. 3493

  

SAN DIEGO (KGTV) -- A woman was taken to the hospital after the car she was riding in -- which was believed to have been stolen -- struck a building and two parked vehicles in the El Cerrito area on Friday morning.San Diego police said the collision happened at around 5:15 a.m. in the 5800 block of El Cajon Boulevard.Witnesses told ABC 10News they saw a silver Honda Accord traveling at a high rate of speed, possibly reaching 100 MPH, when it lost control and collided with a building and parked cars, littering the area with debris and car parts.Responding emergency crews pulled a female from the wreckage and took her to the hospital. Police said the woman suffered a broken hip and deep laceration on the back of her leg.One witness said a man, believed to be the driver, was able to get out of the wrecked car and ran away from the scene. He was described as Black, in his 20s, wearing a black sweater and black pants.According to police, as officers and emergency crews responded to the crash, a man called 911 to report his car that was left running outside of a business on El Cajon Boulevard was stolen.Police told ABC 10News they believe the car in the crash was the same vehicle stolen a few blocks away. 1226

  

SAN DIEGO (KGTV) — Ahead of Michelin's reveal of its first California guide to Michelin star restaurants, the food guide has named several San Diego stops as "Bib Gourmand" establishments.Michelin's Bib Gourmand category highlights restaurants that serve high-quality meals (two courses and a glass of wine or dessert) for or less.
