We’ve been able to overcome that so that natural barriers of learning this virus, we’ve done already with its prior predecessors. The human barriers, we are overcoming that because a lot of the science community is coming together like we are all in this together. We gotta have a vaccine."Two vaccines are in the last phase of trials in Maryland right now. One is a first-of-its-kind RNA vaccine."It takes a fat deposit, this lipid nano molecule, and inside it has genetic material that when it gets into a human being, that genetic material gets into our cells and reproduces some of the proteins into our body that our immune system can identify and make a memory for," said Galiatsatos.The second is a more common vaccine, injecting a weakened virus to create an immune response.Galiatsatos said they still need to recruit 30,000 patients for these trials and then monitor them for 3-6 months before they can see if they are successful. They are looking for 4 things: if it’s effective with 1 to 2 shots; if it can help the targeted population; if it can cause antibodies to be made and if it can stop viral transmission to cause herd immunity."The best-case scenario is in a year from now we can talk about did it work, so we are in the late summer 2021. Then we can talk about making it publicly available," said Galiatsatos.So he said for the next year, acting based on what we know about COVID-19 is extremely important."To me, this is just a test of humanity. We’re better. We can all rise to the occasion and overcome this with the simple facts of knowing how this virus spreads and adapting ourselves to mitigate the spread of the virus," said Galiatsatos. We know to get infected you have to be in close proximity to someone or touch surfaces and bring them to your face."That means continuing to social distance, wear masks, and wash your hands. (KGTV)- California State University San Marcos is preparing students and staff for possible power outages in light of the San Diego Gas and Electric warnings due to fire.At least three CSU schools have been shut down as a result of high winds and power outages. Staff members in San Marcos say they are keeping a close eye on those other universities.Classes proceeded as usual for CSUSM students on Thursday morning. Students say they have been keeping up the outages at other schools via social media. “For a second, I panicked; I really didn’t know it was San Francisco,” says freshman Nancy Salazar Soto. “I was like, oh, it might be me. It might be here in San Marcos.”She believes it would be hard losing power at school, but things would be tougher for the students who live on campus, like freshman Hannah Whitener. “It’s kind of a little bit sketch, you don’t really know everyone around you yet,” says Whitener. “I mean, my freezer, I’m kind of concerned about that.”CSU San Marcos sent out a memo to students late Wednesday afternoon warning them of the possibility of an outage and how to be prepared. “Make sure your car is gassed up in case you do need to relocate. Make sure you’ve got a flashlight handy," says CSUSM Vice President for Community Advancement Cathy Baur. “You’re students; you’re working on their essays and those projects. Make sure you’re saving it on your computer.” Baur says fire prevention is vital. The university knows firsthand after fires in 2014 caused emergency evacuations. “We had to close the campus just days before commencement because the fires were surrounding us and had to do an evacuation of campus,” says Baur. “It’s something that we as campus community are familiar with, we’ve lived through, and so we know how important it is to be prepared and to take any precautions that we can.”The university advises all students to check their emails and social media pages routinely. (KGTV) - NOAA has issued a La Nina Watch, which means a dry winter and longer fire season are possible this year for Southern California.This stems from colder water along the equator in the Pacific which has a domino effect on other parts of the world, including an increased risk of hurricanes in the Atlantic Ocean due to weaker winds and also higher chances for a dry winter over Southern California because of a lack of moisture. A lack of winter rain means the fire season could be longer than usual.“So that means we enter the fall critically dry and then when you add a La Nina on top of that, it adds concern because we could likely go longer into the winter without seeing significant or beneficial rain,” said meteorologist Alex Tardy from the National Weather Service’s San Diego office.He said it’s not quite black and white though. According to the NOAA, there's about a 50% to 55% chance of a La Nina occurring this year, which will be monitored as the winter season approaches. Also, in the past 10-15 years, La Nina years and El Nino years have proven to be not as extreme as previously thought. He said while the watch has been issues and a dry winter is possible, it’s still being monitored.“It’s not time to panic but it is time to think and bring it back on your radar that fire weather is a major concern in Southern California,” he said. 1387

SAN MARCOS, Calif. (KGTV) -- A man deputies say was under the influence was arrested Saturday evening after crashing into a patrol car and causing a second crash while fleeing law enforcement. According to the San Diego County Sheriff’s Department, deputies tried to make contact with an intoxicated man in the parking lot on the 400 block of Autumn Drive in San Marcos around 4:49 p.m.The driver, Cristian Reinoso, 24, failed to obey instructions, instead backing into an unoccupied patrol vehicle twice, deputies say. According to the department, Reinoso then drove away from the parking lot, striking a fence and a parked car before running a red light and crashing into another vehicle at the intersection of Los Vallecitos Boulevard and Knoll Road. The crash reportedly caused Reinoso’s vehicle to roll over, so deputies say he got out and ran away before being arrested at an apartment complex on the 200 block of Knoll Road. Both Reinoso and the driver of the other vehicle were taken to the hospital for minor injuries. The department says Reinoso will be charged with assault on a peace officer with a deadly weapon and hit-and-run causing injuries. 1167

(KGTV) — Palomar Community College President Dr. Joi Lin Blake will resign this summer, after facing criticism over a recent budget report warning of the district's fiscal instability.This week the district's Governing Board approved the agreement for Blake to resign, which will take effect June 30. Blake was placed on leave following the Fiscal Crisis Management Assistance Team (FCMAT) report.Palomar Vice President Jack Kahn will serve at Acting Superintendent and President. Kahn has held that position since December when Blake was placed on leave.RELATED: Palomar College president placed on leave pending investigationBlake's resignation comes as the college district faces a nearly million deficit in the 2019-2020 budget, according to the FCMAT report.The report warns that the district "has a high probability of fiscal insolvency in the near future" if it continues at its current pace.
