VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected. There have been a number of initiatives to establish nuclear fuel reserve banks in recent years. The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut. However, the plan has met opposition from some developing countries. They worry that a nuclear fuel bank could undermine their right to acquire their own nuclear technology for peaceful purposes. Some countries are also concerned with the possibility of fuel supply being controlled by western powers and used for political purposes.

BEIJING, Nov. 27 (Xinhua) -- China's apparent consumption of crude steel is likely to reach 596 million tonnes this year, a year-on-year increase of 5.6 percent, according to a steel association official.Apparent consumption represents the sum of net imports and output, and can be used to estimate real consumption excluding inventory.Luo Bingsheng, deputy head of the China Iron and Steel Association, expected the country's crude steel output to climb 8.2 percent this year from one year earlier, to reach 624 million tonnes.Luo further noted that a rising investment in 2011 would result in an increase in China's steel demand. If the year-on-year growth of the country's social fixed assets investment maintained itself at around 20 percent next year, China's crude steel apparent consumption would see an annual increase of 40 million to 50 million tonnes next year, said Luo.

BEIJING, Dec. 2 (Xinhua) -- China on Thursday said it expected a trilateral meeting in Washington next week to ease tensions on the Korean Peninsula, promote dialogue rather than inflame the situation."As the situation on the Korean Peninsula is highly complicated and sensitive, we expect the meeting to ease tensions and promote dialogue, rather than heighten tensions and intensify confrontation," Chinese Foreign Ministry spokesperson Jiang Yu said in a statement Thursday night.Jiang made the statement, referring to a meeting among the foreign ministers of the United States, Japan and Republic of Korea, which is scheduled for next Monday in Washington.

BEIJING, Dec. 23 (Xinhua) -- China will carry out the House Sale Price Statistical Scheme in 2011, after soliciting opinions via the internet earlier this year, said Ma Jiantang, head of the National Bureau of Statistics (NBS) on Thursday.Ma made the remarks at a national statistics work conference, saying the bureau had accepted suggestions from various departments and experts and would work steadily reform the method of calculating the country's house sale prices in 2011."We'll further work with real estate departments, make full use of their network data, and check the authenticity of the data to further push forward the statistical scheme reform," Ma said. The NBS was committed to improve the scheme at the beginning of the year. It released the draft plan on September 25, which said prices, floor areas, and sales of newly-constructed houses in 35 major cities would be based upon data from local real estate departments, instead of independent research.Ma said that the bureau is working on 4 key systems, including building a database for basic surveyed units, one set of standards for surveyed enterprises, data collecting and processing software systems, and direct reporting network systems."The four systems are aimed to guarantee the authenticity, integrity and timeliness of the data," he said.By 2012, above-scale enterprises, above-norm wholesale and retail accommodations and catering businesses, construction enterprises, and real estate enterprises will be able to submit their data directly to a national data center, said the NBS.Also, about 550 cities across the country will use personal digital assistants (PDA) to collect data for the consumer price index (CPI), a major gauge of inflation, as well as farm produce prices, by the end of 2012, the NBS said.

BEIJING, Dec. 11 (Xinhua) -- China's consumer price index (CPI), a major gauge of inflation, rose to a 28-month high of 5.1 percent in November, the National Bureau of Statistics (NBS) said Saturday. The growth rate picked up from 4.4 percent in October, according to the NBS. The inflation was driven by a 11.7 percent of surge in food prices, which accounts for one third of the basket of goods used to calculate China's CPI.The year-on-year increase in food prices grew from rises of 10.1 percent in October, 8 percent in September and 7.5 percent in August. From January to November, China's CPI rose 3.2 percent year on year, surpassing the government's target ceiling of 3 percent for the year. The producer price index (PPI) for China's industrial products rose 6.1 percent year on year in November, compared with a 5.0 percent gain in October.
