SAN DIEGO (KGTV) -- The San Diego State University Aztecs football team will play its 2021 home games in Carson due to construction of the team's new stadium in Mission Valley.Dignity Health Sports Park in Carson will be the site for Aztec home matchups in the spring and fall of next year. Due to the COVID-19 pandemic, the Aztecs' 2020 football season was pushed into spring 2021.Although the spring schedule has yet to be announced by the Mountain West Conference, the Aztecs' fall 2021 slate includes seven home games, including matchups with Utah, Boise State, Fresno State, New Mexico, Nevada, New Mexico State and Towson.SDSU Athletic Director John David Wicker said, “Once the sale of the site was finalized with the city and we knew we could play football in Aztec Stadium in fall 2022, based on all the information we had gathered, it became clear the existing stadium had to come down in the first quarter of 2021. Our intention had been to play a final season in SDCCU Stadium. Unfortunately, COVID-19 has forced our hand and we must move the spring 2021 games as well.”In a news release, the athletic department said: "SDCCU Stadium will be replaced by a new stadium as part of the SDSU Mission Valley project. In addition to a 35,000-seat state-of-the-art multipurpose stadium for Aztec football, the project also includes a vibrant, mixed-use development that is transit-oriented, and will expand the university’s educational, research, entrepreneurial, and technology transfer programs. SDSU Mission Valley will also include transit, retail, housing, and the development of more than 80 acres of community parks and open space, including the 34-acre River Park."Construction on the new stadium site in Mission Valley is expected to be completed by fall 2022.Opened in 2003, the 27,000-seat Dignity Health Sports Park has played host to National Football League, XFL, Major League Soccer and World Cup championship events. The Los Angeles Chargers called the facility home in 2017, 2018 and 2019, while the XFL's Wildcats made their debut this spring.Carson is about 110 miles north of SDCCU Stadium.With the announcement of the venue change, San Diego State has played its final football games at SDCCU Stadium. SAN DIEGO (KGTV) - This record hot summer was the first that San Diegans had to pay the state's new high-usage charge on their electric bills. It led to bills as high as 0, and complaints pouring into San Diego Gas and Electric. Now, the utility says the charge - meant to discourage high use - isn't working and should be eliminated."We want to move forward to eliminate this charge and help our customers," said SDG&E spokesman Wes Jones.Jones said the utility understands the frustration over summertime bills. Nearly 81,000 households were hit with the high-usage charge in August, a month with record heat.RELATED: Making It in San Diego: Families stunned by high electric bills"We heard from folks that they needed that much energy to run their A/C and tried to stay cool," Jones sadi. "We think that's very important. We want to make sure they are comfortable."SGG&E now plans to ask the state Public Utilities Commission to eliminate the charge altogether."You hopefully will see a reduced shock and awe bill," Jones said.But questions remain about the proposal. The high-usage tier is just 7 cents more per kilowatt hour than the next lower tier. And by the time someone passes the high-usage threshold, they're already paying an 80 percent premium on electricity, at a price of 43 cents per kilowatt hour.RELATED: San Diego Gas and Electric addresses high power billsSDG&E would have to adjust those lower tiers if the state adopted its plan. "To me, it feels like you're on the street in New York and someone's moving a cup around with the ball in it. You don't know where it is and what's going on," said Jeff Tarzia, a Poway resident.Tarzia began driving for Uber after his family got hit with a 0 electric bill in August."As it stands right now I think they need to go to a more simplistic layout for the billing cycle," Tarzia said,.But Jones said the plan is not cosmetic. SDG&E also wants to expand options, like qualifying customers with plans that have lower rates - like the ones for those with electric cars. SDG&E also proposes to change its scheduled cash credits to all hit in August to help with the year's most expensive months.The utility will also ask the Public Utilities Commission to review its baseline rates - which sets tiers from the coast to the mountains. SDG&E also hopes to combine summer and winter prices for a lower year round rate. SDG&E plans to submit the proposal to the commission in the coming months. A spokeswoman for the commission said the agency would evaluate how to consider the options through a public process.  2665

SAN DIEGO (KGTV) — The San Diego Sheriff's Department is making it easier for residents to receive — at times, indiscernible — messages issued by the department's helicopters.The free service will allow residents to receive a text of the message being issued by deputies by texting "Hello" to 858-866-4356 (HELO). Typically, the department uses its ASTREA helicopter loudspeakers to announce searches for missing persons or suspects, as well as during emergency situations like SWAT standoffs, disasters, shelter in place advisories, or crowd management.But, at times, though messages may be difficult to understand.The service is not automated, meaning users will have to send a text when they want to receive the message being issued in their area. And while the service is free from the department, standard text messaging rates may apply depending on phone plans.The department's text service only applies to SDSO patrol areas and is separate from the San Diego Police Department, which began issuing their helicopter alerts separately on the Nextdoor app and Twitter in 2015."If there is more than one active broadcast at any given time, you have the option to choose the message that impacts your location. SAN DIEGO (KGTV) - Thousands of San Diego County jury trials are on-hold because of the pandemic. Local court officials have requested another extension from the Judicial Council of California for jury trials to be postponed through mid-September.On Monday, ABC10 News spoke to San Diego Superior Court Presiding Judge Lorna Alksne about the challenges of returning to jury trials. “We’re at 25-hundred jury trials that need to be tried,” she told us.Trials were halted on March 17th. Non-jury trials are currently in progress through a remote virtual process. “What we can't do right now is bring a jury into the courthouse. When you can't even go to a restaurant to eat, the idea of bringing hundreds of people in to sit in a room together is not recommended,” she told ABC10 News.Courtrooms are being retrofitted with plexiglass barriers to protect everyone from jurors to defendants to court staff. Judge Alksne said other safety measures like social distancing will also be implemented, when appropriate.“Once you do resume the process of summoning jurors, what if they just don't feel comfortable? They fear the risk?” we asked. “Jury service is a duty that we hold in high regard. We can't have criminal justice service work without jurors so I would hope that by the time we actually pull jurors in and ask them to come down that unless they have a health condition that would make it unsafe here, that they would be willing to serve,” she responded.The court is still working through other complex issues like the possible need for more alternate jurors. “In other jurisdictions where they have tried to start jury trials up and down the State of California, one juror getting COVID-19 or having symptoms will send everyone home and you'll have a mistrial,” she added.Judge Alksne also said there are currently about 300 violent felony defendants in custody who are waiting to be tried. 1903

SAN DIEGO (KGTV) — This New Year’s Day organ donor heroes will be honored on the Donate Life Rose Parade Float.One of those heroes is a Everardo Martinez, a San Diego father of three whose life was cut short by a fatal aneurysm. After Martinez passed, his wife Adriana worked closely with Lifesharing San Diego to donate his organs.“It’s comforting, it’s comforting to know my husband lives on through those recipients,” said Adriana. “I’m deeply honored my husband was able to transform their lives.”Everardo was able to save three lives with his selfless gift.His wife and children traveled to Irwindale to help decorate the Lifesharing float that will honor Everardo and 43 other organ donors. Adriana also spent eight hours on a floral portrait of her husband that will be featured on the float. “It’s an honor, a true honor to be able to honor my husband’s legacy and memory,” said Adriana.
